It provides, In the third place, that Congress shall never interfere with the alave trade between the States. [Good] It provides, im the fourth ce, that Congress shall pass no laws io this District which endangers the peace and safety of the slaveholding States. It provides, in the fifth place, that Con: should never any law repealing or mmpairing the efficiency of the fugitive slave law. I think t! laws ought to be abolisaed, and | think furthermore they never should have been upon the statute beok of any State in this Union. (Applause.} I am one of those who be- Heve that Congress the power ander the Constitution to remove those obstructions to the faithful execution of the laws of the land. The Constitution declares that fugitive slaves ought to be surrendered up; the Supreme Court bas decided that the Federal Goverument possesses the power and duty of surrendering them up; and a!so that the exclusive power of iegisiation upon this sub- jeet is in Congress, and not in the States ((iood.} if that peapattiion be true as the Court hascnarged it to be, it necessarily follows as an invariable rule of Constitutional law, that a duty imposed carries with it the means of its faithful execution, aud the power to remove all obstructions to its faith- fal execution. [Applause] Heuce, | bold it is the duty of Congress justantly to remove all ob- structions which may be thrown fa the way of the faitbful execution of the Constitutional laws. This is the case which was reported in the Star some months ago, when Mrs. Beveridge, of the Washington House, was tried and dismissed homey and Capt. Darling’s case was postponed to await the arrival of Judge Granger, an important witness for the prosecution. Judge Granger appeared, and his evidence exonerated Capt.
