THE EVENING STAR. | AstiNoTou Szws anv cossir. W ASHLINGTON CITY: seesecenee October 10, 195% pirit of the Morning Press. The Constitution notes the candor of the New York Cowrter and Engwrrer in endorsing Senator Seward's famous Rochester speech, particularly that passage which announced that * obr s sete of government is a war of antagonistic systems. ke, ke. N.Y, ‘Tue Praric-Storgs Question.—The New York Journal of Commerce takes the trouble to expose the utter want of foundation for the wholesale ac- cusations of the New York correspondent of the Mobile Register, leveled against the parties with whom the Secretary of the Treasury not long since contracted to have the labor in the public stores in New York done.which was formerly performed by a considerable army of silaried individuals. This correspondent. by the bye, was as diffuse as bountifal with his acensations; bestowing them with a free hand likewise on the Secretary of the Treasury and a dozen prominent gentlemen in the Sune connection; which said gentlemen have no tw do with the Government and its contracts nthe man inthe moon. While we think the Journal of Commerce gives undne importance to the roorbacks written to the Register. by bestow- ing any notice whatever upon them, we are glad it has made plain the fact that, by making the contract in question, Secretary Cobb has lessened the cost to the Federal Treasury of collecting the customs revenue in New York somewhere be- tween $75,000 and $9,000 ; having previously les- sened it about $100.000 by dispensing with the services of entirely useless cflicers under the Col- lector of the portof New York and other chief ‘Treasury-Department functionaries there The monstrous slanders of the writer for the Register have done good. instead of harm—deci- dedly. They have attracted public attention to the fact that the reform of Secretary Cobb ts a substantiol and successful one, entitling him to the cratitude of the country; and also to the fur- ther facet that men disappointed about office, or something of the sort, as the Register’s writer continne to st way of monstrous and indiscriminate slander. to gratify their thirst for revenge—thus warning the public against placing confidence in the class of slanders such as that on which we are comment- ing. . THE Star's PRoruecy sinc Workep Ovt.— The Washington corres; ondent of the Raltimore Sun say “1 hear reliably that Col. Forney has consented to be supported for Clerk of the House of Repre- sentatives by anti-Lecompton Democrats from the Middle States. upon the understanding that they will vote with the Republicans for Speaker, the latter of course to support Mr. Forney. In making this arranzement, he says that it is not to be nn- 1 that he may not support the Charleston e. He does not expect aid asa candidate tk from Judge Douglas, as that gentl man’s counsel here has been to dispose of all party ditficuities within the party. and that he shonld support the Democratic noimince even if it were Mr. Buchanan, provided that the princioles of the Cincinnati platforin were not departed irom? A month since we announced or foretold this ~ bargain, intrigue and management” to place the las in the House clerk- ship; #s well as that for the sake of conserving some lingering chance of obtaining the Charles- ination, which he foolishiy imagines he : tor Douglas would scheme to make it appear that he has neither lot nor part in th's work of transferring the votes of his Congressional fol- lowers in the House from New York, Pennsylya- nia and New Jersey to the Republican nominee for Speaker. Though upto this time loth, asexplained above, to father this lezitimate result of his course for the last year or two, his modest hesitancy bids fair to r off, perhaps, by the meeting of Congress, by b time, unless utterly bereft of all mother wit In his chase after the crazing bauble—the Presidency—he will have discovered that the game of pretending continued identity with the Deno- cratic party while striving to ontlead Mr. Seward for abolition support by maintaining a more plau- sible and specious abolition doctrine than his. is not worth the candle. = = Tue BeGinxixe or tHe Exp.—The result of the recent clection in California, of which ¢ nough is already known to warrant the assertion that the Democratic party have achieved there an over- whelming victory over the combined R epublicans and Douglasites where they did combine, anda far greater victory where the latter supported, each, their own candidates—as they did in some cases,— is throwing a wet blanket, indeed, over the cause of squatter sovereignty on thi side of the Rocky Mountains. High bopes were entertained by more or less of the advocates of the nomination of Mr. Douglas by the Charleston Convention that California would on this occasion so vote as to create on the Democratic public mind the impres- sion of a necessity for “-tighting the — with tire” in the next Presidential election; of ranning an abolitionist, in plain English, against an aboli- tonist. But California has utterly obliterated Mr. Douglas's phase of abolitionism on this veca- sion, with Messrs. Broderick, McKibben, ef al. its representatives there. It wiil be ditiicult for men of common sense to scrutinize this California result without at once beginuing to comprehend how completely el! the “blowing”? over the alleged popularity of Mr. Douglas and hix phase ot abolitionism in the non-siavebolding States amounts to a mere case of false pretences, founded only on traveling-circus expedients to attract gaping crowds, and newspaper putting to deceive the distant public as to the sentiments of the gaping crowds thus collected. - - Decision 1x THE Case oF HaRBACH.—The Sec- retary of the Interior has recently delivered an opinion In reference to the claim of Harbach to a tract of land included within the corporate limits of the city of Omaha, Nebraska ‘Territory.
