WASHINGTON NEWS AND GO: ee Tux Horse Commitrers.—Ong of the most striking features about the House standing com- Mittees. as arranged by Speaker Pennington, under the immediate supervision of Mr. Jobn Sherman ef al. of the Republican party managing committee, {s the desire their cast evinces to coax the South Americans to sell themselves to the purposes of the Republican-party organization throughout the session. Thus, five South Ameri- cans (out of their totat force of twenty-three.) are at the head of five of the most important cominit- tees—evincing a degree of favoritism for that wing ofthe House, that its most ardent member would not have ventured to manifest, (in arrang- ing the committees,) had he, instead of Mr. Pen- nington, been elected to the Speakership. The purpose of the Republican managers is to effect a thorough coalition with the South Ameri- cans, 2s against the Democracy, so as to make as THE EVENING STAR. Spirit ef the Morning Pres The Constitution treats upon Republican “‘char- ity’ as defined by their apostle, Joalina R. Gid- dings, when he testitled before the Harper's Ferry investigating committee to having sent one of Jon Brown's family to some place in Ohio, where ‘a charitable assoc their (the Republican party) organization as can be made out of tke turn they can manage to give to the session’s legislation of the body. They the anti-slavery cause in the Presidential election, and it remains to be seen, in the policy which the far they are disposed to go with the{Republicans essayed to be scored up ayainst them, Ars slaves: utter repugnance to the incendiary principles of the Republican party as are entertained by the Democraey, the South American leaders in the House, Messrs. Etheridge and Gilmer, have played into their hands from the first Monday in Decem- ber until this Lour, with apparent intense earnest in the success of the game of defeating the Demo- for the benetit of the Republican party. Nevertheless, there are members of their rank and tile who from the beginning have evinced ex- treme restlessness at being made parties to any such work ; and, we apprehend, by the time the House get fairly to work, such a division will take place smong them (the South Americans) as will mark those continuing to do the work of the Re- publican party as being as substantially sold or transferred to that organization—we care not from whence they hail—as the Douglas party men who are now the bitterest and most foul-mouthed Re- publicaa party-ites in the hall. ae THE PREsIDENT AND TRE Harrer’s FRery Raiv.—Perceiving that the Opposition press are disposed to make political capital out of the late effort of Seuator Douglas to create the impression that President Buchanan in his reply to the re- quest of Governor Wise, that he should put down alleged conspiracies in other States to invade Virginia by force of Federal aris, evinced an in- disposition to discharge his whole duty in the premises, we know of no better mode of showing how utterly baseless that accusation really was, than by publishing in the Srar’s columns the remarks of Senator Davis, delivered on the 2ith ult., upon the resolution of Senator D. in that con- nection, on which the Opposition have seized for political etfect, as explained above. A pressure on our columns makes it necessary to postpone this publication until Monday next; and we take this occasion to say that never was :in assault upon a publie functionary more completely repelled and exploded than in this case by Senator Davis, who proved. first, that to hinge an objection to the views of the President in this matter, Mr. Douglas wes forced to draw very foolish and Wholly unwarranted inferences from his letter to Governor Wise. Next, that he had really done all in the premises that existing law permitted him to do; and, again, that were he to have done What the Senator from Illinois professed to believe proper, he would have grossly violated 3 rights and overstepped his authority. And, by admission wrung from Senator D. bh that what he, the President, did do was, after all, just what he should have done—neither more or less Aton, ‘om for liberating slaves’ existed, in the hope that that charitable society would supply Brown with pecuniary means The Intelligencer is devoted to Congressional proceedings and miscellany. -—0e- is a suit pending in a New York which John Morrissey, the famous + Presecutes Billy Mulligan, of similar notoriety, for assault and battery. The quarre; between these two worthies arose in the sambling- house kept by Morrissey. It 18 said Mulligan was so successful Morrissey told him not to come to tue bank any more. Mulligan insisted that, as the place was @ public institution, ke had a right to go there as often as he pleased, and intended to do so. A quarrel ensued, when, it Is alleged Mulligan attempted to shoot Morrlesey pu * ‘Tus Mitcn.—The Republicans are ina terrible stew over the necessity in which they yesterday found themselves, of moving the postponement of the election of « House printer until Monday next. It was of course the result of an apprehen- sion that a part of their force was about to desert their standard forthe time bein. The prospective spoils of the printing thus prove too much for the Tux Staxvinc Comairregs.—We published yesterday, in a second edition, the Standing Com mittees of tie House; but, as from the lateness of the hour at which they were announced no oppor- tunity was afforded for revision, we publish to- day a corrected List, as follows Committee of Electio Messrs. If the Opposition are reall earnest ju the desire to ferret ont cerruption, the buying and selling of their own votes in coniies- tion with this approaching election will doubtlese afford them an ample field for investigations, re- sulting in bringing to light an amount of repre- hensible tratticking quite as revolting as anything that has o-curred in the legislation of Congress up to this time. pauld- —— Tue Post Orrice Dericiency Bitt.—As there is no possible hope that the House will adopt the Senate’s amendment to the Post Office Deticiency Bill, abolishing the franking privilege—for it wiil ent off all the existing facilities of honorable rep resent.tives for making capitul for themselves, individually, at the expense of the National Treasury—it is earnestly to be desired that they will agree to disagree to it without debate, so that the bill may be at once returned to the Senate and passed by that body on Monday next. The failure of te House to pass the original bill last session. and their subsequent failure, up to this time, to cure, as far as possible, the evils growing out of tat laches, which are ruining bundreds of most euterprising and deserving citizens who placed faith in the capacity of Congress to transact busi, ness in a business way, have goue further towards making refiecting men believe in our went of capacity for self-government, than aught that has occurréd in our public history. — A Sicut To bz Szen, ro Px ArpRrectatep—The system upou Which the newly-appointed officers of the House are being run down for oiljces and Places under them! ‘Their rooms are crowded with seedy and dolorous-looking applicants, and their doors with as many more besides. ‘They await their several turns to whisper in the lag of the dispensers of patronage, with about as much patience as, so many fox bounds, their turns tosnap up the allowance of bread to be thrown to them by the huntsman.
