Tribune and Evening Post. ——<—--——_—__— Yusteapay, 1x THE CommittEx Room.— Wash- ington city is agog with exciting rumors con- cerniag what yesterday transpired in the room of the Committee of Thirty-three. This excitement grew out of the withdrawal of Mr. Reuben Davis, of Mississippi, (from the committee) on the ground that the tendency of matters among them looked rather to exacting further concessions from the South, than to the accord by the North of the additional constitutional guarantees now so evi- dently necessary to save the Government from destruction. Mr. Davis came to his conclusion in far too great haste. That deoision resulted from a vote of the committee; not adopting the pending resolutions of Mr. Davis of Maryland, as is erroneously believed by many, but, simply, first to consider the sabject of those resolutions— ‘the question of the remedies necessary to cure the violations of the fugitiveslave law. On the ques- tion of giving that subject priority in their de- lberations, we believe the vote to have stood ayes 16, noes 13; Mr. Winter Davis alone of the South voting aye. The South desires to have the territotial question first disposed of, only because it is really the single question concerning which it is possible that an agreement may be a wark of difficulty; and also because its settlement Is abso- lutely required to check the movement of the extreme South for the destruction of the Govern- ment. We regret, therefore, that the North (in the committee) saw fit to gratify Mr. Davis, of Maryiaad, in his wish first to dispose of the fugi- tive slave law subject, for the pacification of which he (Mr. D.) has a proposition pending before them. © Concerning that proposition, by the by, we have to say that we apprehend an erroneous impression prevails in the minds of most of the southern members, who evidently regard it as proposing further concessions from the South. On the con- trary, ap we have heard of its substance, it rather proposes that the South shall consent to modifi cation of the existing fngitive slave law, which, while they will not im any particular weaken its Operative effect, will insure its prompt execution everywhere, by stripping its opponents of the pre- tense that it is possible to reduce free persons of color to slavery through it. No southern man de- sires that the law sbali afford the means of doing any such thing; nor do we believe that it has ever been so prostituted. Nevertheless nine- tenths of those whe oppose its execution, do so under that plea. Were they stripped of it by Congressional legislation, we doubt not that nine tenths of the trouble that exists through the law’s non-execution, would vanish; and we trust that iu whatsoever tbe committee may eventually re- port Im the premises, they will take care that hereafter no such pretense of unfairness in the Jew shall remain to those who seex a plea to palliate its non-fulfilment. The addition to the law of a simple provision requiring the owner of an escaping slave to put on record in the office of bis county’s clerk, within ten days after the escape, a description of the runaway, and to pro- duce a certified copy thereof when claiming him in a non-siavehoiding State, wiil accomplish the object in a tr'ce.
