The Union, this morning, shows Mr. Letcher, of Virginia, at work demolishing the efforts of Mr. Sherman. of Ohio, to prove the extrava- gance of the present Administration. It tells what the Republicans in the: last Congress essayed to do, and how they were check- mated, as follows: “It was evidently tho in- tention of the opposition to swell the appropri- ations to as large a maximum as possible. An enormous expenditure of money would have afforded an admirable basis of assault upon the Administration and the Democratic party in the approaching elections and in 1860. This immense expenditure, with very diminutive receipts in the Treasury, would render neces- sary an increase of the tariff for the protection of the manufacturing interests in the Republi- ean States. A clamor for this increase could be amade highly available before the workingmen ef the North. “The plan of the proposed campaign wae, thus, a very formidable one. A great outery against the extravagance of the dominant par- ty; @ preposition for increasing the tariff as a ineusure of public necessity resulting from Democratic extravagance; the advantages of thus protecting the honest and needy Amer- iean workipgman against the pauper labor of Europe;—these were to be the pleas and pre- texts for acommon assault of all branches of the opposition, united in a grand “ People’s Party,’ against the Administration and the Democracy. “Thanks, however, to the wisdom and pru- dence of Mr. Buchanan, the first branch of the scheme of the opposition failed most signally. ‘They were not allowed to run up the appropri- ations of the session to ninety-two millions of dollars, according to the covert suggestion of Mr. Sherman. The President gave them warn- ing that he would take time to examine min- utely every item of money that they put into the appropriation bills;”’ and having the fear of a veto and an extra session before their eyes, they retired from their plunder foray with smaller appropriations and less political capital than they had expected. The Union, also, considering the “News from England,”* has no doubt of the proper sentiment of the people of England upon this subject, nor of the ultimate triumph of that sentiment in maintaining relations of amity between the two Governments. The Union likewise comments upon the speech of Mr. H. AxgcHstsnor Hvenrs in Court —Artchhishop Bughes attended Albany, N. ¥., before the grand jury as an applicant for an indictment agai Albany Statesiman for a libel, contained i. f- tain lelters exposing an alleged Catholic secret society, which it cla'ms extsts under the title of the “Circle of Jesus.” After hearing the arch- bishop's testimony, the graad jary refused to in- dict, on the ground that if the maiter is libelous against the archbishop, it sbould be prosecuted in New York, where he lives, and not at the ex- pense of Albany county. It appears that Collector Schell de-lined placing himself in their hands in that connection. - The consequence was that it was resolyed to break him down, by defeat- ing his confirmation, in the hope of bringing about the appointment of Mr. Samuel Butter- worth in his stead, upon whom the plotters thought they comld. rely Had-he agreed to carry out the plans of his accusers with refer- ence to the distribution of his patronage, they would doubtless labor as hard to bring about his confirmation, as to defeat it, by slandering him to Senators, and getting up an unfounded prosecution against him before a House-inves- tigating committee. Never were intriguers more completely nonplussed here, than they have been; and it is to be presumed that, now that Mr. Schell has the whip hand of them at home, he will make short work of decap- itating those adhering to or sympathizing with those at present holding government office or place under him. As they are under- stood to have originally obtained for their “strikers’’ a fair share of the offices in his (Collector Schell’s) gift, it is to be presumed that there will be 2 hundred or more poor souls stalking around the New York Castom House with their beads (official) under their arme. Our Government being doubtless in possession of full official information relative to his in- trigues in Nicaragua, has already taken care to hold him in check, as we explained not long since: “Mons. BELLY axp THE NicaRacva TRANSIT Roure.—The Paris coirespondent of the London ‘Times gives a copy of the convention concluded between the government of Costa Rica and Nica- ragua onthe one part,and Felix Belly, acting oa bebalf of Milland & Co, of Paris, on the other, relative to the concession of an inter- oceanic canal by the river San Juan and Lake Nicaragua. Appended to the af convention is a declaration signed by the Presi- dent of Costa Rica aud Nicaragna, setting forth the sufferings they have endured from the filibus- ters, and the risks they still run from fresh inva- sious known to be in preparation, and in reality under the patronage of thie United States govern ment, and appealing to the yreat Powers of Eu- rope to sustaiu them in their independence, and not leave the coasts of Central America at the mercy of marauders, but enforce the observance of the public law.” Mr. J. Guaxcy Joxxs.