THE EVENING STAR WASHINGTON CITY: SATURDAY.........-006.September 3, 1860+ Spirit ef the Morning Press. ‘The Constitution fittingly eulogizes the French Emperor’s late amnesty; and shows up the fre- quent affectation and licentiousness of «independent journalism.” at the expense of the New York Times The Intelligencer reads the New York Journal of Commerce & lecture for manifesting a political covetousness of the mineral wealth of “ the rich Mexican Province of Sonora.’’ poreccorered wasnr newfanp Gossip. pence toasters CENTRAL AMERICA. —It has already been stated that Great Britain has made a convention with Guatemala, by which is ceded the absolute of sovereignty in and over the territory hitherto known as British Honduras, or Belize. By this acquisition, England, it ts boastfally said by the British press, can now make a road virtually be- tween her own territory, across Central America, from the Atlantic to the Pacific; and she will command the Bay of Honduras. These facts, of themselves, disconnected from all other subjects, are of great interest to the United States, whether we consider our proximity to those ions, or the transit routes, to be opened by the British between two mighty oceans. It will be recollected that Sir Wm. Gore Ouse- ley went to Central ica to settle the questions at issué between United States and Great Britain, and assurances were, it was understood, given by Her Majesty's Government, of a disposi- tion to adjust these matters fn a manner altogether satisfactory to this country. Our Government was willing that Great Britain should remove the causes of the differences between us, for the Uni- ted States and Great Britain interpret the Clayton- Bulwer treaiy each in a ditlerent way But Sir William did not succeed in making a treaty to get rid of the Mosquito Protectorate, and it may be said he falled in other particulars which entered into the objects of his mission. Now he retires, and Mr. Wyke enters upon the Central American stage to perform a very interesting part and accomplish highly important ends ‘The terms of the Clayton-Bulwer treaty are too well-known to be here even brietly It is suificient to say that according te the American understanding of it, the recent convention with Guatemala is violative of its terms. We cannot doubt that the Administration will trke care that the treaty shall be respected; and while it will honorably perform its part, insist that Grent Bri tain shall have no undue advantage in Central Ameri + Ixptay AFFATRs In DacoTan.—Great anxiety has been occasioned of late among the white set- tlers of Dacotah in consequence of the hostilities constantly occurring between the Indians of that Territory. The Brules Sioux recently attacked the Poncas and drove them several miles south of their reservation. It is feared by the settlers that the fugitives, having been left in a penniless con- dition, may be tempted to commit depredations. Dr. Gratf, of Dacotah, not long since, was deputed by the residents of that region to visit Washing- ton for the purpose of holding an interview with the Commissioner of Indian Affairs, and solicit the intervention of the Indian Bureau. Dr. G., hav- ing arrived in Washington yesterday, called ' i, Commissioner Greenwood and laid his case fore him a Se Unitep Statas Ccumpgataxn.—The fol- lowing is a list of the officers attached to the U.S. ship Cumberland, which arrived at Portsmoutb, N.
