He commenced vy alluding to the correspond- ence between Gov. Wise aad President Buchan- an, in which the latter did not recognize any con- stitutional power to interfere in the local affairs of the States. Mr. D. read extracts from the Constitution to show that, according to his interpretation, such wer does exist in the Constitution. He had but just commenced when our report closed . In tre Hovsr, after the reading of the journal, Mr. Barksdale, of Miss., said the House of Rep- resentatives was presenting a theme to the people of this country which had but one parallel in our history. For seven weeks they had been in ses- sion, and although ballot after ballot had been taken, no Speaker bad been elected, and no or- ganization eifected; while all this time the great interest of the country had been neglected and suffering. There were upon this floor four par- ties—the Republican, Democratic, Sonth Ameri- can, and anti-l.ecompton. The three latter were opposed to the leading princ! ples of the Republi- ean party. Was it not then the duty of these op- position elemeuts to unite upon some broad, na- tional basis, and thus prevent the success of the Black Republican party ? The Democratic members on this floor had over and over again manifested their disposition to unite with the various elements upon the floor in the selection of any national and conservative man for Speaker; but for himself, rather than have the candidate of the Republican pzrty elected, who had no vote in the fifteen States of this Union: rather than his State and his section should be thus dishonored, Le would have discord re here forever. He attributed the cause of the d organizition of the House to the agitation of the slavery question. He then proceeded at length to examine into the origin, the progress, and the Present aspect of the slavery question tn this country.
