SPIRIT OF THE MORNING PRESS. The Union publishes snd compliments a speech recently delivered at Savannah, by Judge Jackson, of Georgis, late U. 8. Minis- ter to Austria. . The Union treats, also, of Mexican affairs, complaining that the provinces of that country bordering upon the United States furnish a safe retreat for hoztile Indians, whose constant inroads are fatal to the welfare of our contig- uous Territories. The Union thinks— “The government of Mexico should be re- quired to maintzin order and secure a complete ascendancy over the feeble tribes who now com- mand absolute jurisdiction over the States re- ferred to. We ought not, in other words, to be called upon to respect a territory which is used by a hostile people to rob, plunder, and murder Within our own jurisdiction. If Mexico cannot enforce her laws upon her borders so as to pro- tect our frontier inhabitants, the right to exercise the means of self-protection becomes obvious In- deed.** The Union agrees with the New York Her- eld that— “In this condition of affairs, the only thing that the President can do is to lay « full and ex- Plicit statement of the facts before Congress, and ask for its directions in the premises. If the critical period for action should not come up be- fore the close of the session, Congress should then give the President full power to act as cir- cumstances may require within the coming six or twelve months, with an appropriation of ten or twenty millions of dollars to meet any exigen- cies that may arise *” The Intelligencer publishes the abstract of a speech delivered by the Hon. John H. Reagan, of Texas, st Henderson, in that State, in which he opposes the acquisition of further territory. The Intelligencer says: “* The expediency or inexpediency of territorial acquisition appears to have received at his hands an elaborate treatment, and bis views on this subject are marked by a candor and common seuse which show them to be the result of delib- erate thought and earnest coaviction."* —_ +208 1 During the six months ending June 30, thr total number of Chinese emigrants whicu left Hong Kong, wes 15,329, of whom 190 were fe- males. Tue Citizex.—Jobn Mitchell, Esq ,(of Mit- chell & Swann,) issues to-morrow morning the first number of the well-known weekly journal, The Citizen, since removing its publication te thiscity. Mr. Mitchell, so well known formerly for bis patriotic connection with the affairs of bis native land, Ireland, is searcely less known now as being one of the finest writers and mo-t emi- nent journalists in this country, his exile here having been passed in connection with the American press. Ina pecuniary point of view the change of the location of the publication office of the Citizen will doubtless Prove fortu- nate, as it must result in a heavy increase of its subscription list. Messrs. Mitchell & Swann are high-toned gentlemen in al! their relations, and ‘We wish them eiiaent success in the enterprise. Sanatoa Ce:trexnven in New Yore —Depu- tations from the Whig General Committee and the Asblanders’ Association waited upon Sena- tor Crittenden at the St Nicholas, Thursday, with addresses containing sentiments of respect for the memory of Henry Clay, of regret at the demise of the Whig party. and of hope tha: ~ Critten- den would come forward as a standard-bearer of 2 national conservative party to preserve the Con- Stitution and protect American industry. Mr. Crittenden, in response, avowed himself still devotedly attached to old Whig principles, and trusted that that party was “yet destined to @ glorious resurrection—ia principles, at least, if not in name.” He eulogized the patriotism of Henry Clay; but to the invitation to lead the Vanguard of a new party he responded emphati- cally, No. EEE Uae Gov in Kansas —Authentic advices from the Kansas gold region, Pike’s Peak, leave no doubt of the reality of the gold discoveries. There were collected in the diggings about fifteen hun- dred persons, principally Americans, but em- bracing a number of Mexicans and a few Indian-. Yankee enterprise has already begun to manife t itself in the founding of two towns—oue St Cnarles, situated at the mouth of Cherry creek, and the other Motano, about eizbt miles above the former. Buildings are going up rapidly; Provisions, though not superabundant are suffi cient to supply the immediate wants of the mi- ners, and no very great suffering for want of food oF protection during the ensuing winter is ap- prebended. A special train bad been dispatched to New Mexico for provisions. Well does it bear out taatso universal encomium of the book men. It Is an imperial Smo. volume, bound in antique Moroceo in a style heretofore only ventured in publishing for the wealthiest class of pur- chasers on the other side of the Atlantic; and it is printed in exact keeping with the elegant manser in which it is bound. The wok is comprised in three bundred and two Pages, with forty-five illustrations, ideal, of course, of the heroines of the Bard of Avon, executed by the Sirst living artists evidently; tor Europe can, at this moment, produce no finer engravings either in desige or execution. The descriptions are by Mrs. J. W. Paimer. who, in drawing lib- erally upon the Immortal Bard bimself, and the imost emiveut crities of both sexes who have ever written of Stekspenre’s beroines, in order to throw them in bold and yet chaste and beantifal relief before the mind’s eye of the reader, bas evinced good taste and judgement, rare among the writers of such literatuze in these times. As aueditress of such a work, Mrs. Palmer thus eolipses all her rivals, or rather all who are now essaying the same walk in literature; throwing such @ charm even around Sbak<peare’s hero- ines, a8 to hold fiw most persistent readers and devoted admirers spell-bound by the new beau- ties im bis characters she developes through the mag le of the pen. As highly as we think of the literary merit of this magnificent volume, and a more interesting one, to the ladies expecially, we nevérexamined, ts merits as an artistic acd mechanical achiewr- ment are. in our judgment, of more importance; because they prove that we on this side ¢f the Atlantic have at leugth fairly come to equal England, or, indeed, any country in Europe, in the art of publisting—of getting up elaborate and beautiful books. Pusuic Bui.pixes 16 Bartrmone.