WASHINGTON NEWS AND GOSSIP. + [DEFERRED ARTICLES] Tuk Accovyts or Tam MARSHAL oF THE Noerraers District or Itirvors.—After an alarming preface of newspaper dispatches, a p2mphlet has at last been published containing “charges against Charles N. Pine, U. 8. Mar- shal for Illinois. It is decidedly a unique document The respectful distance maintained between the fierceness of the charges and the innocence of the proof, is amusing, to say the least on’t. The first charge is that Charlos N. Pine is incompetent. because his brother is in- competent. The second charge is that be is morally dishonest, because he deposits bis mouey in bauk and pays his debts with cer- reney. The third charge is that he is no Demo- erat, because he turned the charger out and pat bis brother in the “ most respensible office in bis gift’ That brother seems to be the “bead and front’’ of Mr. Pine’s offending. The fact that said brother’s “ insolence of office’’ deprived the charger of certain * benefits and emoluments’ probably accounts for the milk in the cocoanut. To this very conelusive proof two oertifieates are attached, which are de- cidedly unique. In the first, the charger swears that he kept Pine's hooks; but forgets to swear that he kept them correctly—an unfortunate ission. In his second, he sweare that his own “statements are entitled to fullest belief.’ In other words, be makes oath to his own veracity, and maintains. by affidavit. that he isaman of truth, Though very convenient, this is @ rather singular method of establishing the credibility of a witness.
