I7F-Shillingtonsends us the Atlantic Monthly. {> Governor Willard, of Indiana, has issued ™& proclamation calling an extra session of the Legisiature, to convene on the 20th of November. Tt will be composed of the newly clected mem- bers and the Senators holding over UP The bark Isle De Cuba has been taken possession of by the custom-house officials at Boston for the purpose of awaiting an investiga- tion into her recent voyage to Africa. Her crew twelve la number, have also been taken into cus- tody by the United States Marsball and carried to the United States Court-rooms. According to the marine register the Isle De Cuba belongs to Mr. De Le Pagnare, of New York. The Ista de Cuba, Captain Dobson, cleared from New York for Lonado, August I2th, with a cargo of beans, rice and lumber. She proceeded as tar as St. Michaels, when Captain Dobson asked the crew if they would proceed to the coast of Africa for a cargo ofsiaves. They refused, and Captain Dodson left her at St. Michaels. The mate, Mr. Turner, took charge of the bark and returned to Boston to give her up. THE PROGRESS OF ¢ LIZATION. The Morrissey and Heenan Prize F'ght. The prize fight between Morrissey and Heenan ‘was to take piace at noon yesterday. Both were to enter the ring at I20’clock. The brussersand their friends intend to land en an island, not named, but ‘forty miles from any railroad or telegraph,’ and bave engaged a large flight of carrier pigeons to convey the fortunes of the day to Buffalo, aad thence, by telegraph, “over au astonished and delighted country.’ Heenan, alias ‘Benicia Boy,” has been at Eighteen mile creek,N. Nineteew are yet to be beard from. ta the Senate the Republicans have élected ten ies and the Democrats six, four to hear WASHINGTON NEWS AND GOSSIP. ‘Tre Save or THE (State) Pustic Works or Pexnxsyivania.—We mentioned some time since that the sale of the‘giabli¢ works, the property of the State of Pennsylvania, asmade under tbe auspices of the present State ad- ministra‘ion, in arousing the igna’ of the quiet people of the commonwealth with sometting to lose by the transfer of millions of dollars worth of the property of the State, “free gratis,’’ as it were, to private specula- tors, had much to do with the reeult of the re- cent Pennsylvania election. The transaction was ciearly on a par with the never-(o-be-for- gotten Yazoo-lands fraud of Georgia, which, to this hour, stinks in the nostrils of all men of integrity, and bids fair to exist in the memory of all as long as our history shall be remem- bered, as the glaring example of the want of governmental (official) honesty incident to this particular era on this side of the Atlantic. A case is now in course of adjudication before the Supreme Court of the State—known as that of the Sunbury & Erie Railroad Co. rs. Coop- er, in which the question of the legality of the pretended sale (but real gift) will be duly test- ed. We have seen a printed argument in this case made by Attorney (ieneral Black, who ap- pears in it in behalf of his outraged fellow-cit- izens, contesting the validity of the transac- tion A more complete exposure of mendacious corruption and illegal assumption of authority we never read than this same argument, which should be filed in the library of all who would preserve a record of the important transactions of the times. If it fails in its purpose of vitia- ting the pre'ended sale, then the people of Pennsylvania have no protection whatever in law against wholesale robbery by collusion be- tween their agents and the horde of penniless speculaters who hover around them, as such characters now notoriously ecek to ensconce themselves under the shadow of those whohold office at every American State capital. Tue Apxissiox or Texrritory.—The prope- ion to admit Kansas, irrespective of the num- ber of her population, in direct contravention of the provisions of the English-act of the last session of Congress, on which Stephen Arnold Douglas ia running for re-election to the Sen- ate of the United States, in generating the azitation of a scheme to secure the admission of Nebraska with her 25,000 population only, into the Union as a State, is opening the eyes of conservative people in all directions to the enormity of the doctrine it involves—to the flagrant violation of the principle of representa- tion under this Government according to popu- lation. We are glad to perceive so many pa- pers of standing speaking out emphatically against it, and hope that it may be crushed in the bud next winter, though the energy with which the allied army—Douglas and his Phun- key followers on the right, and the Republi- cans on the left—will urge in carrying out their joint programme of Kansas anti-slavery agita- tion may fasten it upon the future policy of the Government, so far as its endorsement by the House of Kepresentatives is concerned. In their joint struggle to lay the foundation for the defeat of the Democracy in the Presiden- tial election of 1560, and for the practical in- vestment of the Abolitionists of the non- slaveholding States with practical power to work their will with reference to slavery in the United States, those parties will stop at nthing. Thus they will scout any principle of law which stands in the way of the investment of any handful of individuals with the rights and privileges of a State of the American Union upon whose representatives in House and Senate they may fancy they can rely to aid their ultimate purpose of entirely nullify- ing every constitutional guarantee of the rights of slaveholding States. Navan.