Barnetr Respiten.—This unfortu- mate young man, who was convicted of the mur- der of Reeve Lewis, in March last, in company with Heary Williams, and who was sentenced to be hung in the jail yard to day, bas been the object of the clemency of the President, so far as to guin for him a respite of the sentence for two ‘weeks, until the Sth of November, proximo. The following is a copy of the respite : James Buchanan, President of the United States of America; to all to whom these presents shall come, greeting : Whereas, Charles H. Barrett was convicted of the murder of Reeve Lewis, at the last term of the Criminal Court for the District of Columbia. and sentenced to be banged on Friday, the 22d day of October, instant Aud whereas, an application has been made to me for 2 commutation of his punishment, which application being made on the eve of the day Sted for bis execution, | bave not had time to investigate the subject with the care which is due toa matter Involving the life of a human being. Although in the brief examination which I have yet been able to make of the case, | am not convinced of any fact which should induce me to turn aside the course of law. Neverthe- tess, I th’ it due to the prisoner, to the public justice of the country, and to myself, that the erecution should not take place until the facts be ail laid before me and fully considered. For these reasons, | have determined to respite the executions for two weeks from the time hereto- fore fixed Now, therefore. be it known, that I, James Buchanan, President of the United States of America, do hereby respite the execution of the above recited sentence upon Charles rett, until Friday, the Sth day of November, 1558, be- tween the hours of nine o’clock, a. m., and one o'clock, p m , of the said day (Signed) Jamxs Bucwanan. ‘We were informed by the officers of the jail this morning, that during yesterday and last evening the time of the criminal was spent principally im devotional exercises, under the direction of Kev. Mr. ©’ Toole and several Sisters of Charity, who have been assiduous in their efforts to pre- Pare him for the terrible ordeal though which he expected to to-day, and for, his entrance upon ‘the life to come.’? Through the assist- ance af these ministers of religion, and by his own @ rently real contrition, Barrett seems to have ome pertectly resigned to his fate, and Prepared to meet death void of all fear. In the absence of his spiritual advisers, a great deal of bis time has been consumed in Loch oa He has been the recipient of constant visits from his father and mother, who manifest the greatest mental torture under this neavy #filiction, and have left nothing undone which it was in their power to do to save him from the extreme penal- ty of the law. ‘To their intercessions mainly must the ubeve noted action of President Bu- chanan be attributed, although there have been numerous other a among them citizens of standing and influence, who have interceded in his bebalf, notwithstanding the deplorable condition of society which exists all around us, and which can only be regarded as the result of extreme laxitude in the administration of the law. We learn, further, that Barrett still persists in declaring himself guiltless of the crime for which he bas been sentenced. He does not deny being present, and aiding and abetting in the snurder, but he denies that he fired any shots, and that the death-wound of Lewis was inflicted by bis hand. From the representation of his friends to Mr. Buchanan, in order to ettect a post- io of the sentence, there seems to bea entertained by them that Williams can be induced to exculpate Barrett from the charge that he fired the shot, and that then, in conse- quence of Williams himself ine sentenced only to confinement in the penitentiary, as he was found guilty of murder in the second degreé, they can procure the commutation of Barrett's sentence, because of the unjust discrimination which will then be made to appear as having been exercised by the jury in favor of Williams. Whether their anticipations will be realized re- mains to be seen. Of the incidents which occurred at the jail last night or this morning, there is nothing worth relating more than we bave said above, except to add that the Marsbal had in attendance this morning & strong force of police and auxiliary guard to preserve order, and that everything was ready for the execution. The Tespile was sent to the Marshal about 9 o'clock, and before reach- ing the jail be met the mother of the unfortunate young man on the street, and communicated the Welcome intetligence to her and be! comes ions, @ number of Sisters of Charity. with whom sbe bad just left the jail, She betrayed considerable motion on the announcement being made. On reaching the jail, the Marshal deputed jailor King to inform the prisoner of the respite being granted, and that gentleman reported that Bar- fett received the intelligence with great co: posure He bad previously received the Sacra- ment from the hands of Father O*Toole for the last time About 93 o'clock a gentleman of some Tadical persuasion, who discarded all the re ligious ordinances and professed to teach a new and beautiful theory of Christianity, presented bimself at the jail aud desired to see the pris- oner. Bupert.—In addition to the Centre “Market bill, an abstract of which we gave in the Star of yesterday, several other matters which are considered important by our citizens were introduced on Monday last. Considerable dis cussion at times sprang up, but very little of it ‘was at all pertinent to the questions at issue. A subject of interest to our friends of the Sev- enth Ward was the bill reported by their dele- gation, for the erection of a market in that ward. The bill appropriates $7,000, or as much as may be necessary, out of the general fund for the pur- pose of erecting a market house to the pisnof the west market. The Mayor and one member of each Board ate constituted a commit- tee to advertise for bids, and contract for and rt tend the erection of the a The Mayor is authorized to call a meeting of the citi- zens of the ward, to ascertain their views rela- tive to a site for said market; which being fixed upon, the committee shall proceed to perform the duty assigned them. is bill was made the special order for Monday next. Mr. Powell, on leave, introduced a bill for erecting &@ school-house in the Second Ward. The amount called for by the bill is $3,500. The subject of proper accommodations for the public sebools in the Second Ward bas been fre- uently hinted at by the members from that Ward) They have declared that the present rooms are not fit for the public schools The reat obstacle in the way of the Washington Pavlic School system is financial difficulty. It has prevented the erection of comfortable and substantial school-houses in every section of the city ; but efforts are making to improve the sys- nd it is the desire of ewecy citizen to see succeed, though the success js but slow Mr Powell also introduced a bill to establish a night school for srpontnes for four months. This bill is of great importance to very many lads whe are now learning trades and have only, the nights in which to educate themselves—the days being devoted to their trades. bh these bills were referred to the public schools committee, and it ts probable they will receive speedy attention. Mr. Mulloy, from the gts committee, re- ported a bill supplemental to an act to regulate the markets with an amendment Proposing to tix the prices of certain stalls at the following rates ; Centre Market, $100; Northern, $50; V eatern, $10; Eastern, 830 Mr. Powell proposed to make the stalls at the Northern $100, but failed. Mr. Bohrer otfered the following rates as a substitute for the committee’s amendment : Cen- tre, $60; Northern, 50; Western, $30; Eastern, 220; which also was rejected. Mr. Jones offered an amendment, making ita penal otfence for persons to combine to regulate the market prices, and making it the duty of the Chief of Police to detail officers to attend at the market and assist in the enforcement of the regu- lations. Here a very fiery discussion occurred between Mr. Wallace of the Fifth Ward, and Mr. Orme of the Second, the subject of which at first ap- red to be the causes of the Democratic defeat a Pennsylvania. {t was very difficult for us to discover bow forestalling the market was con- nected with that event. But inthe hubbub of causes mentioned we thought we heard the re- mark, that ‘a uniformed police running through the market and watching every man that sold for @ pound of butter, a little less than a pound would make any administration un pular.?? ‘The gentleman from the Fifth Ward let go the hold on the Pennsylvania subject, and took a fresh one, by inquiring who the gentleman from the Second Ward voted for at the last Mayor's election. The reply was, “for Col. Berret.”’ At this point, the contest growing rather hot, @ gentleman discovered that ail this had nothing to do with the amendment of Mr. Jones; and the Chair called to order. ‘The question was put in form, the amendment ‘was agreed to, and the bill was passed. This bill will be thoroughly ciacoued by the butchers and hucksters in our city markets, whose interests are affected by it. Toa portion of it, the consent will be unanimous; to other portions, they will be as unanimously opposed.
