Tur American Cotonization Socizty— ‘The regular annual meeting of this Society took place last evening at the Smithsonian Institnte ‘The meeting baving been called to order by the President of the Soc » the proceedi: were commenced by an pp le prayer by ‘the Rev. Joba Orcutt, of Conn. ‘The Secretary of the So- ciety, the Rev RR. Gurley, then read some extracts from the last Annual Report, a synopsis of which we gave yesterday. The Secretary sccompanied these extracts with a few pertinent and eloquent remarks. He alluded, in glowing terms, to the distinguished services which the late Charles Fenton Mercer, of Virginia, had rendered the cause of colonization. He said that this Society always bad. and still had its oppo- nents, but that opposition could now do no harm, for the Republic of Liberia was already founded, and the Divine work of colonizing and Christianizing Africa had become a fixed fact, hich no buman opposition could impede. The reading from the report was followed by the great feature of the evening. an interesting and —— address by the President of the Society, Hon. J. H. B. Latrobe, of Baltimore It was the unanimous verdict of the large and in- telligemt audience that this was one of the most Drilliant «nd successful oratorical efiorts thet bas ever transpired in this city in any place or on any Occasion. Forty-two years ago, he said, Rev. Robert Finley, of New Jersey, originated the idea of establishing a colony for such free negroes as might choose to emigrate. The Colonization Society was organized te carry out that desiga. Success had crowned its labors, and Liberia, containing within itseif all the elements of polit- ical and soctul strength, was slowly developing adistinct and independent nationality. It wax now in a condition to stand alone, deriving its power not merely from the emigrants, but from the natives who were daily floc ing to the new and prosperous State. While the people of L.i- beria numbered nearly half « million, the emt- grants and their descendants constituted scarcely twelve thousand souls. The society relied for its suecess upon one of the most common im- pulses of our common nature—the desire of bet- teriag our condition. it was their hope that, acting under this universal impulse, the whole free colored population of the Union would ul- timately seek its home and the Proper field for its energies on the coast of Africa. They would go there erly, at their own expense; and com- merce, which owed a debt to the race for baving first removed them, would discharge that d-bt by affording the means of their return. There are upon this continent two races—the white and thecolored. The latter, which for- merly consisted wholly of siaves, is now subdi- vided into slaves and freedmen. The slaves are, &s a class, happy and well provided for; the freed- men, socially and politically degraded, and placed in an unequal competition Inall their pur- suits with the whites, are every year becoming more deserving the consideration of the states- man and philanthropist. The cause of this grow- ing inferiority is to be found in the continually increasing agyregate of our population. It is but a repetition ef the history of the Moors and the Spaniards; and the problem is once more bel tried, whether two races which ean never amal- gamate in marriage can exist together on the same soil. Time will answer no. In the struggle of life. the frre negroes, if they remain, must sink lower and lower, until ultimately crushed. Where, then, shall they go? Wiiltheyseek some other clime where they sball again become the Lewers of wood and the drawers of water ? No; they will slowly, at first, but steadily turn to the land where alone their stations will be equal, and their merits be the measure of their reward. In many of our States we see them already seeking strength in combination and united effort, but there this spirit of combination will serve to bolld up and strengthen their national wer ‘There is even now 2 restlessness among the free blacks of our country, which manifests itself in various ways, but which will ultimately result in the desired exodus. Mr. Latrobe closed with a feeling and eloquent expression of their de- pendence for the accomplishment of the great work upon the goodness of that All-wise God who had so far prospered their toils and endeav- ors. Of ficer Duffy made chase after him, firing his re volver several times; and an animated foot race ensued, for some distance, when, luckily tor the officer, Smith stumbled and fell to the ground; and, before he could recover, he was captured and marched back to his companions, and short- ly after be was introduced to bis new quarters inside the Penitentiary walls. Case UNvER THE Buitpino Recutations — The buiiding regulations make it a penal of- fence for any frame or wooden building to be erected within twenty-four feet of any stone or brick building. Mr. John Frazer, of the First Ward, was fined xome weeks ago for violating this regulation; and yesterday he was fined $30 and costs for failing to remove the same, the law inflicting a fine of five dollars for every week it remains in the tlicgal position. He having per- mitted it to remain six weeks his fine amounted to thirty dollars. The case was tried before Jus- tice Clark It is probable that upon the imme- diate removal of the building the Council will remit the fine. ‘Tue TaratRe.—John Brougham’s great origi- nal, aboriginal, erratic, operatic, semi-civilized, and demi-savage extravaganza of Pocahontas was pretty well performed last night, and to- night, on its repetition, when the actors will have had opportunity to perfect themselves in their parts, we shall expect it to ran off with all eclat. Quite a spirited Democratic meeting was held at Forrest Hall on Monday night for the Purpose of making the necessary arrangementagor carry- ing on the ensuing municipal election campaign. Esau Pickrell, Esq., was called to the chair,and Stephen Brown, Esq., appointed secretary. After the chairman had stated the object of the meet- ing, F. W. Jones, Esq , in answer to calls from the madjonce, addressed them at pei in ete with wit, sarcasm, h- Subs aneodeles. At the close of Mr. Jones's ed- dress, the meeting appointed a committee of three for each of the four precincts of the town, and empowered them to select a suitable candi- date for Mayor, and eleven men to form the ticket for the Board of Common Council. The Potomac Light Infantry, Capt Hollings- worth, was out on parade, in full uniform. yes- terday afternoon. After marching through sev- eral of our streets, they proceeded to their drill- ing ground, the vacant space corner of Washing- ton and West streets, where they were drilled at considerable length by the captain and Lieut.
