EVENING STAR. WASHINGTON CITY: UESDAY........ May 24, 1859. SPIRIT OF THE MORNING PRESS The Constitution treats at length upon the ‘wondition, past, present, and future of the Post Office Department. It seys that for the want of the necessary appropriation by Congress, all useless agencies aro being lopped off and all dispensable routes abolished in the midst of continual clamor and complaint, it being ne- ‘eessary at every moment to invade petty per- Sonal and local interests, which raises an out- ery fierce and loud, ax though the dearest rights ‘of the Republi? were trampled under foot, The [utrllixencer devotes its leader to a re- view of the poliey of the American Cavalict, “‘a military journal,’’ recently established at Baltimore, and “devoted to the extension of American civilization,” in other words, the advocacy of the American doctrine. Nevertheless, we question much the possibility of reélecting any member of the Councils known to sustain the Mayor’s views of the propriety of raising by taxation in a single year sufficient extra money with which to pay off the city’s whole floating debt before the first Monday in June, 1861; of ceasing to open, repair or clean streets, £c., so that all the means of the Corporation except sufficient to pay the salaries of the police and office-holders may be so appropriated ;. and of abasing the safeguards against improper awards of heavy municipal contracts, that have been in operation here for half a century. Upon this point of paying off the whole ex- isting floating debt ina single year, we may not improperly add that all are aware that that debt is the creation of a long series of years, which if nanght else did, makes it wrong to mulet the tax payers of this single year in the penalty of its immediate liquidation, as the Mayor virtually proposes. The tax payers of Washington will cheerfully contribute all needed to prevent the accumula- tion of the floating debt, and sufficient for the liquidation of # portion of it; though we have yet to meet tho first one of them who does not object to being saddled with the burden of its entire liquidation in a single year. The United States never have denied since their sepa- ration from England the right of belligerents to board neutral merchant vessels upon the ocean to aseertain if they bave articles contraband of war on board. If Count Sartiges made any observa- tion nga the right of search resulting from war, it is this right to which he referred. He could not have referred tothe right of secre in time of peace, or in time of War by nations not belligerents, because the French government have strenuously contended inst such claim since the quintuple treaty, and have frequently and only recently assured onr government that they are as inuch opposed to it as we are, and entertain the same views of the matter. Application has been te our government in be- half or Dr. King, who was recently convicted at Coburg, Canada West, of poisoning his wife, and is now awaiting his execution. is alleged on behalf of King that he was illegally arrested for this crime at Cape Vincent, within the limits of the United States, withont any ks alereage having been inade for his surrender under the existing treaty, and that he was forcibly carried back to Canada. It is probable that a demand will be made upon the British government for redress for this infraction of the treaty.
