WASHINGTON NEWS AND GOSSIP. —_————— Tue Democratic National Convention. [ Editorial Correspondence of The Star ] Bavtimone, June 21—5 p. m. 1 do not know that I ever passed a day sur- rounded by more intense exci thar the last twenty-four hours, during which the fate of the Democratic party—its future existenceasa organization—has hung by the slightest ve able thread—by that of the determination of the New York delegation to sustalm the report of the majority of the Credentials Committee, or that of its (the committee’s) minority. I term the thread 8 very slight one, because it is known that to-day, in their inter-delegation debates with reference to the two reports, on no question taken has the majority been more than four, and on most of them only two;—seventy men voting all the time. The Convention adjourned this forenoon after ordering the main question to be put upon the diff-rent reports, at the request of the New York delegation, to allow them time to deliberate among themselves as to what action they would take upon the reports. They came together again at a quarter before five, and shortly after the organization for the afternoon, in rushed Mr. Ludlow—Douglasite—of that delegation, as pale as deatb, with a formal request from them—the New York delegation—for further time to make up their minds how to vote upon the reports! Of course it was granted; the Douglas body gnard only—some forty votes—voting against the motion to adjourn until to-morrow at 10 a. m., to that end. The constitutional Democrats looked upon the request as 2 good omen; it having been rumored that the Douglasites of that (the New York) delegation had carried -all the questions voted on in their sessions to-day, hy from two to four majority. A proposition has been started that may save the party from becoming denation- alized, if not defunct. That is, the majority of every southern delegation is said to have just united in a paper addressed to the New York delegations, signifying to them that if they will vote down the majority report and admit that of the minority of the Credentials Committee, they (the southern delegations) will vote for any Presi- dential nominee, other than Douglas, New York may indicate. As, to refuse to adopt such a proposition, which leaves New York the whole Democratic party of the Confederacy except Doug_ las, to chose from, will place that delegation in a Position in which they cannot sustain themselves at home, in case the nomination of Douglas shall drive off the whole South and a large portion of the North, it is judged that they will at once accept it. For my part, I have censed to care whether they do so or not. It is as clear as the light of the sun that the Douglasites from the anti-Democratic party States are playing to rule or ruin, and | really do not care the snap of a finger whether they abandon the Democratic party organization or not; being convinced that, in the long run, the Democ- racy will be far better off without than with them. They are but a gang of abotitionists in disguise—of men syn:pathising with the cause of Douglas, Montgomery, Stuart, ¢t. al., on the Lecomption question, and are at this moment seeking to filch surreptitiously the bold and easily exposed pretense of a Democratic party nomina- tion for the advantage of a candidate of abolition tendencies aud purposes. I write to filch such a Pretense. because that man must be blind who is nat. competent to see at a glance that the report of the Douglas majority of the present Credentials Committee involves a prostitution of the honor and personal integrity of every man who joined in it. The minority report, by the by, does its author, Gov. Stevens. of Oregon, infinite credit, being as pertinent and well-reasoned as any other paper of the kind was. He was complimented upon it on all hands to-day. So well were the South pleased with it, as that they placed the whole cause of the seceders upon it, and pushed the question to a vote without a word of ors! argument to sustain 1; a compliment of which Gov. 8. may be proud indeed. Ere the Convention separated to-day, Wm Montgomery, of Pennsylvania, disgraced himself by making @ frivolous question against placing the Pennsylvania delegations ticket in the hands of Gen. Dawson, the delegation’s chairman, on the ground that, holding no personal intercourse with that gentleman, be would net go to bim for his ticket. He accompanied his arrogant com- plaint with imputationsso unjust and ungentle- manly as to draw forth an indignant remark from the venerable Josiah Randali, whom he under- took to insult, in reply, from a safe distance. Mr. Randall’s son, however, being nearer than the father, sprang at him, but was fortunately pre- vented from reaching him, (Montgomery,) whose conduct throughout reminded all present of bis poltroonery as so signaliy exhibited in his affair a year or two ago with English of Indiana. The District Arrroriations —By reference to our Congressional! report in another column, it will be seen that the Senate yesterday agreed to the report of the Conference Committee on the civil appropriation bill, which the House agreed on the day before, and that consequently the Dis- trict appropriations which we alluded to yester- day have passed both Houses. It will be seen that the Potomac Water-works are still to be under the superintendence of Capt. Meigs. A listof the appropriations that have been made for the Dis- trict by the present Congress, will be found fn our local department. Tria, Trir oF THe Pawnee —The U. 8. sloop-of-war Pawnee, just completed at the Philadelphia Navy Yard, under the superinten- dence of Mr. Griftith, the contractor, started on her trial trip on the 18th.
