SPIRIT OF THE MORNING PRESS. The Union gives a sketch of the jealousy with which the people of Virginia have for three-quarters of a century regarded’ the @u- bernatorial prerogative, and shows how they have shorn the office of Chief Magistrate of their Commonwealth of every thing that sa- vored of unlimited power, leaving it a mere executive station with little patronage or other influence, beyond that given it by the char- acter of its occupant. In view of this, yoy “The rences at Petersburg are another instance of the ‘much ado about noth- ing .’ There is nothin; ng Det the ere eS cake ing to the title of Governor which is at stake int the convention. The excitement at Foss illustrates, however, the disinterested zeal in —- politics which characterizes the masses in inia. Their enthusiasm in these matters is pe inently Platonic. They will struggle with infinitely more zeal and desperation for an office of honor thaa for one of emolument.”” The Union, further, comments upon the po- litical prophets, that catch at the shadows of coming events at Washington, and embody them in telling paragraphs, for the Northern press. It, likewise, is astonished that the Re- publican “higher law’’ organs should com- plain that a South Carolina grand jury ne- glect to enforce the “lower law.” The Intelligencer, in an article on “The Revenue from Customs,’’ puts in a word for “incidental” protection. —_—_—__+e-________ WASHINGTON NEWS AND GOSSIP Tae Mextcas Isprogiro.—As more or less of the Star's readers have doubtless noticed, we have for a long period refrained from ex- pressing opinions upon the subject named above where it involves the interests of the United States, the theme in connection with the foreign relations of this Government, most dilated upon by our cotemporaries in all quar- ters of the country. We were impelled to this course not because lacking interest in the fu- ture of the relations between Mexico and the United States, but rather from the belief of our inability to shed light upon it, and the im- pression that to essay to discuss it without thorough information upon the questions in- volved, would serve to mystify, rather than to elucidate it to the comprehension of the Star’s readers. The affair—the political condition of Mexico and its promise of the future relations of that country with ours—is in such a state at this time, as that in essaying to ignore the subject longer, we should be doing injustice to the Star's position as an independent journal at the Federal Metropolis, ever alive to the true interest of the whole country. We have, therefore, to say, that among the ‘public men in Washington, more especially those known to give heed to the relations of the Tnited States with Spanish American countries, the reply of Mr. Tassara to the late interpola- tion of Secretary Cass, is regarded as being evasive, and designed to conceal, for a brief season longer, if possible, the purpose of France, England and Spain conjointly to inter- fere in Mexican affairs to strengthen the hands of the reactory party, because that party is deadly hostile to the extension of the influence and connections of the United States and their citizens, with Mexico and hers. It is thus Jadged thst what Mr. Tassara designated as the protection of the rights of Spanish subjects in Mexico, means no less than to crush out the Constitutional party in Mexico, and thus to strike a blow at North American rights and interests there, which will inevitably go to the wall in case the reactory party maintain power at the capital much longer; the avowed lead- ing point in its policy being to treat Ameri- cans as the deadliest enemies of Mexico in shaping its policy and the details of its mea- sures with reference to the United States and their eitizens. It has long been known here that the step taken by Mr. Forsyth in closing his official re- lations with the Government of Zuluaga met the emphatic spproval of the State Department, supposed t» have been duly announced to him by the messenger who carried to him the in- formation that a vessel of war had been ordered down to Vera Cruz to bring him home when he might jadge it prudent to return tothe United States. It will be remembered that he ceased to hold official intercourse with Zuluaga’s Gov- ernment se soon as he found his remonstrances against its bigh-handed measures ot illegal op- pression of Americans in Mexico were utterly vunavailing. It may not be amiss to remark, by the way, that the unfortunate lack of Amer- ieanization of sentiment on the part of the press of this country in w:ating of our foreign rela- tions, as manifested in tne ceaseless war that ‘was waged by numerous journais at the North upon the Hon. Mr. Forsyth while discharging his duties at the Mexican capital, did not fail todo its share by way of inducing Zuluaga to persevere in his high-handed and shameless robbery of our countrymen who were unfor- tunately in his power. He and those sur- rounding him mistook the un-American voice of that portion of the press for evidence that American popular sentiment and this Govern- ment admitted his right to rob Americans in Mexico, by way of extorting forced loans from them ad /ibitum. The English press teach ours a capital lesson in this connection; and it is high time that we should profit by it; for our national interests, especially in Spanish America, have become of far too much importance to be jeoparded by un-American partizan publications against American Ministers abroad by American jour- nals, caleulated to embarrass vastly their | efforts to carry out triumphantly their instruc- tions from Washington. In the case of Mr. Forsyth, most of these publications were from the prolific mint of speculation in “ Tehaun- tepec."’ All know that his poliey in refereuce to that subject was to abstain from siding with either set of speculating claimants to the right of way across the Mexican isthmus, which not suiting one party of them, they resorted to aspersions upon him through the press far and wide, in order to compel his withdrawal by the Government at Washington. That game on the part of some of those involved in the Tebauntepec speculation was so patent as to Secure its own defeat, pprehend. At least to it do we attribute in great part the steady refusal of the President to substitute some other gentleman as U.S. Minister to Mexico. Without being “behind the curtain,” we are able to see sufficient of what is going on here, just now, tocomprebend the fact that the Pres- ident is determined to act, throughout this Mexican imbroglio, entirely up to the mark of his high purpose with reference to the future of American interests in Spanish America, ag often announced im bis State papers. Thaé they will prove ample for the protection of American rights and interests, we, however, feel well assured. We may add our belief that Mr. Forsyth will be his own successor in Mexico; his return there, after his current consultations with the Government here, striking us as being emi- nently necessary; not only to the vindication of our national honor, outraged by Zuluaga in his flagrant treatment of the so proper repre- sentations of Mr. F., but. forthe protection of the rights of the Americans now in Mexico and to thwart the intrigues of the agents of other vernments there against us; with all of which fie. Forsyth is far more familiar than any new American minister can possibly become ina twelve-month—the twelve-month in which the problem of the triumphapt defence or utter loss of all we have at stake in Mexico, is surely to be solved. The printer appeals to the Secre- tary of the Treasury to put him in possession of the laws, and cites the cases of Minnesota and Kansas as precedents to show that the right of the Territorial Legislature to control their own printing has been heretofore recognized by the Department.
