By Whom and Why it was Desigued.—Its Repetition Certain. To the Editor of the N.Y. Tribune: Sim: Since the late attempt upon the life of the Emperor Napoleon, it is often asked why the ter number, if, in fact, not all, engaged in the conspiracy are Italians? Pianori, the Italian who was executed some years ago for attempting to assassinate the Em- peror, was offered a free pardon if he would make a full confession and divulge his accom- tices, but he bravely retused; and now every inducement is held out to the present prisoners to reveal the details of the plot for participa- ting in which they will andoubtedly forfeit their lives. And though the rumor that Endie has confessed and will appear as a witness against his fellow-cor'spirators is industriously circula- ted, it is not at all believed. The reasons I have hithertoseen assigned for the fact that the numerous attempts upon the = lite have been almost invariably ie by Italians, do not explain the matter correctly. It is known that Louis Napoleon’s coup d'etat of the 24 December was received with acclamation ie the Liberal party in Tus- eany; and even in Rome, though by his troops he kept the Puntiff on his tarone, the news was not received with ill farur. On the coatrary, the Constitutional Liberals, who wish for na- tional liberty, but who are opposed to the Red Repablicans, even to this day, regard him with favor, knowing that he has pressed upon the Pope many measures of reform in opposition to the suggestions of Austria. The Italians, as a nation, are friendly to the Empire. The mem- ory of the Napoleon is still revered by them. But there has existed among them for many years a body of admirable organization and great power. I allude to the dreaded Carbonari. Imme- diately after the French Revolution of 1830, there were a series of outbreaks through the Roman territory, extending into the Duchies of Pa and Modena. ‘ihey were the work of the Carbonari, and were soon put down ina most sanguinary manner by the troops of the late Pope Gregory. Inthe Roman Legations the present Ewperor and his brother, who died during the insurrection, were actively engaged. They were both sworn members of the Carbo- nari. Itis generally understood that it was Pietri, the present Corsican Prefect of Police, who initiated the present Emperor into the Carbonari, of which Mazzini, rhe present Pope, and the late King Charles Albert were active members. This society never forgives a rene- gade member; and this fact is mentioned in explanation of Mazzini’s opposition to Pius IX. and Charles Albert; and this is the real secret of the recent and other attempts by Ita- lians upon the bees Ss life. Louis Napoleon has been tried by the chiefs of the society, formally condemned te death, and received notice of the doom which surel awaits him. Those now in prison may peas on the scaffold, but they know that thousands are ready to avenge them; and even though torture be tried (that it was under Louis Phil- ippe is proved in Louis Blane’s “ History of ‘Ten Years’) they will die without making s sign.
