WASHINGTON NEWS AND GOSSIP heen Tux Mextcax Loax.—The efforts of Mr. Maguan, the agent of the Juarez party, who is now here from Mexico, are not to negotiate a loan from this Government, but from indi- vidual capitalists. His object in calling upon Mr. Buchanan was to influence, if possible, the recognition of the Juarez party as the Govern- ment of Mexico, in order to render the task of effectingaloan easier. Senor Mata, whois now on his way hither, comes, it is said, with cre- dentials from Juarez as Minister to this Gov- ernment. The chief reason why it is desired that this Government should recognize the Juarez government in Mexico, before a loan is effected is, no doubt, because the conveyance of titles to lands in Sonora, which are to be given as security for this loan by the Juarez party, would, in that case, be regarded by this Government as valid; and, even if Sonora shall hereafter come into possession of the United States, the capitalists who make these advances now will be able to hold secu- rity. Or, if the Juarez party s subse- quently be overthrown, the security of the loan will still have to be respected by any other party which may hereafter gain the ascendency in Mexico. As for Mr. Maguan’s success, in effecting a loan, there can be but little doubt of that if this Government previously recog- nizes the Juarez party in Mexico as the Gov- ernment of that country. _ EVENING STAR. The Union, further, treats of the political aspect of the Commonwealth of Virginia in re- ference to the gubernatorial nomination to be amade by the Democratic convention which as- gembles at-Po*ersburg to-morrow, saying : ““A great many circumstances occur to give Manusual animation and interest to political nom- nations in Virginia. In the tirst place, almost every citizen of Virginia is athoroughly-informed peiitician. Nearly every citizen is pendent in worldly circumstances, and but few can be found who do not subscribe toa newspaper, and make politics the staple of thought, study, and Conversation ** The Intelligencer considers in this wise the Indiana senatorial election case : “As, by the Constitution of the United States. each House of Congress ix made “the judge of the elections, returns, and qualifications of {ts ‘own members,’’ it must be obvious toall that the decision to which the Senate came in the premi- ses must be held and considered final and conciu- sive. Whatever question may be still raised in the minds of any with regard to the merits of that decision, there can he no question as te the fact that it was the sole and peculiar prerogative of the Senate to settie the matter in dispute. This Proposition, besides resting in the present case on the express terms of (he Constitution, is ver- ified by the most elementary piinciples attacbing to the organization of all deliberative bodies, whether public or private in their nature and ob- ject, since on any other theory their distinctive aud independent cuaracter could not be main- tained.” Tae Last Roonsack ExrLovep.—Corres- pondents of the New York press on the Panama isthmus, wrote by the Illinois’s mails that the Hermann had sailed from Panama direct for San Francisco, thus leaving the 100 pasren gers that went out on the steamer Washington, at San Juan del Sur, unprovided with the means of conveyance thence toCalifornia. This proves to be as utterly untrue as the previous story that the Hermann could not possibly make the trip round the Horn in time to connect with the Washington, and that she (the Hcrmann) was unsegworthy. On the contrary, she made the trip around to Panama in much less time than was anticipated, and proved herself on the voyage decidedly the best Amorican steam ship now on the Pacific side. That story was manufactured to deter voyagers from taking passage on the Washington, and the story men- tioned first above, was doubtless designed to defeat the success of the next voyage of the Washington from New York, by inducing trav- elers to hasten to purchase tickets via Panama, before its falsehood could be exposed. Such are the expedients upon which the Panama route companies and Vanderbilt (whom they subsidize at the rate of $56,000 per month so long as be shall be able to keep the Nicaragua route closed, it will be recolleeted,) are now forced to resort to preserve their outrageous monopoly of the isthmus travel to and from California. Mr. Henry Randall, who is con- nected with the Washington, in the New York journals of yesterday, shows up in glaring col- ors the falsehood of the very last roorback> mentioned above; the Herman having pro- ceeded from Panama direct for San Juan del Sur to await the arrival of the Washington's passenger's, in strict fulfilment of her owners’ engagement to that end. ———_——_-o+e-—_ _- OP The Mobile Register of Sunday morning contains acaid from Julius Hesse & Co., which says that the Government having refused aclear- ance to the emigrant vessel Alice Paintor, the holders of tickets will be refunded their mc ney. eae UF Moder skill bas culminated in Ayer’s Pills. It will doubtless take like wild fire, for be will make it an admirable affair for the price charged. es Epvcation in Prvssia—By a law of Privsia, every child is required to goto school between the ages of 7 and 14, and to learn, at least, to read and write. In 1545, there were only two persons in every hendred who could neither read nor write. In the standing army of 126,000 men, but two soldiers are unable to read; and of 2,900,000 ebildren between the ages of 7 and 14, at the last census, 2,325,000 were actually attending the schools. it would be ditticult for any State in this boasted land of universal education to make suck an exhibit. Axti-Lecomproxism.