The first is its insinuation—which we thus state briefly to economize space—that the Ad- ministration caused the contracts for the sup- ply of the army in Utah to be given out so as to affect the decision of the Lecompton Consti- tion question, in Congress. To this story we have simply to reply that no such contract has been made with any man other than an old army contractor, following the business not only long before the present Administration existed, but long before Kansas became an organized Territory of the United States. The simple statement of this fact shows how utterly false the Courter and En- qutrer’s insinuation in this connection really Fexerat or Mr. Harpix.—The Clerks in the Navy Department this morning, as far as was consistent with the business thereof, attend- ed the funeral of their late lamented associate, L. Ix tHe Hovsg a message was received from im the Kansas bill, which had passed that body. The House then went into Committee of ¢ Whole, and took up the General Deticiency bill. Mr. Smith, of Va., made an able argument in favor of the n Constitution. While he was on the floor quite an animated discussion took place between him and Mesars. English, Davis, of Ind., Haskins, Dawes, Mar- shall, of Ill, and Cox, as to whether the Demo- cratic party is the Democratic party, or whether Mr. Douglas, and others, claiming to be Demo- crats, and acting with the Republicans, consti- tute the Democratic party. Mr. S. got the better of his antagonists in all the several shapes they made the question assume; but, before the discussion ceased, Mr. Palmer contended for bis tight to the floor, and made a speech in opposition to Kansas He was followed by Mr. Morris, of Pa., on the same side, after which the House adjourned. Proceedings of Te-day. In THE Hovsg, to-day, after the adoption of a Tesolution offered by Mr. Houston for informa tion concerning the number of House employees, &c., Mr. J.G. Jones, from the Ways and Means Comunittee, reported bills for the coflection of the customs revenue, and to reorganize the Treasury bt riers he case of Mr. Matteson was then taken up. Mr. Seward advocated the passage of the reso- lution of the special committee. 268 Further from California. - By the Moses Taylor, at New York, we bave the following additional intelligence from Cali- fornia : Later news from the Colorado river informs us of the sinking of both steamers used by Lieut. ives in his VieLanaliny § expedition up that stream, and the consequent breaing up, for the present, of the undertaking. Tbe Indians on the banks of the river were also found hostile and danger- ous. Considerable discussion has been occasioned in San Francisco by the action of the Board of Education in exclnding a child of colored pa- rentage from the High School. There was much opposition in the Board to the step, and the reso- lution ordering it was debated at several meet- ings before it was passed. Hereafter all colored children are to be tanght in schools exclusively intended for them. On the Ist of March, a larce meeting of 1 Frenchmen wax held at the French Consulate in San Francisco, to express their horrorand indig- nation at the recent dastardly attempt to assassi- nate Napoleon and the Empress. An appropri- ate address to the,Emperor was d-awn up, which will be cirenlated for signatures througbont the State, and forwa-ded to France immediate! Per contra, an address to the people of Paris is being circulated for the signatures of republican Frenchmen in Californi: : expressing sorrow for the vores of the sixty persons at the time of the attempted assassination, and expressing the hope that the cause which leads to these bloody tragedies may soon be done away with. Archy, the slave, is confined in Stockton jail by order of Stouall, who is his master and owner under decision of the Supreme Court of the State Mr Win. Carey Jones, the special agent of the United States in the States of Centra America, took formal leave of the government of Nicaragua on the 28th vlt. It is understood that during the latter months of Mr. Jones’s residence in Nica ‘a be had occasion to make complaints of sev- eral acts of that Government in derogation, as he views them, of the rights of American citizens resident therein, and opposite not only to the friendly sentiments which he conveyed to that State from the Cabinet at Wasbington, but also to the spirit exhibited by the authorities of Nic- aragna pending the question of the reception of their Minister (Irisarri) by the United states. In his closing letter, it is understood that Mr. Jones tecapitulates, and expresses the opinion that the acts and facts which he sets forth as directly to his knowledge, are calculated justly to incense the American Government and people, and ought to induce severe retribution and preventive ineans. Dates from Oregon are to the 20th of February The news is without general interest. ‘The melt- ing of the snows had swollen the Willamette river and other streams, causing a great freshet. The Columbia river bad been closed by ice for two weeks. Dates from the Sandwich Islands are to the 28th January. ‘The King and Queen had gone on an excursion to the Windward Islands, in H. B. Everything was quiet on the coast. Business was extremely dull The monetary panic through which America and Europe have both been bat- tling for months, had at length reached even the coast of Africa, causing almost a perfect stagna_ tion in business. The emigrants that went out in the M. C. 8S. were landed in safety, and many expressed them- selves as highly pleased with their new homes. There had been no recent capture of slaves on the coast. UF" Gov. Wise’s reassembly of the Virginia Legislature in special session seems thus far to have proved entirely successful, and to have given eff-ctual support to the Internal Improvement poliey of which the Governor is so zealous an ad- voeate. Six bills giving aid to as many compa- oiding to the Virginia fashion of making State a partner in all railroad enterprises to which individoals subscribe acertain amount— have already passed the Legislature, not by any log-rolling process, but each upon itsown mer! 8 These roads are not new enterprises but unfla- ished works, which the present State aid will carry far toward completion. ‘The spirit and en- terprise of Virginia in this matter is highly com- mendable.