—Tho psondo Demo- cratic press (two or three in number) in Penn- sylvania that deserted the party upon the Kan- sas question, have warred on this distinguished gentleman more than on cither of his faithful Democratic colleagues. Thus, they have left no stone unturned to render him, by misrepre- sentation, unpopular at home. In so doing, they pay a very high compliment to him; for the gist of their accusation is, that he was the moving spirit in the happy consummation of the late settlement of the Kansas imbroglio. Ile has, however, in turn, not lacked earnest and able defenders at home, as may be inferred from the following extract from a recent num- ber of the Lancaster Intelligencer : Hon. J. Guancy Jones —We are under no ob- Negations to this gentleman, nor have we any spe- cialeause for embarking in his defence. But when we see Lim assailed on all sides, and made the special object of pareosny and detraction by the enemies of the Democratic party, we feel like thrawing a mantel of protection around him. and shiciding him, to some extent at least, from these Virwlent and embittered assauiis. At the recent Abolition gathering in New York, in which the Union, the Con ation, the Christian Church, aud the Bible were openly denonnred and repn- diated by Garrison, Villsbary, McK im and others, Mr. Jones was assailed with bitterness and ma, lignity—and even news oupers in our own State— professedty Democrat: ve made bins the sub- ject of misrepresentation and abuse ! Why ts this? Has Mr. J., in any way or manner be- trayed the great party with which he has been so long ident fi€@? = Has he done av “we of death or of bonds?"? If Mr. Jones had, like some cthers who might be named, betraved the'Democratic party.proved faise to Mr. Buchanan, yielded to the purposes ef sectionalisim, and sold himself to the Black Repub s, he would vow be a general favor- ite with the opposition, and ais present assail- ants would have been his warm and enthusiastic enlogists and admirers. Itis better for Mr. Jones that such men are hisenemies. Their opposition will only endear him the more to his constituents. [tis the very best endorsement be could have for bis unswe ing fidelity to the Democratic party—his ty and patriotism. ‘The censure avd denuncia- tion of his political evemies will not hurt him. The more freely these poisonous shafts are hurl ed at his devoted head the more certain he should fre] that his conduct is right and wil sustaln- ed bythe people. Whatever President Buchanan takes occasion to do with reference to our foreign relations is sure to be approved by nearly all Americans, of all parties. The Administ: tion is vulnerable on so many points of public policy that there is no need of going out of one’« way to attack it, upon a factitious one. Dislike that Administration ax we may,—and condemn it as ofte: we feel calied upon to do, on other questions,—we are free to say that in the man- agement of this British aggression business, it has acted, in our humble judgment, about right. And if the spirit and tone of General Cass’s let- ter to the American Minister in™London were sufficiently spirited and sharp to please the most ultra Anplophobia in Tammany Hall, or the Pewter Mug, (whose veice is always for war,) sarely the nv ek-minded Mr. Burlingame ov to be satisfied with it.’? Down tHe River.—The young people of Washington are enjoying themselves amazing- ly on river excursions just now. That manner of passing a day in hilarity was never so much in vogue here ss at present. It is beyond aii question as invigorating, heulthful, and irno- cent in its influence upon the youth of beth sexes of a city, as any other conceivable amusement; while its cost to each ene who participates in it—who goes down tho river on an excursion—is hardly a tithe of the cost of taking as much genuine comfort and pleasure in any other way. Such parties, numbering five hundred joyous boys and girls, for the most part, daily leave Washington for Fort Washington, the White House landing, Gly- mont, or other points on the Potomac; and after an absence of twelve hours or so, return home invariably without an accident. So far, we do not remember to have heard of the oc- eurreuce of a single regretable incident upon such a pleasure party going forth from the Federal Metropolis on any occasion within three years, which period embraces almost the whole history of their rise and progress here. Long may tho boys and girls around us con- tinue to enjoy them! Inrgovixe.—The Treasurer's weekly state- ment for the week ending on Monday last, shows somewhat of an improvement, insomuch as the increase of receipts is set down at about $3,500,000 over the preceding week. Dizv.—John Hollins, a second assistant en- gineer in the Navy, is reported to have died on the U.S. steamer Granada, on the 14th instant, on the trip between Aspinwall and Havana.
