WASHINGTON NEWS AND GOSSIP. A New Parry.—The Philadelphia Press— Et tu Brute '—is busily engaged in efforts to generate “a new party.’ Now, this, from Thomas Jefferson's time to to-day, has been the work of renegades and other defeated ene- mies of the Democracy. Who does not com- prehend the fact that no man faithful to the principles of the Democratic party organiza- tion is, ever engaged in such work; and fur- ther, that it is the invariable course of men who from disappointment or any other sinister motive dissever their connection with the De- mocracy,to seek to maintain position in the public eye by lending themselves to the enemies of that party” The truth is, Mr. John W. Forney, with less excuse for his tergiversation than any other deserter from the Democracy ever had, finds that his only remaining hope in politics is to strengthen the bands of the Republican party, and notwithstanding his record from the mo- ment he entered public life until President Buchanan declined to make him a member of his Cabinet, he is bold and reckless enough to play out the game of his Republican-party backers to the bitter end. Fortunately, his in- fluence with the Democracy of Pennsylvania is gone. He can not carry five hundred votes with him. That is, of persons who supported James Buchanan in the last Presidential elee- tion. Ina week after the next Pennsylvania State election, Mr. Forney will be as thorough- ly and avowedly identified with the Republi- cans as David Wilmot is at this moment SSS EVENING STAR. WASHINGTON OITY: SATURDAY.......---- Notice To MemBERs oF Co; Ess.—Members of Congress can have their speeches printed with nestness and dispatch, at the Star office Price, for 5,000 copies of a sixteen-page speech, one cent and a half each; for 10,000 or more, one cent each. SPIRIT OF THE MORNING PRESS. The Union publishes the April monthly statement of the commerce of New York = showing that the extravagant importations of the past few years have greatly abated, while, notwithstanding the lower prices which are ruling for all our staples of export, their value has, during the first four months of the present calendar year, equalled, and that for Apri, ultimo exceeded, the values of the correspond- ing periods of the last two years. Thus, whi! our purchases from abroad have been greatly moderated, our sales have held their own; which is a condition of trade the most favor- able possible for recuperation and for the rein- statement of prosperity. If this state of things continue a little longer, we shall have attained that equilibrium in our foreign trade, which is the normal and natural state of all commerce The figures would indicate that, whereas the importations of the whole Union during the first four months of 1856 were about $107,000,000 ; and of 1857 about $130,000.000; those for the present year up to this date have only been about $60,000,000. The only thing which this change has affected injuriously is the customs receipts. Taking New York as a criterion, the tariff revenue of the Union in the first third of the present calendar yeaz has fallen $15,500,000 from those of the same period in 1897, and $12,000,000 below those of the first third of 1856. If this state of things continue it will result that while the affairs of Uncle Sam's people will be getting cleverly on their legs again, his own finances will be falling into a very straitened condition. The Uxtou is perfectly willing to acknowl- edge a defeat of the Democratic party and can- didates in the recent municipal etections of Philadelphia, but denics that the election of the citizens ticket was a defeat of Lecompton and of the Administration for supporting it. The Jutelligencer regrets the demise of Sen- ator Evans. ———_- ore —_____ UP The Mayor of New York is trying to roo; Out the mock aucticneets who infest that city. es IP 13 steamers, Li ships, £9 barks, 31 brigs, and M4 schooners—worth $1,715,375—were lost and wrecked during the month of April Tae Aquepuct.—Many contractors are now inspecting the Aqueduct, and studying the plans and specifications in the office. We un- derstand there is likely to be much competition at the letting, which takes place on Tuesday, the 11th instant. About 200 men are now employed upon the work, which is rapidly progressing. ‘The cul- verts are all finished, except two; the grading of nearly the whole work is done; the stone of which the conduit is to be built is most of it quarried and spread along the trench in which the masonry is to be laid; four miles of the conduit are completed, leaving seven and a half miles yet to build, and as the stone is quarried and the trench dug for most of these seven and a half miles, they may be considered as half finished. The bridges are all under construction—two of the smaller onos nearly completed. The receiving reservoir dam is almost fin- ished, and the coniractor promises to complete itin July. In the Rock creek crossing, the excavation for the foundation of the eastern Washington abutment is nearly completed. Pipes are distributed through the streets ready to be laid. There is every reason to believe that the Ist of December will find the Washington aque- duct supplying this city with water enough for all domestic purposes, though it will not be possible before next year to introduce its full supply of ‘+ Potomac water.” We trust that no attempt to change these appropriate names will be successful. Congress has, by legislation, named the aqueduct after the Father of his Country, and has thus de- creed to him a monument the proudest and most appropriate in its greatness and its use- fulness ever erected to mortal, and what better water should it introduce than his own loved Potomac Swamrep axp Overrtowep Laxns.—The Commissioner of the General Land Office, on the Ist instant, transmitted to the Governor of Missouri a patent, No. 3, for 96,364.64 acres of swamped and overflowed lands in the Platts- burg District of that State, which enure to the State under act of September 28th, 1850. There were also issued by the Commissioner, on the 16th ult., patents Nos. 8 and 9, in the Augusta District; on the 24th ult., patents Nos. Sand 4,in the Jackson District, and on the 25th ult., patent No. I, in the Washington Dis- trict, in the State of Mississippi, for lands which, under the abeve cited act, enure to that State. H. Tucker, indicted for frand and embezzlement in the finances of the Mineral Bank at Cumberiand, was brought pre- maturely to a close, yesterday, by the prosecut- ing attorney, who abandoned the case on the tes- timeny for the commonwealth, and asked a ver- dict of acquittal from the jur UP The Democratic ommittee of New York City have passed a series of resolutions felicitating the Democracy on the settlement of the Kansas question by the passaze of Mr. English’s compromise. The members of Congress from that city who voted for the bill were endorsed, and the dissentant, Mr. Clark, was censured Tae Frexen Spouiations Binu.—Our im- pression is that the condition of the treasury aud the pressure of other business will, to- gether, effectually bar action on the French Spoliations bill during the current session. As the measure is one in which a large num- ber ot people are interested, while cven a much larger number are from habit and feeling—the subject having for many years past been mixed up with politics—bitterly opposed to it, the fact that it is probable that it will not be final- Jy acted on during the balance of the present session is a matter of general interest. iF Subecriptions are making up in New York for the capital of a new company, called the In- come Insurance Company, which is authorized to insure the payment cf rents, and the interest on bonds and muvitgages, and to ¢ in the business of renting houses, guaranteeing the payment of the rents 11> The city of Brooklyn, N Y., bas organ- ized its paid fire department, at a moderate ex- pease.