—Pasced Assistant Surgeon Sherman, who was recently tried by a court martial! on board the sloop-of-war Dale, of the African squadron, on the charges of treating his supe- rior officer with contempt, scandalous conduct, and neglect of duty, and found guilty and dis- missed the squadron, was ordered on board the steamer Caledonia, of the Paraguay expedition and will not, therefore, be returned to the Dale’ at present, at least, as is stated in some of the New York papers. What the action of the De- partment will be, ultimately, respecting his charges against Commander McBilair, who is represented as having been guilty of great in- justice towards him, remains to be scen; but, of course, time will be allowed for Com. McBilair to be heard in bis own defence. If his allega- tions of the inhuman conduct pursued by Com. McBlair towards the men on board of his ship are proven to be true, there is no doubt but that he will be sustained by the Department, and a proper rebuke be promptly administered to the Commander, as well as to the other officers by whom Dr. S. was tried. Tue Overtanp Mai to Cavirornia.—The following is the reply of Postmaster General Brown to the communication of Mr. Butter- field, announcing the success of the Overland Mail to California. Mr. Brown's absence in Tennessee, whence he has recently returned, will account for the delay of his reply : Post Orrice Department, Washington, Oct. 20, 1558 Sia: On my return from Tennessee, I received your despatch announcing the arrival at St Louis of the first great overland mail from San Fran- e'sco. It may develop not one ouly, but several Californias on this side the shore« of the Pacific. The country cannot award too high credit to the lamented Rusk, and other members of Congress, who authorized this line to be established. or to the President, who de- voted bis great abilities to carrying the law into execution. PowtLanp City Curamm.—In the matter of conflicting claims to land in and near Portland city, Oregon, the General Land Office has just decided against the claims of Mr. McNamee and Mr. Speer, under the ‘donation act” of 1850, and aise against the claim of Mr. Lowns dale under an amended notification of the lat- ter; and in favor of the claims of Messrs. Stark, Chapman and Coffin, and of the claim of Lowne- dale under his first notification, dated March 11,1852 Where the claims of the above par- ties conflict with the Iands included in the entry of the town site for Portland city, their titles will be eecured through the town authori ties, under the provisions of the act of 1844, and the supplementary act of 1854. Pustage to Inpia.—We are requested to state that the regulations recently promulga- ted by the British Post Office relative to the compulsory prepayment in full of postage upon letters between the United Kingdom and the East Indies apply only to letters posted in the United Kingdom addressed to the East Indies, and vice versa, and do not extend to transit letters for India received from the United States. The regulation for collecting the United States postage only upon letters mailed in this country for India, via England, is there- fore still in force—the single rate of United States postage being 21, or 5 cents, 3s tho Atlantic sea conveyance is performed by British or United States packets. Navav.— From our exchanges we glean the following : The following vessels of the Para- guay squadron have sailed up to this date: From Norfolk, on Wednesday, the 9th of Octo- ber, steamers Water Witch and Fulton ; from New York, frigate Sabine, steamer Harriet Lang, storeship Supply, from Charleston, br g- of-wat Dolphin. The steamer Southern Star, at Norfolk, will probably be the next to go. The United States store-bark Release, Lieut. Commanding Wm. A. Parker. will sail in a few day’ for Buenos Ayres and Paraguay. A let- ter‘bag will be kept open in the Lyceum at the navy yard; for the reception of letters and packages. Swamp Lanps.—The Commissioner of the General Land Office has transmitted to the Governor of Missouri two patents, numbered two and three, for swamp and overflowed lands enuring to said State, under the provisions of the act of September 28, 1850, in the district of lands subject to sale at Milan, Missouri, con- taining in the aggregate 77.945.83 acres. Hon. J. Graxcy Jonzs.—We noticed yes- terday that the President had tendered the appointment of Minister to Austria to Hon. J. Glancy Jones, of Pennsylvania. Soon after the Star went to press, we were given to un- derstand that Mr. J. had accepted the ap- pointment, and this morning the latter state- ment is fully confirmed. Gov. Denver —It is stated that this gentle- maa cannot be induced to retain his position as Governor of Kansas, and that he has positively resigned, and is on his way to Washington. It is not supposed he desires to occupy the posi- tion of Commissioner of Indian Affairs perm:- nently, and there’ore will not try to have Mr. Mix removed for a temporary convenience. It is gaid California is to be his future destinatior. Cauirornta Surveys.—The General Land Office is in receipt by the last mail of surveys and plats of private claims in California, cov- ering about 95,521 acres; besides surveys and plats of public lands, containing upwards of 49,000 acres.
