Corsctt Bupert.—Last Monday evening the Common Council, though a very full meeting, opened so quietly and easily, that the reporters at the Secretary’s table began to flatter them- selves with a bope of a very short session and surplus time for their own use. i correction of the journal was soon com- pleted ; aleo the speech of Mr. Wallace, vindi- cating bis course upon the Lyman gg D resolu- tion. in which he stated that though he had been assailed in the |, he was perfectly willing to let the peo; know that he did not talk one ‘way and vote another as some of the members done. In explanation, Mr. W.said he did not refer to the Star as assailing him, and only to one paper. The call for committees being made by the Chair, Mr Jones, of the ways and meaos, said he bad no report to make, but would move to su the rules to take up the bill to erect a new Centre Market, which and with it all hopes of a speedy adjournment. 8-MARKET BILL. This bill, bstract of which we published some time ago, proposes to erect a market ou Louisiana and Ohio avenues from Ninth to Fif- teenth streets; to remove the old market; and ob- tain from Congress a relinquishment of the gov- ernment title to the site. Mr. Wallace offered, be way of a test, a reso- lution to recommit the bill to the committee with iustructions to report a bill for building a market house on the present site, which would be an honor to the city snd supply its wants. Mr. Jones opposed the instructions, upon the ground that the nt site was far too smal! for & market, which would meet the wants of the | anges it would be impossible to erect 2 mar- et on that contracted space, suitable to the Wants of this large and growing community. ‘The population now is over sixty thousand; but ‘we are not to legislate for the present only, but for the future; we should look ahead Mr. Bohrer thought the gen:leman had lost sight of the fact that there are markets three sections of the city, and but last week a bill wes assed for another. Now, this large and grow- ng community was not obliged to deal at the Centre Market particolarly; but those citizens of the East, West, or North sections of the city, Cae agetergend their own market at will; and if the act is carried into effect, those of the South could do likewise. Tbe Centre Market ‘was properly located, and Mr. Bohrer saw no Feason for a change. Mr Wat thought the present site above aii the best that could have been selected to suit the mass of the peopie, though not for the Present unsightly buiiding. He was clearly of opinion that the committee sheuld plan for a new market On the presentsite. Hada ilding been erected on the plan submitted in Mayor Maury’s time, it would have been an ornament to the city—the people would have Spproved it; and the site is anely sufficient t. Mobua offered a resolution appointing the Mayor, two members of the Aldermen and three of the Council a committee to advertise for pro- Posals to erect a market house on the present site according tothe Raonlett plan, with such modi- fications as the Boards may approve Mc. He was opposed to building a mag- migcent palace for market purposes at a cost of 000, when a building costing $60,000 would answer the purpose. Mr. Powell argued for the removal, and the propriety of the new site. A removal would not ae injustice to owners of psa near the pres- ent market, as it was not the market but the cen- tral loeation that made the Ay apd valuable Mr. Palmer argued against the idea of a nui- sance. Jt was not oifensive to the ne: hborhoud, for all the resideuts opposed its reméval. Mr. Orme said there was not room enough by balfin the present square. He had known that market twenty-seven years, and when he first knew it there were not ten butchers in the mar- ket, and now there was not room to accommo- date the country people when they came. The market was a nulsance, and ought to be Mr. Mulloy spoke of private interests and log rotting on a former occasion, and reiterated bis belief of the limited rigbt of the city. te re- plied to Mr. Orme by stating that that gentle- inan bad known the market twenty-seven years, but be Lad known it longer, ‘and. during that whole time he did not remember seeing Mr Orme there. The reason why butchers there were few then, was that there was another mar- ket in the Fiftt Ward doing well, but which had been removed and placed ig a apud-bole, and subsequently changed into—not a hog pen, gentlemen [gbut a school-house. After furtuer discussion the question was put ou Mr. Wallace’s resolution, and it passed — yeas 13, nays 8, as follows-: Yeas—Messrs. Bobrer, Castleman, Edmonds- ton, Lloyd, Mobun, Mulloy, Ober, O'Hare, Palmer, Russell, Turton, Tree, and Wallace Nays—Messrs. Jones, Milstead, Orme, Parker, Powell. Van Reswick, Wilson, and the President (Mr. Abert ) Mr. Mobun’s resolution was also coramitted. The balance of the evening was taken up with miscellaneous business, the rules being sus- oded Tue bill preventing the carrying concealed dangerous weapons caused sume discussion on the question of the right of the Council to pass such a law. Tux Potomac Licut Insantay.