On no other subject matter that has so far been acted on by the Councils of Washington city, was so great interest ever manifested by their con- stituents. First, because it is by no means im- possible that before being licked into the shape it is finally to bear, it may become a stalking horse for very extensive reprehensible ‘job- bing”’ at the expense of the Washington public; and next, because as being considered in the Council chambers at this time, it is by no means impossible that it may fail entirely of enact- ment. We are satisfied that the tax-payers of the city care little or nothing for its details further than that they shall secure for each consumer a supply of water as large and regu- lar as possible, and at the lowest possible rates of taxation for it; and next, that the Corpora- tion’s portion of the work shall be commenced and completed at the earliest possible moment. The interminable differences in the views of the members of the Boards upon every con- ceivable point in the bill bode much further discussion, consequent delay, and hotch-potch work of it when completed. This is enough to excite the public apprehension here. While we ercdit all the members of the Boards with an earnest desire to secure the best possible law for the public interest, we respectfully suggest that they may be defeating their own purpose by over-doing the work of discussing and amending the bill. — > From Paracvay.—The U.S. steamer Fulton. Lieutenant commanding John J. Almy, arrived yesterday at the navy-yard in this city’from Paraguay, having ieft Montevideo on the 17th of March, and stopped on her way at St. Cath- erines. Pernambuco, and Barbadoes for coal She isten days fromthe latter place. The Fulton sailed from the navy-yard, Washington, on the 22d of September last, proceeding to Norfolk to complete her equipments, and took her departure from there for Paraguay on the 5th of October, was the first steamer of the expedition to reach the river La Platte, and has acted quite x conspicuous part in the late expedition to that country. At Montevideo, the Fulton was assigned to take the U.S. commissioner, Hon. James B. Bowlin. and the commander-in-chi Flag-Otficer Wm. B. Shubrick, up to Assumption, the capital of Paraguay. During the 66 days. although the thermometer on many vecasions was ranging from 40 te ww degs., an excellent degree of health was enjoyed bynall on board, and with 165 persons un the Fulton. the sick list ranged from none to eight, and these gen- erally were cases of slight indisposition, or injuries received. In the whole craise of the Fulton. of seven and a half months, there has not been a death from sickness; nor was there a death on board of her during her last year's cruise of ten months in the West Indies.
