Covxcit Bepset.—The meeting of the Coun- cil Monday night was business-like, and with- out any unnecessary discussion, the members Proceeded to work. ‘The first matter that attracted attention was an EXPLANATORY LETTER from Justice Wm. Thompson, in explanation of his course as a Magistrate, in the trial of Jobn Skiver, who was fined for certain viclations of law, and petitioned for a remission of the foes, and in the memorial used languaze retiect- ing upon the magistrate’s course. iustice Thompson denies that the petitioner led been convicted upon bis own testimony; or, that he ned been tried twice for the same cffence, end cited the evidence given on the trial. Mr. Jones, from the ways and means commit- eg, reported a bill exempting certain property of the Washington City and St. Vincent’s Or- phae Asyloms from taxation, upon which an in- teresting discussion ensued. * Jones stated that the property ocenpied by those justitutions were exempt by a ee lag g but certain tots belonging to them bai hitherto been exempted by «pecial acts. He was imfavor of refunding the taxes alieady due, and thouzht ft would be proper to pass the bill ex- empting them from those taxes But as to the propriety of passing the second section, which anticipates taxes in fature, be had serious doubts He moved to strike out that section. Mr Lioyd szid be was in favor of exempt’ ng su Property as is in actual use by the instita- tions, but not the city lots which had been pur- chased by them, or has been given them by lecrev, and are not used. He srid on one occa- sion he was called to look into this subject, aod examined the Collector’s books, and there dis- covered that property was assessed in the names of the asylums, whieh was properly owned vy private persons who were subject to taxes, and enght to bave paid them. It had also been said that money which tbe asylums bad obtained by legacy bad been invested in city property. Mr. Lloyd thougbt that the property used by all re- ligious and benevolent associations in the actual attainment of religious or benevolent objects ought to be exempt, but he was opposed to en- ricbing those institutions at the expense of the general weal. Mr. Wallace said that the proposition was to exempt property from taxation which was de- voted to the support and comfort of the Poor or- phan. Gentlemen objected to the exemption of that which had been purchased with the money of legacies. It did not matter bow the property was attained if itis devoted to that purpose God forbid he should vote against a bili to ex- empt it from taxation. A Joint resolution authorizing the Mayor to Purchase twelve copies of Boschke’s map of Vasbirgton, to be distributed among those cities which had complimented the city with simila Presents, was reported by the ways aad meins committee. Mr. Lioyd said be saw no necessity for such #0 appropriation We bave no evidence that the Mayor desires it, and certainly if he thougbt such an appropriation proper, he would not fail fo let the Connecti know it. In the present em- barrassed condition of the city finances he thouskt such appropriations altogether improper. The resolution was rejected on its third re ading TRE MAY BILL A motion havin= been made by Mr. Jones to discharge the committee of conference on the bill to establish a Corporation hay scale and ap- point a new committes— Mr. Malloy sard he understood the commi on the part of the Aldermen bad reported at one time that they were refused a conference by the committee of this board ‘This was not the case Tne committee of this board had sought to per- form its duty faithfully; had endeavored to meet and consult with the commitice of the upper board; and when they did meet, to perfect such a bill as both boards would b- Willing te adopt, by yielding to the wishes of the Aldermen in some particulars, if they would do the «ame by this board in others. Bat the Aldermen's com- mittee stuck to the billas they had passed it, and would concede nothing. The consequence Was they decided to repoit to the respective boards that they ‘‘agreed to disagree.?? Mr. Castleman substantiated the statement of Mr. Mulley. A MOUS VOTE The claims co; lee reported a bill remittin: a fine for sbooti in the street. The case, as stated by the petitioner, Mr. James Mansti- dl, was as fullows: A neighbor owned a very ferce dog, which greatly annoyed the children, { e- quently a'tarking them. He had been warned to keep bis dog contined, which he refused to do Petitioner shot the dog, as be thought he ought to do in defence of bis children, thereby doing a service to the neighborhood. For firing in the streets he was fined, and under the cire stances, notwithstanding the violation of Jaw, be thought the Council would be justified in re- mittiog the fine for which be prayed. The peti tion was endorsed by several other citizens, who certified to the service Mr. Mansfield had done to the neighborhood. The Council, withent a dissenting voice, agreed to remit the fine; some even 80 ng so far as to desire the costs to be remitted also, though the petitioner did not asi it THE PROPOSED HACK Law was reported by the police committee and or- dered to be printed in bill form. It will prob ably come up at the next meeting. A NeW Swinotz—Ax Avvaxtvax oF Hiex Constaste Frasxuin.