—This re- cently-organized and popular military corps took our neighbor Georgetown by surprise yesterday afternoon, by parading her streets, uniformed eap-a-pic, to the number of forty rank and tile, commanded by Capt. Hollingsworth. The occa- sion was one of more than ordinary interest to our Georgetown friends, by reason of the fact that the Cadets of the College, numbering forty- eight muskets, were ov! for escort duty, and that alujor Beiger US. Army, had kindly consented to command the little battalion. W {thers’s and Es ‘s bands were present, in their most mu- sical disposition, and delighted the Georgetown ers by the performarce of many beautiful airs. I would beg of you to lay this letter before the school commission, and would par them to buy the church for a public school. The lots on which the church stands is in square No. , lots 8 and 9, fronting on Fowr-and-a-balf street, Island, 50 feet front, running back 100 feet. The church is built of brick; its walls are 14 inebes thiek, the length is 50 feet; it is 2 feet broad; and the height from floor to ceiling is ‘20% feet. He took occasion to speak of this matter now, in order that some provision might be made for teachers aad for providiug school rooms. The chairman of the committee on examina- tions, (Mr. Walsh,) stated with regard to teach- ers, that he has received some eighteen applica- tions, apd that the committee won!d meet uring the coming week for the purpose of examining candidates Mr. Ironside stated that the bill now pending before the Councils made provision for the estab- lisbment of one school in the school-room of the First district ; he bad understood that an amend- ment bad been made to the bill by which an- other school had been provided for cB the Third district ; should that amendment be ted by the lower Board, be presumed that the male dis- trict school-room of the Third district would be the proper place in which to hold it The Chale had not before been apprised of this | SSepec in the bill, and was pleased to bear bat the matter of rooms was proposed to be so satisfactorily adjusted Mr. Price asked and obtained leave to be ex- cused from serving on the committee appointed to attend to the interests of the public schools before Congress; and the Chair appointed to fill the vacancy in said committee, Mr. Whyte. On motion of Mr. AtLee, the books and other property of the Board now kept in the Alder- men’s room, were directed to transferred to the room occupied by the Directors of the Ches- apeake and bio Canal Company. The Board then adjourned. Tue Cavszs —In the usual publication of the trials at the guard-bouse, the cases are only stated as they appear on the Justice’s docket. The following are the causes of the heavy penal- ties in some of the cases, more aggravated than others : Patrick MeSbane was muleted for $11.15. It appeared that a disturbance had occurred in the Seventh Ward. The watel interfered to arrest were serionsly resisted. Blows nd the watchmen who were strack in the contlict arrested the prisoner. It could not be clearly proven that he struck the watch- men; but he was in the crowd, and so encour- aged the others by his presence; and not being able to make aclear case under the United States law, be was tried and the penalty of the muniel- pal law imposed upon bim. George Neale, colored, was taken for bein; disorderly inthe street. He was fined $6 15 wit penalty costs ; but failing to pay, the workhouse was substituted. His disorderly cond aggravated by drawing a razor and thr to se it upon another person. The other cases not displaying features of per- ticular aggravation, were disposed of more mod- erately. Three lodgers who came in last night refused to leave and desired to be sent to the Workhouse. They were committed as vagrants for 90 days. This is the ofd game of paupers from other localities They are turned out from their ap- propriate residences, and come to Washington to be maintained at the cost of our citizens. Cincuit Court.—The case of Wilson against Lieberman, which has been pending before this Court for the last week, and which involved the right to possession of a party wall, was con- cluded yesterday evening; the jury fiading one cent damages for the plalntitf. The case of John D. McPherson agt. Wilkin- son G. Williams, was then taken up, in which action was brought to recover the amount of an account for goods sold and furnished. The jury found for the piaintiif, assessing damages ut 2650, with two years’ interest Also, the case of Doe, dem. Wasthington et al against Wiillam H. Gunnell, an aetion of eject- ment. This case was not concluded | evening, and is pending before the court to-day. DisTREssING ACCIDENT To a Wasitineton Lapy.—We regret to leatn that Mixs Euphrasia Beverly, of this city, was seriously burned, on Meoaday morning, by her clothes accidentally taking fire, at the residence of Miss Duval, Rich- moud, Va. At the time of the accident, Miss Dnval was preparing to go out; and as she started, Miss Beverly, with ber clothes on fire, met ber at the door, and clasped Miss D. in her arms. It was with difficulty she could be made to loose ber hold on Ler friend. The arrival of the ser- vants. who were brought to the spot by the Screams of the ladies, prevented them from being almost instantly burned to death. A gentleman who was passing along the street seeing no officer near, arrested one of the belligerents nained Jas.
