Rerort of tHe Commissioner of Pusiic Bui.dincs.—Commissioner Blake, in bis able and interesting report, speaking of the Capitol and its appendages, thinks that it was bad judy. ment to place the Tripoli monument in juxtape- sition with the Capitol, where it is overshadowed and ecli by the magnificence of that build- ing, @ as it will soon require repairing, he —— its removal tee Navy Yard as ularly appropriate, stating that its repair rt cost about Fas00, the Temoval aout 2000. He recoinmen the passage of a law to preserve the Capitoi groands from trespass and aaisfigurement, and expresses the opinion that the grounds south of the President's House ought to be added to the Fresident’s grounds, without — intervening wall. a regard to the Island he says that thecitizens of the Seventh Ward, complain very much that they are excluded from the thickly-setiled and Dusifiess portion of the city on nights when the moon does not shine. The streets ‘aening through the Mall were mace, and are owned by the Gov- eroment. Neither the Corpora nor individual citizens, have any authority bt them. and of a dark night but few person: e willing to vin- ture through them. They are the connecting Jinks between the Island and that portion of the city which lies immediately north of the canal and It does seem that the Government is bound in justice to light them up, so that the object for which they were designed of facilitating tnter- course between those parts of the city, miay not fo any extent by defeated. The citizens imme- diately interested have petitioned Congress upcn the subject, and there is every prospect of their prayer being granted He also recommends the grading and pavine«eft the Eastern portion of Pennsylvania Avenue. In regard to the bridges over the Potomac, he says that they baveallbeenrepaind. That every- thing that could be done with the limited means at his disposal, has been done to strengthen the Long Bridge. That it is, however, ina tottering condition fom age, and that he has not mach faith in its power ofeodurance. It could scarcely be expected, he says, to withstand a flood of ice, such #8 sometimes occur in the river on breaking of winter. The heavy travel over it, of omni- ses, Wazons. and other vebicles, and drovesof cattle. is fest duing the work of destruction ; a: id, as it has been well observed that a bridge isa mecessity, be thinks, there is no time to be lost in b-gioning the construction of a new one. fe states that Franklin square was purchased aia very low figure, with the alleged under. s!aading on the part of some of the Parties seil- jeg, that it would be handsomely enclosed and proved as a place of public resort, and he thinks that the Government is bound in good faith to enclose and improve it He also recommends an additional appropria- tion of thirty thousand dollars for grading streets, &c., preparatory to the extension of the Capitol grounds, and suggests the great public aud private ipjuty resulting from tbe delay in eciding vpon a plan for the extension of the apleol grounds. He renews bis recommendation of an appro- Priation for continuing the grading and planting of the unimproved portions of the Mall. Appropriations are recommended for contin- ving the grading of Jodiciary Square; for en- larzging the east baif of the Cit Hall; and for bearing the Government’s Part of the exp-nse of opening and improving avenues and strects in front, or adjoining to, or which may pass through or between any of the public squares or reserva- tions; also to set the curbstone and pave the foot- ways next to the reservations, when the corpora- tion shall by law direct the Proprietors ed gore on the opposite side of the street to make similar improvements The removal! of that nuisance, the jail, is ur- gently recommended by the Commissioner, who points out that the requirements of the commu- nity call for a much larger jail, and one situated on the confines, or beyond tue limits of the city. di c Curious Case. —Last night, aman named Cor- nelius Donough, a laboring man, went to Officer Norwood and informed him that he hed been robbed of about $10 in Money ata house on Third street, near Maryland avenue. The man told a straight story, and the officer cartied hin tn the otfce of Justice Ferguson, where he made the charge under oath. A warrant was issued, and the officer went to the house and arrested the proprietress, Lavinia Lillibridge, wh alone in the house when Donongh went there and also when arrested. Donough said be went in the house and was sitting down lighting bis pipe, and suspected that it was then his money was taken, as he had it before he entered the door The woman wassent to jail fora further bearing ‘This morning, the complainant went to the magistrate and said he bad” found the money in bis boot. The magistrate was surprised and begam to question-him, and bis answers were such as to wad the Justice to the conelusion that all Was not right In Donough’s mind; and, at the time set for the bearing of the case, the complain ent bet went, the prixoner was released She then o; ‘d to make oath that she had not seen nor touched the money. But the singular con- duct of the complainant was enough te convince tae Justice and those Present that she was guilt- less. The magistrate and officer had taken pains to swear Douough before the warrant was jasued aod the arrest made, and he gave bis evidence very defiaitely, making the charge direct. Sex Tee Avvextisamest of Boteler’s per- tmptory auction sale of gilt-frame looking - lasses, and tine French and English engravings. Emer Ww morning, at W o'clock. pa A concourse of the friends of the Hon. John Letcher, assembled at Browns’ hotel tast » ae companied by Withers’s band. At 10%,p m. the band struck up adelightful strain, at the con- clusion of which, loud calls for Mr. Letcher brought bim out; when he addressed them as follows, amid repeated iaterru; of applause : Mr. Letcher returned thanks for the compli ment, and stated that he bad represented the Teath Legion district in Congress for the last seven years; that his public conduct here had met their entire approbation, as evinced in their repeated election of him to Congress and in their course to him in bis receat canvass for the