—The D uglas Demo- crats, as they style themselves, take queer ways of demonstrating their identity with the great Democratic party of the country, as so pertinaciously claimed by Douglas and his Illinois newspaper supporters. In every other State except Iliinois—in Pennsylvania and New Jersey, for instance—they notoriously fought shoulder to shoulder in common cause with the Republican party in the Congressional elections that recently transpired. Within a few days past, the new Indiana Legislature met, and their meeting was signalized by a grand coalition between the ‘‘ Douglas Demo- crats’’ and the Republicans,wherein the offices to be given out were divided strictly pro rata between them. The result of the action of the Legislature was in strict accordance with their Programme; as, united, they had an over- whelming majority. An Indianapolis corres- pondent of the New York Tridune wrote to that journal a complete account of the coalition, garnished with profuse compliments to the in- tensity of the abolitionism of the ‘“ Douglas Democrats’’ of the body, (of the Indiana Legia- lature ) While such things are transpiring elsewhere, the ‘Douglas Democrats’’ here are claiming to be the most straight-laced Southern-rights Democrats conceivable! Was there ever a @reater farce than the pretensions of such politicians to identity with the Democratic party of tho country at large? CHRISTIANITY IN JaPan—A correspondent of the Boston Travelier, under date of Simoda in Japan, August 15, writes that religious services were held in the house of the American Council, Townsend Harris, Esq.,on the Sunday following the signing of the new American Treaty. It will be recollected that the treaty Provides that Amer- icans may practice their religion, and promulgate it throughout the Empire, and erect churches wherever they please, the two Imperial cities, Miako and Jeddo, not excepted. What addedto the interest of the services was the remembrance that Christianity bad been expelled from these islands for nearly two centuries anda balf, the fatal edict against it having been promulyated Jn the year 1620, the very year the Pilyrims car- Tied it to New England, and that this was the first celebration of Protestant Worship since the Empire of Japan was known to the civilized world. CuILt —Chili seems to be somewhat disturbed by rumors of revolution, or at least the Govern- Ment does. Ila Santiago, the capital, and at Concepcion, several arrests had been made, but it appears on very trivial grounds. A Frenchman ‘was arrested in the former place, charged with baving made one hundred revolver balls for a revolutionist, and in Concepcion three men, among whom wax an Englisuman, were arrested for ‘some seditious toasts; at a dinner. The offcers of the Government are much blamed by the public press for their silly fears Pasquins eppear in the papers of armorers offering their business for sale, or Proposing to change their shops into manufactories of crincline. Rumors existed that the Government had received notice that a vast conspiracy ayainst the public order existed, but the matter is generally Tidiculed by the press and the people. Martian W Botes, of Del , is at Ki k- Tue Paciric Ma Steasarp Coupany.— The Washington correspondent of the New York Herald alludes to this company, which now carries the U.S. mail from New York to San Francisco, via Panama, as follows: ‘*Parties connected witb the Pacific Mail Steam- ship Company are bere to urge a renewal of their mailcontract. In view of the state of the Trea- sury, and of the conduct of this company in its schemes to break down rival lines and heavily tax California passengers by subsidizing Vander- bilt, and in other ways, it is not likely that these pa will be able to get a renewal of sucha avy subsidy from government.’” The Times’s correspondent also alludes to the same subject as follows : “The Pacitic Mail Steamship Company are making a vigorous effort to bave their mail con- tract, which will end in November next, re- newed. The Company is unpopular bere. A new contract may be authorized, and if so, Post- master General Brown wil! draw out the keenest competition by advertising for proposals. He tuinks be can have the mails carried from New ¥ ork to San Francisco for $350,000. The Pacific Company alone now receive 8100,000.°? The contract with this company, as well as the other contract for carrying the mail to and from the Pacific coast, by way of the isthmus, expires in October next, instead of November, as stated above; and we have the best reason for believing that, instead of any renewals, the Postmaster General will insist on adver- tising for proposals, so as to allow a chance for competition, and reduce the cost of the rerviee to the lowest figure. Thero will, no doubt, be two or more routes advertised for, having their western termini at San Francisco, and their eastern at New York and New Orleans, re- spectively. A large reduction may be effected, itis thought, by thus dividing the Isthmean routes. Virersta.—On Thursday next, the State convention of the Virginia Democracy meet at Petersburg to nominate a candidate for Goy- ernor, and other State offices, in the election to take place throughout the Old Dominion in May next. The extraordinary efforts of the Richmond Engurrer to compass the defeat of the almost inevitable nomination of John Letcher as the successor of Governor Wise, replete as they have been with evidences of the most vio- lent and virulent hostility to that gentleman, have served to attract public attention to the contest in progress there to a degree quite un- usual in connection with State elections. No one has better opportunities than ourself to learn the sentiments of the Democracy of the State of Virginia; for, though transacting busi- ness out of her limits, we spend nearly half our time weekly in Virginia, far away from the Federal Metropolis, and, besides, the nature of our calling is such as to bring under our im- mediate notice nearly everything published in Virginia on the subject. ‘The result of our observation in this counec- tion is the conclusion that the anti-Letoher tirades of the Enguirer have been totally inef- feotusl in resuits; having failed to influence ---.