—Mr. Edward C. Dyer is ® Prominent citizen of Washington, D.C. He is an extensive dealer in cigars and tobacco, and has business connections in Cuba which give bim a wide acquainta: ui the island of cheroots and broad-brim tiles. Mr Dver bas a brother, a ident of Cuba, who married a Cuban lady, and is so accustomed to the Queen of the Antilles as almost to come under the head of ‘‘half-Spanish > Mr. Dyer—Edward C. we now refer to—very frequently acts as guardian to young Cubans who come to this country, and often receives consignments of elder sons and El Dorados by the same vessel. As a matter of course, he is very kindly disposed to young Cu- bans in general, and not unfrequently aids them by his good offices when they are strangers. So much by way of preface. Onthe 13th inst ’ Mr. Dver’s bell pull was wrung by a good-lock- ing, swarthy yoone man, about 22 years of age, who very politely sent up bis card to Mr Dyer The card it quextion—it was sbown us—is quite unique. Upon it is neatly engraved an outline map of Cuba, in the centre of which is inscribed, “Vincente Daumy Gonzales.” Mr. Gonzales Was shown into Mr. Dyer's Parlor, when, after ttaking of refreshments, he opened out with is story. He stated that his father had sent him to Philadelphia to learn the trade of a machinist, to verify which statement he showed his hands, horny with manual labor. He bad become tired of the business, and wrote io his fathes fo: money to pay his expeases home. Instead of sending money, however, the *‘ten- de: parent’ had sent a case of se ars, thinking that these were less likely to miscarry thana draft, or its equivalent in doubloons. The young man was directed by his father to dispose of the sezars, and pay bis expenses out of the proceeds He exhibited a sample of the article, which were ist class plantation, and said that the case con- tained tea thousand ‘‘more of the same sort!” He offered to sell them to Mr. Dyer for $16 per thousand, which was their value in Cuba, less import and export duty and cost of transporta- ton Mr Dyer found, on further conversation with the yo man, that he really knew Cuba weil, knew many prominent citizens of Havana, spoke Spanish fluentiy, and appeared to be pre- cisely what he represented bimacif. “In ebort, the young man most effectually closed the optics of Mr. Dyer, who agreed to take the se€gars al the Price named. Anorder was given to Mr. Dyer’s porter to bring up the case from the depot. It was opened and the top layer of bundies was even betterthan the sample. The package was made up in palm leaf, precisely like the original ones, and Mr. Dyer very cheerfully paid over $160, taking Gon- zales’ receipt for tue money. A day or two afterward Mr. Dyer went to Bal- timore, when be mentioned toa fiiend in the trade that he had a case of first class plantations that he would sell less than their value. Friend said ~‘ao, you dont. I’ve bad my eyes opened iately, boux bt a case of plantations from a young Cuban that turned out to be Maryland aad Connecticut leaf, worth about three dollarsathousand.”” Mr Dyer allowed that his friend was green, and that he couldn't be caught in that way. Upon some further conversation, Mr. Dyer smelt a Tat, and as soon as he reached home overhauled the case vf segars. The result proved that the top layer Was a first-class article, while the remaini ind 9,50 were worth about three cents a grab. They were tied up in bundles, 23 segars only ina bun- eh the case falling $00 short of what it was sold or Mr. Dyer came onto thiscity on Sunday night. He yesterday called vpoa Messrs. Tobias & Co., who put him in commanication with Detective Franklin Detective Franglin allowed that hunt- ing for Mr. Goozales in Philadelpbia was like hunting for virtue in Paris. He +‘went abead,”’ however, and by certain manwuvres which we are not at liberty to revel, succeeded in tracing M+. Gonzales to a French boarding-house, at No. Spruce street. Officer Franklin represented himself as anxious to buy such segars, and, bya tof bull-doz perseverance in his object, was led to a successful result. He found ia the garret of the Premises in ques- tion about a furniture car load of © genuine ola plantation” segars, all put up in bundles of twenty-three each, ready for market. Goazales exhibited the process of manufacture, whieb convinced the officer and Mr. Dyer that there are mor tricks in the segar trade than many experts are aware of. The affair only lasted long enough to give Kelly’s eye the “appearance of baving been expungzed—the black Lines round it being quite perceptible. This morning, the ease of Hartley vs. The Trus- tees of the Mechanics’ Bank of Georgetown was taken ORs and the trial entered upon. Carlisle and Reddin for plaintitf, and Bradley, sen., and Mowberry for defendants. In this case action ix brought to recover from the bank the sum of S442. It seems that Hartley & Brother were merchants in Georgetown, and kept their account at the above bank; that all checks drawn on the bank were peculiar and remarkably uniform in appearance; that last year, sometime in the spring, Hartley’s brother and partner in business died, and Hartley still continued the business; that all checks drawn by him after the brother’ death were also peculiar in appearance, and dif- ferent from the signature of the firm; that one day Hartley got notice from the bank that bis sccount was overdrawn, and investigating the matter, a forged check for seven hundred dollars and Upwards was discovered by him to bave been paid by the cashier This check was made payable to Eldridge of Alexandria, or bearer and bore the signature of the firm, being da’ subsequent to the death of the brother and to the time when the new signature had been adopted by Hartley. The whole question involved in the trial is the genuineness of this check. A Peasant Party was given by Mrs. Led- yard last evening, at the residence of her father, Secretary Cass, where she presides as the lady of the household. It was attended by nearly all the ventlemen connected with f-reign leyations in Washington, the ladies of their families, and many other noted gentlemen and ladies. sojourn- ers and citizens. All were highly gratitied with their genial reception and entertainment by their hostess and her father, and not less by an in- spection of the fine collection of statuary, prin- cipally antique, with which General C's spa- cious parlors are graced Fin. —Tbis morning, about 3o’clock, fire was discovered in the drying house belonging to Mr. T. Potentini’s extensive confectionery establish- ment, on Pennsylvania avenue, between Tenth and Eleventh streets. The drying house con- tained a la quaatity of articles used in the business, was constructed over the oven. The fire was fortunately extiovulshed before it could spread to the main building.