Guber- natorial nomination. He then spoke as a Vir- ginian and a Southern man of his anxiety to Bre Serve the Union of the States, and declared ! according te bis judgment, the best means of preserving that union was the due protection of the rights of the States against all encroachmen’s eral Government. He oa the part of the Ft that had sprung next alluded to the controversy up in Virginia in connection with the contest for the Democratic Gubernatorial nomination, ex- pion his gratification that unity and harmony ad been restored to the party, and that it woold hereafter present its wonted united front. He then spoke of bis regard for Virginia, his 2n xiety 'o see her resources developed and her prosperity advanced by all fair Modes, and de- clared that her internal improvement system ought to be oho as commenced, aa the best means of ob! iterating all inter-State sec- ‘onal divisions. He added that if there were unpleasant or disagreeable feelings on the part of any connected with the Gubernatorial nom!- netion,he trusted they mi ht» ily be forgotten by all. As for himself, be neither prejudic:s to indulge nor resentments to giati YY, and, if elected, he would use bis best efforts 'e advai the prosperity of the commonwealth of Vi-gin acting fairly and impartially towards individuals and parties, whoever they might be. He con- claded Se returning thanks to his friends and bidding them gocd night At the conclusion of Mr. Letcher’s speech, the Hon. C. J. Faulkner, of Va., was called out, and delivered a brief but beautiful and highly appro- priate address In the course of which he remark-d tbatat Harper s Ferry, and the navy-yards, itwis customary to test heavy guns by charging them to the muzzle; tbat the recent Petersburg Conven, tion had done that sam thing with the Hen. Jobn Letcher, double-shotting bim; and that in the firing off tbat bad j come o*, he bad stood the test to the satisfaction of alt, proving him made of the right sort of metal, and in every way the proper man to wield the destinies of the Oid Dominion as her next Governor. This speech was received with loud and prolonged manifes- tations of popular favor. Sabs quently, the Hon Delazon Smith, of Ore- gon, and ex-Gov. McMullin, of Washington Ter- Fitory, were called out by similar Popular de- mands on thew, each acquitting himself in a speech to the y:eat gratification of the crowd, and iu @ manner entirely appropriate to the occasion. Between these admirable speeches the band played several airs, and afterwards discoursed delightful music for some time ere the crowd dis- persed. “Tue Haymaxers” attracted a fair audience at the Smithsonian Institution last night, though many were deterred from attending by the mud. About fifty or more singers participated in the the performance of Prof Root’: Cantata, and in spite of rather adverse circum: ces, such as bad colds, imperfect Tehearsals, and other draw- backs, performed it, as a whole, in a very credit- able manner. We do not think. however, that Mr. Root, who isa very popular teacher, lecturer and composer, ever designed ‘‘ The Haymake:s”’ to be performed by an association so ‘imited in number: be Choir Union. ‘The scene described by the author is laid about the homestead of the farmer, and particularly Telates to the season of ha making; and ft abounds in incidents, is full of, pleasing variety, and in style is decidedly graceful. Some of the concerted parts are very beautiful. ‘The princi- pal characters in the scene were : Mary, first soprano, Miss Lizzie Daniel, Anna, second soprano, Miss T. C. Daniel—the farmer's daughters; Dairy Maid, mezzo soprano, Miss Lizzie Pugh; Farmer, baritone, Mr. J. B. Daw- son; William, tirst assistant, tenor, Mr. J. F. Hodgson; John, second assistant, base, M. E Jones. After which came trio of women’s voices, cho- Tus of men’s voices, quartet and chorns, quintet, semi-chorus of mowers (men’s voices,) sem'-cho- Tus of spreaders (women’s voices,) semi-chorus of mixea voices, full chorus of haymakers. The first half of the entertainment passed off rather tamely; some of the ehoruses were very well sung, but needed more rebearsing. The Dairy Maid’s Sony was an oasis of this half of the performance, and was deservedlv encored, and kindly repeated by Miss Pugh. Thechorus Softly the Twilight Fades, which followed, was one of the best tn the whole performance. A Ser- eande, by Wiliiam, and A Dream Song, by Mary, which came next, was quite a gem, and received appreciative applause. ‘The second half opened with a full chorus, with Good Morning, which was followed by a recita- tive and song, Blithely Go We Fortn, ‘Tis our Harvest Day, by the former. Scenes of map 9 ness I Love Ye, by the charming contralto, Miss T.C Daniels, was exquisitely sung, and ix de- eldedly the gem of Mr. Root’s Haymakers. It wes loudly encored by the audience, and 3 repe- tition gracefully accorded. The chorus and echo inthis balf of the entertainment was rather an amusing performance, inasmuch as the echo got too far fehind the scenes to be audible. The au- dience, determined uot to be deprived of their echo, called for a repetition, which was granted; and, word being telegraphed to the unheard sounds to com out a little stronger, the second performance was much improved. The closing chorus, Harvest Home, would have been beautiful but for the stupid conduct of a large number of the audience in leaving the hall daring its performance. Nothing so mars the effect of music as the introduction of any disso- nant sound; and the shuffling of a couple of hun- dred patrs of feet in this case formed anytoing but a pleasant accompaniment in the ears of those who were desirous of hearing the music. Caminat Covaer.—To-day, Mr. Norris for defence in the case of Andrew Kidwell, charged with arson, su mitted a motion to quash the in- dictment in the case, which he argued before the Court at some length. The grounds of the mo- tion were stated to be that the indictment was jasufficient in not clearly averring the possession of the property alleged to have been burned. The Court withheld its decision Joseph Calboun and Charles Calhoun were put to trial for assau!t and battery upon John Drill sed Walter B Pomeroy. The jury found the defendants guilty.
