Now, without building at least ten miles of it (to cost $500,000) from its own resources, how can it get credit enough to borrow money for the rest, especially in time to complete within five years? And can any one expect the city railway to yield 200 percent on its whole capital, in time to accomplish this? 7. Suppose the city franchise granted to the Metropolitan Raflroxd Company, on condition of completing their road—no one is bound who does not accept it; those who do, form a new company; and they will have no control, as such new com- pany, over the Metropolitan road; so that we would be no nearer having the Metropolitan road built than we are now—certainly no security for it. On the whole. then, to grant the city franchise to the Metropolitan Railroad Company is to grant it to a non-resident, insolvent corporation, without any security that the condition on which It would be granted would be complied with, and to levy a taxon the citizens of Washington to build a road in Maryland, without even exacting security that it will be built. = A Meritep CompLiment.—The following isa copy of a preamble and resolution recently adopt- ed unanimously by the Legislature of Virginia in honor of one of the State’s gallant sons : Joint Reso.vtion, passed unanimously by the Virginia Legislature. u Whereas, Thomas Turner Fauntleroy, Colonel First Regiment of U.S. Dragoons, a son and citi- zen of Virginia, has reflected credit upon his na- tive State, yy gallant and distinguished service in the army of the United States; and more especially in the conduct of campaigns against the hostile, daring, and formidable Indian tribes of New Mexico, as attested by a formal and en- thusiastic vote of thanks of the Legislature of that Territory in 1556, and again in 1859; and also by official letters of acknowledgement from the Gov- ernor of the Territory, and from Kit Carson, the Indian Agent, and celebrated mountaineer and guide of the West; which repeated and hand- some testimonials of the authorities of New Mex- ico to the gallantry and good conduct of Colonel Fauntleroy, now commanding the military de- partment of New Mexico, call for some appro- riate recognition and response from his native State. Now, therefore, be it Resolved, by the General Assembly of Virginia, That the said Colonel Thomas T. ‘auntleroy, First U. 8. Dragoons, be, and he is hereby, cor- dially commended to the Honorable Secretary of War and to His Excellency the President of the United States, for promotion to the rank of Brig- adier General. Mr. Hamlin offered a resolution instructing the Committee on Public Buildings and Grounds to inquire and report by what authority a portion of K street north had n devoted to market pur- poses; adopted Mr. ‘Trumbull presented a petition from citizens of Ilinois, praying the establishment of a line through the Territories, in effect similar to the old Missouri Compromise line: referred to Com- mittee on Judiciary. The Pennsylvania-avenue Railway bill being takea up— zz Mr. Fessenden moved to amend by making the company a common joint stock company, with « capital of $300,000, and shares at $50 each, open to the subscription of citizens at large, and advocuted bis amendment at considerable length. Mr. Brown replied to Mr. Fessenden, urging the superior policy of incorporating a known, en- terprising and responsible company, to take the matter in hand, to that of leaving it to the public at large, and thus verifying the maxim that “what is everybody's business is no body's business.” Mr. Mason followed in a similar vein. The amendment was rejected, whereupon our report closed. Lee told the emisrants that the Indians had gone off over the hills, and that if they would lay down their arms and give up their property, he and his party would conduct them back to Cedar City; but if thev went out with their arms, the Indians would look upon itas an unfriendly act, and would again atiack them. The emigrants, trusting to Lee's honor and to the sincerity of his statement, con- sented to the terms which he proposed, aud left their property and all their arms at the corral, and under the escort of Lee and his party, started towards the North in the direction of Cedar City. After they had proceeded about a mile on their way, at a signal given by Bishop Higby, who wes one of the party that went to the corral with Lee, the slaughter began. The men were mostly killed or sbot down at the tirst fire, and the women and children, who immediately fled in ditferent directions, were quickly pursued and dispatched. Such was the substance. if not the exact words, of 4 statement made by a man to Judge Cradle- baugh in my presence. who at the same {§me con- fessed that he participated in the horrible events which he related. He also gave Judge C. the names of 25 or 30 other men living in the region who assisied in the massacre. He offered also to make the same statement in court and under oath if protection was guaranteed to him.
