The drawing contemplates an extension in the rear of the present main build- ing, which takes in a considerable space of grcund, and enlarges the body of the church about one-third. Conviriox. —Editor of the Star: A bill has passed one branch of the City Council to issue to the creditors of the Cor- Poration “certificates of indebtedness” to the amount of fifty thousand dollars. This measure, should the other branch concur, will, doubtless, relieve both the Corporation and its creditors from much present embarrassment. The charter of the city, however, prohibits an inctease of the funded debt, and limits the rate of taxation to three-quarters of one per cent ; end we are left to presume that those influential citizens who — the charter in this sbape from Congress ad estimated that, properly managed, the cur- rent expenses of the city could be defrayed with the sum that this rate of taxation would produce. For some years back it appears not (6 have done so; and there does not seem to have been any very gross mismanagement, except the recent in- crease of the salary of a clerk, which the public necessities did rot call for. A few years ago, however, in a matter not connected with current expenses, an unwise act was committed by the Councils in endorsing the bonds of a ralfroad company to the amount of sixty thousand dollars, the interest on whieb , $3,600, is now a permanent a on the city treasury; and th&t for a work pom les entirely beyond the limits of the Corpe- ration. tis pgp ror ase to fund fifty thousand dol- lars of the floating debt of the city. Unless we can persuade ourselves that a share of xtock is not a certificate of indebtedaess, and that a cer- tifieate of indebtedness is not axhare of stock {hts fs in direct conflict with the charter. It will ‘be, in any event, an addition of $3,000 to the yearly expenses of the clty. These two measures will thea add $6,600 to the forty odd thousand that the tax payers of the city are now yearly giving to capitalists for a dead horse. If this sort of financiering is to continue, we sball in apply to Congress for authority to inerease the tace of taxation to enable us to pay the interest on oar debt. Why not at once do s0, Psy for our improvements as we make them, and avoid the debt. But, it may be said, Congress is nat in session, we are embarrassed, an want retief now.