—BSince our recent notice of the erection of public buildings in several cities of the Union, for the accommodation of Post Offices, Custom Houres and United States Courts, we have miét with number of articles making the matter a ground for complaint. One of the Baltimore papers has been especially grieved to think that that city was not also favored with similar buildings. It would be wel!, probably, to remind our con- temporaries that the Government has com- menced no new buildings any where, for the above mentioned uses, since the depletion of the Treasury in consequence of the late finan- cial revulsion. Those recently finished were all begun before that period, and it was neces- sary to complete them, in order to prevent the partially erected structures from going to ruin, Then, again, in those cities where new build- ings were erected, they were absolutely neces- sary, as the departments of government were either altogether destitute of accommodations or very poorly provided for. In Baltimore and some other places, although the buildings occu- pied by the Government are rented, they are, nevertheless, entirely adequate for the pur- poses to which they are devoted; and the offi- cers of the Government are provided with con- venient and comfortable apartments, and the want is not therefore urgent. As soon, how- ever, as the state of the Treasury will warrant the appropriation of funds for this object, there will be constructed, by the General Govern- ment, in every city where they are required, proper buildings for its own aco»mmodation. Exsarcation or Gen. Pazz.—A telegraphic despatch from New York, yesterday, announces the embareation of the Venezuelean hero and patriot from that city, on his return to his na- tive land. He was still so much indisposed from the effects of his recent accident in New York city, that it was necessary for him to be carried on a litter, supported by soldiers. Mayor Tiemann and other officials accompa- nied bim, and a large military escort joined in the procession. Gen. Paez will proceed in tho chartered steamer Atlanta, one of the Crom- well line which was fitted out for the Paraguay expedition, and which, with its consort, the Caledonia, was detailed for this service by the Government, to Carthagena, the principal sea - port of Veneauela. The steamer will sail im- mediately from that port to the La Plata river, to take part in the demonstration against Par- aguay. Important From Mextvo.—The recent arri- val of the Tennessee, at New Orleans, has en- abled a trusty correspondent there to send us the budget of most important news from Mexico which is embraced in the following letter It tells of continued advantages gained by the Liberal party, in whose cause the interests of the United States are so closely bound up : New Orvegans, Nov. 27, 1858. Viz: The people of Guadalajara, after having bung Pielago aud Monaco (Reactionary-party leaders) did the same with a canon of the Cathedral, and afterwards shot Gen. Blancarte. Deyollado (Lib- eral-party General) bas posted himself at the b idge of Calderon, with 7,000 men, for the pur- pose of fighting Marques. Don Juan Alvarez (the old Lion of the South) is at Cuenavaca, a day's journey from Mexico. Don Diego, his son, has completely routed Vicario (Reactionary Genera!) Trejo, who hs so gallantly defended the fortress of Perote, being entirely deprived of provisions and munitions, evacuated the position, after hav ing rendered it useless to the ELL ind has re- tired in safety to Vera Cruz,with his whole com- mand. Tobasco has fallen into the bands of the Liberal forces. Senor Mata arrived here on the Tennessee. Yours, truly, eee Blancarte was Comonfort’s agent in the per- petration of his well-known treachery and cru- elty to the Zerman party of American prison- ers, who were rescued with so much difficulty by Minister Forsyth, and sent home. Nava Promotions.— We noticed, yester- day, that the death of Capt. Benj. F. Brooke, of the Marine Corps, would make room for the promotion of First Lieutenant Robert Tansill. now a brevet captain, to a full captaincy; and of Second Lieutenant Robert Browning to a first lieutenancy. These promotions have since been made, and the commissions issued. There is no appointment yet made to fill the vacancy occasioned by the promotion of Browning, not- withstanding the statement to the contrary whieh has been published in some of the papers. Dec 3 1868 Through the politeness of the proprietor, we had the satisfaction, yesterday, an ex- of i Ploration of the sami ep a man- ‘ufagtory, recently erected by Mr. som on Green street, near the Gas-house; and we have no hesitation in saying that, in point of perfec- tion, it surpasses by far afy establishment of the kind we have ever ——— this now: The oid and expensive method paring the raw ma- terials has been entirely Stopeuuea with by the substitution of machinery, so perfect in its con- struction, that penn fl portion of the work, from the preparation of the most unimportant ingre- dient to the flaishing touch of the pure article, is all being carried on at the same time, and witha degree of precision and perfection that is really surprising; and that, too, ata great saving in the way of , fuel, &c. The building was planned and constructed by Mr. Thomas Cissel; and the boiler and other ma- chinery, which performs all the manufacturing operations, was planned by Mr. Wilson, and ex- ecuted by Messrs. Kirkland & Duvall; the brick work was done by Mr B. Hutchins. Mr. W. is {est commencing operations, and intends operat- ng on quite an extensive scale. He is a stranger among us, an old-fashioned Scotch gentleman, and we sincerely hope he will meet with that kind of encouragement such a spirit of enterprise richly merits. Owing to the very Inclement condition of the weather, the lecture which was to have been dc- livered b our townsman, J. T. Bangs, Esq., at the new facture room of the M. P. Church, last night, was postponed till Monday evening next, at 7 o’clock. Toe first regular session of our City Councils occurs on Monday evening next, when a consid- erable amount of business will probably engave their attention. Among the most hes sae y will be the granting of permission to the Canal Com- pany to raise several of the canal bridges in our city. An ordinance to that effect was, upon the application of Judge Sherman and others, passed by the Aldermen, at a called meeting, some weeks since; but owing to their having adjourned before the Council had time to art upon it, we suppose jt will have to be acted upon again by the Aldermen. From present indications, how- ever,we apprehend but little danger of its defeat.
