It arose from some remarks of Mr. Smith, of Virginia, in the course of his speech on the Kansas question on the day be- fore. He had declared that a member of the Illinois delegation told h*m, that, on the con- vening of Congress, the Democratic members from Illinois held a “consultation,” which was attended by Senator Douglas, and at which the eourse to be pursued relative to the Lecompton measure was determined upen. And, that the reasons for pursuing that course were that Mr. Douglas might be re-elected to the Sonate, and because the President had not appointed cer- tain persons recommended by Mr. Douglas and the delegation.
