SuPREME Counr.— Monday. —No. i . ere United Stater’ paint agt. Arthur F. Hopkins; and HE EVENING STAR. WASHINGTON CITY: April 18, 19860. of the Merning Press. The Constitution publishes and compliments the late speech of Mr. Chesnut in the Senate, on the relation of the States on the Slavery question; and also quotes from the Congressional Globe to show that the report of the Special Committee in the Houmas-Land-grant case does not impugn the integrity of Senators Benjamin and Slidell. ‘The Intelligencer has Sts usual Congressional summery end news miscellan States from which the reliable Democratic votes will come in the Presidential election. Thus, the New York delegation is uncommitted, and wholly undecided a8 to whom they will vote for at Charleston, further than that they will vote for no candidate who is obnoxious to the the Democratic States. — —.—__. ‘Tue wast Reception of the season at ecutive Mansion, last evening, was very B attended, there being a perfect jam. Besides® general turn-out, on this last occasion of the season, of the usual visiters, distinguished and undistinguished, there was a great number of strangers present, consisting mostly of delegates and otbers, now’in this city, on their way to the Charleston Convention. Some of these endeavored (not unsuccessfully: in some cases) to draw the nto a conversation on the subject of the convention, but. in the language of one present, “they did not make much off of him.” On the subject of platforms he expressed the opinion that they could not better the Cincinnati platform much, if they interpreted it properly. No ex- Pression in favor of any particular candidate before the Charleston Convention was elicited from him. He intimated that the delegates, fresh from the people, ought to be the best judges of this matter. Miss Lane was in her usual charming good humor, and made everybody at home and happy XXXVith CONGRESS—FIRST SESSION. —— Proceedings ef Yesterday Afterneen. > In THE Senate, yesterday, during the discus- Hale’s resolution for a recess of the from the 19th inst. to the 22d of M <4 amend by termi: the by Monday, the 4th day of June Texte This propeat ibn was negatived by a vote ennedy gave notice of his intention to in- troduice a bill to privide for the transportati the United Sta United States, Walker. Ne. Mr. CuineMan tx THE Caucus.—For some days Past there has been a caucus, of outsiders princi- pally, from Republican party States for the most Part, sitting en permanence night and day in room No. 10 of the National Hotel—the Douglagites’ headquarters. We hear that rarely less than a hundred of them are at any time congregated there. They amuse themselves by counting up the chances of Mr. Douglas, as the market-girl reckoned up the ultimate results of her expected profitable sale of the basket of eggs carried so lightly on her equally giddy head. On the night before last, Mr. Clingman, of N. C., is said to have amused them with a speech in which his calculations of the strength of Douglas at the South were about as sensible and reliable as those of the market-girl aforesaid, in the never- to-be-forgotten fable. Thus, he is said to have urged the delegates from the Northwest—that is, from such Republican party strongholds in the presidential election as Ohio, Wisconsin and Michigan, for instance—to stick to the last to the fortunes of the man whose views on slavery ques- tions go down best in their localities, upon the ground that if they succeeded in thus compassing his nomination, they might rely on his unanimous support by the South, in November. It can hardly be necessary for us to say that Mr. Winslow is the only other Democrat of either House, from North Carolina, who entertains the same ridiculous idea; ai exception of those two Probable that every other southern Democratic member of both Houses knows better the state of the sentiment of the South than to entertain any Instructed as they have been, there is 2 strong probability that almost the entire delega- tions from seven Southern States would leave the Convention on the nomination of any candidate holding the views of Mr. Douglas upon the slavery question; accompanied by more or less from three other Southern States. As this fact is thorougly comprehended by well-informed persons here, southern gentlemen less credulous and enthusiastic in their preference for Mr. Douglas than Mesays. Clingman and Winslow, all take a very different view, indeed. of this subject. Democracy of a es, with directions to et al., claimants of the . Though the President's levee was of course densely crowded with them, the halls of the different hotels were all packed, crammed, and jammed by them, so as to make the atmosphere in their midst everywhere suffocating. The relative chances of the different aspirants for the Charleston nomination was of course the theme of universal conversation. haps four hundred of this crowd were delegates and alternates; while the balance, three or four times as numerous, were principally strikers for Douglas, assembled here by his whistle, as ig were, on their way to Charleston, to perform for him at this point the office or duty upon which he sends them to Charleston. over his alleged vast strength in States hopelessly wedded to the doctrines of the Republican party. Among the delegates here are few from slave- holding States, a c'rcumstance infinitely to be Tegretted, because the ‘looseness’? with which this army of political speculators go in for the man of their choice, as now being developed here, is certainly calculated to warn al that the purpose for which lis nomination is being so strenuously urged from abolitionized States, is that by his nomination the Democratic party may stinctly on a practical anti-slavery platform, as that Massachusetts, Maine, Vermont, Wisconsin and Michigan, may, as alleged, be se- riously contested with Mr. Seward. Some hundreds of this crowd left this morning to commence operations upon arriving delegates at Charleston as early as Thursday evening next. Not a few of the delegates also left Washington for Charleston at the same time. APRIL 1,8 1860. New York, N.Y.. Philadelphia, Pa Baltimore. Md.. Washington, D. Richmond, Va. Petersburg, Va.
