The Constitution publishes and approves Sena- tor Gwin's late address to the people of California, in which he vindicates himself against the attacks of Senator Broderick. The Constitution also treats upon Republican- ism as judged by its fruits, and upon what it calls “the nigger question’’ in a flour barrel, alluding, in the latter case, to the fact that Boston men have discovered, through the ingenity of one of their flour Inspectors, a colored person, that Southern flour is + garlicky.” The Intelligencer publishes the communication of Commoiore Tattnall to the Navy Departinen*, in regard to the Chinese imbroglio, and excuses him for the aid he rendered a friendly and kindred people under the fire of the Chisiese forts. sw wee = i>> The steam boiler at the Girard Hotel, Phil- adeiphia, exploded on Friday afternoon, killing two men. i> At the Chicago Theatre they havea new Jocal play entitled ‘Our Eastern Cousin in Chica- zo” IJ A writer in the London ‘Times suggests that she Great Eastern be sent immediately to China. He thiuks that the appearance of sucha vessel at sucha time, with such an armament as she could carry, would bave a moral as well asa Material effect. not to be otherwise produced. Prom Mexico.—The accounts from Mexico con- firm the previously-reported defeat of the Liberals at Leon by Gen. Woble. ,Miramon had reéstab- lished the decree of Santa Anna, of 1543, forbid- ding foreigners entering Mexico with arms aad with liavading designs—the penalty being death. Gen. Alvarez was preparing to march on the city of Mexico with six thonsand men, including cav- alry, infantry, and artillery. From Havaxa.—The steamer Philadelphia, from Havana, bas arrived-at New Orleans. It was rumored that Gen. Concha would be relieved in November by Gen. Seraus. ‘The stock of sugarat Havana was 170.000 boxes. Buyers demanded a Teduction. Molasses was dull. Freights were improving. Exchange on London 14%al5}¢ and on New York 3 per cent. The yellow fever is Yaging at Brownsville, Texas, and some thirty miles above that point. Tue Great Eastexy.—it is announced, of- ficially, that the Great Eastern will leave Port. land. Weymcuth, on her trial trip, on the Sth of October, instead of the 17th of September, and Sinally sail from Holyhead for Portland, Maine, on the 20th of October, instead of the 20th Sep- tember. This delay ef three weeks is the time in which Mr. Scott Russell contracts to repair the damage occasioned by the explosion, and to put the vessel in the same! condition that she was in when she sailed from the Thames. This con- tract, however, does not include any repairs which the boilers may be found to require, and although they apparently sustained no damage, an investigation is said to have shown that the internal stays of the boiler most directly exposed to the force of the shock have either been dis- Placed or greatly weakened, so that the boiler cannot be safely used in its present state. > A Nicaraguan correspondent, writing from Managua on the 27th of August, states that Con- gress had adjourned, after transacting some very important business The Lamar-Zeledon treaty had been ratified to meet the wishes of our Gov- erninent; the anti-filibuster clause (in the sixteenth article) was suppressed. ‘The British treaty was not acted on. as Sir W. Gore Ouseley was in the interior of Costa Rica, and could not come to Re- alejo until the dry season set in. Nicaragua ‘wished to see the Mosquito question settled. The French treaty had been moditied and ratified. A Postal convention with the United States was needed. Honduras had obtained a beneficial col- onization grant. The importation of Chinamen had been ordered by the Nicaraguan Government. ‘The news of the revolution in Costa Rica did not produce much sensation. The Vandyke Transit Company had informed Government that they Would open the route during September or Octo- der ee eee eee stems Teiegraphed from Washingten. Wacuisetos, Sept. 29 —Important dispatches ‘were recc'ved yesterday from Geueral Harney, in which that officer says that no conflict had taken place between the troops, nor was there the slight- est apprebension ofany. | have reason to believe that if these dispatches had been received Prior to General Scott’s departure, that officer would not bave been sent to the Pacific. It may be that orders will go by the next steamer for his retarn. Wasuixcton, Sept. 30—The statement in the New York Herald that the island of San Juan is in the joint possession of British end United Star forces is discredited at the War Department. There, an@ indeed in all officials quarters, there seems to bea calm but determined pur, to maintain the nghbtfulness of our territorial claim up to the channel of Hare. The interesting fact Is stated in army circles that Arrowsmith’s n ips. of the London edition of 1519, bave the boundar: line drawn through the middle of that chann. In the same quarter I hear to-day confirmation of my dispatch of last evening, ‘stati that the British commissioner was Ingiructed By bis gov- ernment to run the line through the Ragsario channel. As information reaches here to-night from New York that the postmaster there has advertised that the California mails wonld be sent on the 4th by the Vanderbilt steamer, it seems settled that the Postotiice Department has given up the hepe of the fulfillment of the couira't by Mr. Johnson for = Fvice, either from New York or New Or= > SS Appa Tur Eriscoea: Convestion at New York. His cares, his troubles, his years, his habits, and incessant to make both ends meet, have taxed his mental powers till they are breaking down. In his reading he looks like a decayed beau, a patched, printed, peruked he dowager. fone -+*:Several years when playing with of his children, Mr gt arcbitest of the Great Eastern, accidently swallowed a golden halfsover- eign, which stuek in his throat, and a. ablest surgical aid was employed, it was found impossi- ble to remove it. The coin remained firmly fixed in his throat fora considerable period, and Mr. Brunel, of a very nervous temperament, appeared literally pining away. At last, when thingsseemed at their worst. his Trish man-servant gave hima inch of snuff, and the violent sneezing which fis caused suddenly removed the coin. ‘Tuk AMERICAN AND THE CHINESE AFFAIR.— “An Eye-Witness,” in a letter to the London Times, tuus speaks of the attitude of the Ameri- cans: “T eannot end without Hegient to one matter that, in connection with this battle, should ever be remembered. Were we children of the same mother, we could not have received more sym; thy and kindness than we met with from Americans. Never were men more ee neutral, As we passed in to the assault, g- Officer Tatnall was heard to say, ‘ Blood is thicker than water,’ and in a hundred different ways he and all his people, to the very cabin boys, acted up to this homely proverb. When he heard that our Admiral waS wounded, at great personal risk he went on board the Cprmorant to see him. Many of our men slept in the American tender on the night of the fight. Segars, coffee, brandy— everything a man could want—was placed before them. American crew forgot themselves, and thonght only of the British. A few days after the fight, a Clinese junk, with a fiag of truce, brought fresh provisions to the Powhatan, United States frigate. ‘These were immediately sent to our wounded. ‘The bond of American’ brother- hood was indeed deeply cemented in our trial at Peiho. I Believe there was not a man in the fleet who did not feel it growing up within him, and I aim sure there are thousands, if | may not say mil- lions, at both sides of the Atlantic, who will join me in the ferveut wish that that feeling of broth- ceeerd, may take deeper and deeper root in both 9 The London Times, {n an editorial in whieh it censures Admiral Hope for his too great confi- dence and consequent def-at, concludes its remarks as follows : “‘it is more easy to found than to restore supre- may, but in execution of the dutv which de- volves upon England and France it is an un- speakable gratification to find that we may rely, at all events, on the sympathies of the great Anglo Saxon republic.
