The Unton treats of “ The Monroe Doctrine and the Opposition Press,”* and “The Law and the-Siave Traders.’’ In the latter article it deprecates the course of the South in permitting the importation of wild Africans contrary to law and morality. The Intelligencer treats of ‘The Defective Elective Returns ia New York,” and is de- voted to Congressional proceedings and news, ~s-o-——_ WASHINGTON NEWS AND GOSSIP. Tax Prorosep Avenve Raitroad.— We were forcibly struck, Tuesday, with the incon- veniences experienced by those around us, from tne want of a passenger railroad on the Avenue. Theday, it will be remembered, was avery blue one—damp, chilly, and disagreeable. At va- rious corners, throughout the day, might be seen men, women, and children, awaiting ad- mittance into the ommibuses, as they passed by every five minutes, crammed fall of passen- gers. We Saw a party of ladies thus stand pottering in the drizzle for nearly half an hour, before an omnibus, not too crowded to afford them seats, came along. Such scenes forcibly impressed us with the idea that in this matter we are very far behind the times, in Washington City. iS Reports anp SpecuLatioxs. Gen. Sam Houston intends, at an early day, to declare in a speech in the Senate, that he has no aspirations for the Presidency, and would under no circumstances accept a nomination for that office. The Callom Committeo of Investigation has adjourned to the 7th of January, because Mr. Cullom is necessarily absent in consequence of sickness in his family. It is averred (we know not on what authority) that Mr. Birdsall, the Navy Agent at New York, was only retained in office because of his pres- ent serious illness. His opponents are said to have acquiesced in his retention under the cir- cumstances. It is reported here tbat Captain Topete, Commander of the Spanish ficet of Tampico, has notified the Spanish Consul of that place that war now exists between Spain and Mexico, and that troops would arrive from Cuba about the 10th of thie month, to prosecute hostile operations on the land. This conflicts with the statements of Senor Tassa: ‘a, the Spanish Minister to this Government, and, hence, is said not to be credited by the officers of the Aduinistration. Utab advices state that Brigham Young will be tried in the United States court for that Ter- ritory for falsely imprisoning gentile citizens; and that it is supposed force will have to beem- ployed to compel his attendance. It is rumored that a party of five persons, who lately undertook to carry the United States mail from Albuquerque to Neshosho, in New Mexico, were massacred by the Camanches. Mr. Hall, the conductor, and Augustus Fergu- son, of Santa Fe, were believed to have been of the party. Tus Ixpiana Lecrstative Parce.—Ibe Abolitionists, assisted by a knot of anti-Le- compton Democrats, who obtained seats in the Indiana Legislature under false pretences, bave gone through the ridiculous farce of pre- tending to elect United States Senatorsin place of Messrs. Bright and Fitch. itis hardly possible that there is a single Senator in Congress, who would be guilty of the indignity of offering the credentials of any parties who may claim seats that have been contested, tried and decided upon Gov. Willard vetoed the act under which this mockery took place. No Democrat took any part in this ridiculous proceeding ‘The Legislature of Indiana, called together for the purpose of raising revenue to meet the current expenses of the State and make pro- vision for paying the interest on her State debt, bas adjourned without doing either. They meet again in Jauuary, when it ia sup- posed they will deciare the election of Presi- dent Buchanan void, and proceed to chvose his successor. Senator Hovstox —Perceiving in distant papers stories attributing to General Sam Houston the purpose of again being a candi- date Tor the Seuatorship from Texas, made Vacant by the death of the late lamented Rusk, and others alleging that he designs running for the next Goveruurship of his State, we have to state that there is no truth whatever in them General Houston. at the end of his present Senatorial term, intends to remove to his prop- erty at the head of Galveston bay, where he will in future reside, eschewing pablic affairs so far as being a candidate for any elective office isconcerned. He has served the public long, and now seeks Tepose in the bosom of bis estimable family, and in domestic pursuits. He will leave the political arena here carrying with him the hearticst wishes of political friends and fues who have been his compeers in public life, for hie future, prosperity and happiness ; fur it is certainly true that no other gentleman who has served the State so long ever made More or warmer persone! friends among thoso with whom be was thrown in contact in the discharge of official duties. CoxrinuxD.