The Constitution, descanting at length ber “The true position of the Democratic party, says that there is a common ground upot which the Denmoratic party of the Union cam stand firm, united, and invincible, and that this common ground is simply the doctring and position which the past history of the party and its past pledges foree upon it as the only means of relieving and saving bl from the inevitable disreption to which certain antago- nistic doctrinaires are forcing it. The Cowstr- tution thinks that to carry out this view and maintain this position, it is only necessary that the Charleston Convention should re-affirm and re-adopt the Cincinnati platform—that this will be fall, complete, and sufficient—that it has met all the exigencies of the past, and, if faithfally adhered to, will meet all exigencies in the fu- tare. The battle was fought by the allies against a solid force covering a line of 15 miles of territory, and embracing, it is supposed, nearly the whole body of the Austrian forces in Italy. Napoleon claims the victory, and relying upon the correctness of his previous despatches, We presume correctly. We wait particulars, how- ever, due by the Arago, which was to leave Havre on the 25th of June, with great anxiety. The corrected dispatch of the Emperor, adds a very important Item of news to the one in the morning papers. The battle, of which the emphatic dispatch gives us the fruits, took place on the Mincio, within the triangle, between the points of Montechiare, Pesehiera, and Soave. Upon the occupation of Brescia, the allies pushed on to invest Peschiera and turn the Austrian Posi- tion on the Mincio. The Austrian headquarters ‘were at Villafranca, and their ‘was to defend the Mincioon the triple basis of Peschiera, Verona, and Mantua. The “Quadrangle,” so often Spoken of, consists of the four fortified places Mantua, Peschiera, Legnano, and Verona; the firs’ two owing their strength greatly to their situation upon islands formed by bends of the Mincio and Verona, from the extent, solidity, and skillful dis- tribution of its fortifications, it would also appear that the French marched from Brescia ina line, through Mon- tichiera on toGoito, where one of the four bridges crosses the Mincio, aud there doubtiess effected a passage of that river—the western of the Austrian stronghold—and at this place it Is pos- sible the conflict commenced. WASHINGTON NEWS AND GOSSIP. —-s———— A Sensation.—The Hon. Alex’r H. Stephens, of Georgia, recently delivered a speech at Au- gusta, Ga.,on the occasion of taking a farewell of the constituency he has ¢o Independent of the fact that ef: forts never fail to be remarkably repl pungent thought, the result of clear head and long experience in public afffirs, the po of this speech causes ito be mere comm ented upon by the Northern opposition press than any other political argument of the times. That point is as follows. Viz: He advocates the extension of the dominion of the United States southward, and the acquisition of Cuba at a propitious moment, that moro slave States may be admitted into the Union. ‘Hg virtually dectares it’ to be” the duty or" the South to leave the Confederacy whenever admission into the Union shall be refused to a Southern Territory applying, on accéunt of its adoption of African slavery.as a part of its domestic system. He also urges that before we obtain more territory in the South, the supply of slave labor should be inoréased above and beyond the eapacity of the original slave- holding States of the Confederacy to do that thing. Else, (according to Mr. S.,) no slave States will result from the acquisition of more territory on the South. He justifies that posi- tion by arguing that slavery is the normal condition of the black, and is to him a bless- ing—s great improvement of his condition without it. Though he does not mention the African slave trade, co nomine, there can be no mistaking the fact that his remarks in this connection amount to a virtual endorsement of the propriety of re-opening that commerce, as a policy of humanity, of commercial advan- tage, and of vital importance to the South’s status of equality with the North in the Union. His is the most important conversion to the slave trade theory; insomuch as he wields great influence throughout the South, with conservative men as well as ultraists. We have watched the development of South- ern popular sentiment on the subject with great interest, and know well that he is the first gentleman who has taken ground in favor of re-opening the African slave trade, whose opinion on the subject is calculated to have great weight throughout the South. Never- theless, il is impossible that the subject matter can become a live issue at the South for years tocome. If by any lucky chance Abolitioniam should case to grow, and grow and grow as of Jate at the North, all idea of re-opening that commerce will bo abandoned at the South, where its inception was simply to devise a means ef better resisting the sure tendency of the growth of Abolitionism throughout the non-slaveholding States upon the fature pros- pects of the South as a co-equal section of the Union. Mr. Stephens, by the by, states the truth in saying that the institution of African slavery is at this moment on a much firmer basis in all quarters of the country than when he first en- tered Congress. It was then fashionable for southern public men even,to apologize-for, if not to depreeate it. Now, no man of any party can ‘pproach any southern constituency for their favor with the slightest prospect of success who professes doubt as to the propriety of the system or lack of interest in its preservation intact; while throughout the North there are hundreds of thousands of voters who hold to all the views upon the slavery question mein- tained’by the most ultra at the South. If there is danger in all this, it arises from the sense of their own increasing insecurity which aboli- tionism has gradually forced upon the southean popalar mind. ——_+___ Fravpviext Atteupt.—The Post Office De- partment having received a letter, accompa- nied by a package of envelopes from a route agent, stating that each of the said covers con- tained two printed circulars of a firm in New York, and had also-a quantity of written mat- ter in each, while the whole were destitute of any postmark, the Bureau has addressed a letter, (at the same time forwarding the pack- age.) tu the Postmaster at New York city, de- tailing to him the cireumstances—and remark- ing that they must have either got surrepti- ously into the mails, or that there hes been great neglect of duty by some person entrusted with them, and urging him to trace their his- tory in these respects, and whether successful in his endéavors or nol, to take such action respecting them as the law and the rogula- tions of the Departinent require.