—The following is a corrected list of the retired naval officers restored to the active list, &c., as confirmed by the Senate yes- terday : Capta:ns.—Thos. Paine, Wm. Inman, and Wa. Ramsey to the active list ; F. P. Voorhees to the leave list. Commanders.—Wm. M. Armstrong, A. K. Long, T. D. Shaw, F Johnson, to the active List; L. W. Lecompte to the leave pay list Lieutenants tobe Commanders.—W . D. Por- ter, G. G. Williamson, John C. Carter, 5. B. Bissell, J. J. Giasson, A. H. Kilty, W. Chand- ler, K. W. Sleade, A. Gibson. Lieutenants —Henry C. Flagg, J.J. B. Wal- back, J. A. Doyle, Mc aon R. B. Riell, M. C. Perry, Henry Rolando, F A. Parker, W. B. Fitzgerald, A. C. Rhind, R. B. Me- Arann, A. T. Byrens, J. P. Hall, to the ae- tive list; James M. Watson, S. Chase Barney, J. F. Abbott, J. Brownell, G. Ww. Harrison, to the leave pay list The Senate also confirmed a batch of ap- Pointments of collectors, surveyors and naval officers. Senator Stipgue has writtena letter to the Union branding as false in every particular tue story that he ever asserted that the slaves in Mississippi, in which Senator Douglas are interested, are maltreated. Mr. S. declares that (he negroes in question are, and have been, in the care of one of the most humane aud hon- erable gentlemen in Mississippi; that he did not see “Dr. Daniel Brainaid, of Chicego,”’ the Promulgator of the story, in that city, where B. alleges it was told to him; and that at the only interview between them, (in New York eity,) a gentlewan now in Washington was preseat, who is ready to sustain theeorrectness of hia(Senator S's) denial. Be also brands as false the state- Wout thahe was engaged in a political crusade against Douglas in Illinois, and points to the fact that his tour was made in company with Vice-President Breckinridge, the particular friend of Mr. Douglas, asin itself embracing a refutation of that brandhof the canar@, thé pa” )ternity of which he leaves to be settled be- tween Dr. Brainard and the Chicago Press and Tribune, which originally published it, ageom- ing from the lips of, Dr. B. i Bins vor a Goverxwext Contract.—The following are the bids for the construction of the Atchafalaya (La.) light-house: Reary, Neafine & Co., Philadelphia, $12,000; Den- mead & Son, Baltimore, $10,800; Murray & Hazlehurst, Baltimore; $10,250; Ira Winm, Bos ton, $9,919.92; Trenton Works, Trenton, N.J., $9,650; J.P. Morris &Co., Philadelphia, $0 201; J. Morton Poole & Oo., Wiimitigton, $3,975; Poole & Hunt, Baltimore, $3,600; Hayward. & Bartlett, Baltimore, $3,562; Wm. M. Bilis & Bro., Washington, $3,500; West Point Foundry, New York, $8,000. Tue Rev. Farner Borue, of St. Patrick's, opened the Senate this morning with prayer, robed in the full priest’s dress—with surplice and cassock. This is the first occasion since the foundation of the Government when the entire vestments of a Roman Catholic clergy- man have been worn in such services in either chamber of Congress. Father B. introduced in the services a portion of the beautiful and well known prayer of Bishop Carroll (the first American ordained a bishop of the Catholic Church) ‘‘ for those in authority.”” “Cortina ‘2 ALL Arouxp.’”’—A few days before the occurrence of his recent street fracas, Mr. Wm. Montgomery, of Pennsylvania, was invited by the Secretary of the Luterior, with the rest of the Committee on Public Lands, to dine, and returned answer, in writing, that he would hold no social intercourse with him (Secretary Thompson) until he removed a cer- tain clerk in the Interior Department. Tb's is indeed a funny world in which we all live. Tox Wanvensup or rae District Pest- TEN11aRY.—We hear that the Senato’s District Committee this morning determined to recom- mend the confirmation of the recent nomination of Mr. C. P. Sengstack to that position. The outside ‘‘ Democratic’ opposition was of little avail in the committee room. Tus Goverxwent AQugptct.—At noon to- day there were about five feet of water in the reservoir of the Government Aqueduct, on the sill of the conduit. The gradual process of filling it thus gces on well. Tue Avrain Between SzNAToRS Jones Axv Dovaias.—See the Star’s first page to- day for the Jones and Douglas letters, which are just now attracting most attention from public men here, as they involve a very sharp personal issue. Tue Fitisvsters.—A telegraphic dispatch received here to-day, says that the Susan's filibusters have effected a landing in Nicar agua in safety, after having successfully eluded the vessels of the squadrons guarding that coast. Aprointep.—Lieut. Col. R. E. De Russy, of the Corps of Engineers, w: assigned yes- terday to the command of that corps and to the charge of the Engineer Bureau in the War Department. Tas New Sexats Cuauser will certainly be ready for oceupation by the Senate by the 4th proximo.
