OC! ELLIGENCE. a SMITHsONtss Lecrors—On Monday evening’ @ very instructive and-nteresting lecture was livered at the Smithsonian fnstitution by Prof.’ Espy:on the “ Law of Storms.” The commenced by briefly noticing the crude systems of Lemon Sop! pee pt = 4 e most extant in his youth. rally’ ved of which was that sdvancea by Hutton. Subsequently, ver, an English philosopher named Dalton Fromntase a novel and somewhat more rational heory. These conflicting opinions led Prof. EB. to make observations of storms, and he was soo: ®onvinced that none of the theories were correct. as they were all inadequate toaceount for numer” ous phenomena. oe observation led bim to the estab- lishment of an entirely new theory, the princi- ples of which he explained as follows: Ist. Supy the air iw one degree colder for every one hundred yards of elevation. ‘Then 2d. If a portion of air becomes warmer than the surrounding air, it will become lighter. 3d_ If it becomes lighter, it will ascend 4th. When it asce it will come under less Pressure from the air above. aan When it comes under less pressure it will th. When it expands it will grow colder. 7th. When it grows cold enough the vapor it contains will condense. Sth. When the vapor begins condensation the latent caloric contained in the air is dissipated %h. When the iatent caloric is given out, it Prevents the air from cooling during its upward movement as rapidly as it would cool if it con- tained no vapor. These, the lecturer said, are the fundamental Principles of bis theory of storms, and in accord- ance with them he ep every phenomena of etmospheric change can be explained He then proceeded to show that for every 1,000 yards of elevation above the surface of the earth the at- mospbere is ten degrees colder, until it attains the temperature of sixty degrees below zero, be- yond which it cannot grow colder, at least so far as has ever yet been shown by experiment. If then the strata of air at the earth’s surface is sev- enty deurees above zero, the greatest degree of cold will be at an elevation of some 14.000 yard« Ifa portion of the air in the lower stratum sbould now become heated beyond seventy degrees (that being the temperature of the surrounding atmos phere) it will begin to ascend, because of the Tarification it undergoes, and as it ascends it will Jose its heat or caloric in the same proportion as the air through which it passes grows colder. If this ascending column of air is perfectly diy, it will reach the temperature of sixty degrees be- low zero at an elevation of 13,000 yards, and then be diffused among the surrounding air Now, when the heated air contains vapor, this vapor contains the caloric, and when the ascend- ing column has reached the height of 11,000 yards, it will bave reached atemperatuare of zer instead of 60 degrees below. In the meantime, however, condensation of vapor will take place, and clouds will be formed = If the Vapor is of sufficient density rain or bail will fall. the tem- perature of which will depend measurably on the elevation at which its formation takes place W hen this body of air is ascendiag the sucround- ing air will rush in to supply the vacuom and the commotion will cause wind ; the force of this wind being dependent on the motien of the as cendiog air; and the rapidity of the ascension of the air being attributable to its excess of temper- ature, and the amount of vapor contained im the ascending sate. The winds will, however, always be found blowing towards the centre of the storm On this application of his theor lecturer * meteoric skowers,”’ or heav which have fallen with reimathahin rapidity and had a very limited extent. Healsoexplaincd the use of the barometer, and endeavored to convince his auditors that bis theory admits of this ex- planation being made on rational grounds and in conformity with well-known natural laws Prof. Expy will continue his lectures on this and Friday evevings, and will apply his theory to trade wind-, hurricanes, Waterspouts, &c., and continue his illustrations of the use of- the barometer. Tue District ix Coneress—In the Senate yesterday, a memorial was presented by Mr. Brown, from mechanics of the city of Wash- ington, asking the enactment of a law similar in_its provisions to the laws embrac:d in the “ Revised Code” in reference to mechanics’ liens von real and personal property, and setting forth that the act of Congress ‘-to secure mechanies und others payment for Jabor done,’ &c., does not afford that protection which was intended by its framers. Mr. Pugh moved that the Senate Proceed to the consideration of the bill to equalize the salaries of certain judges of the courts for the District of Co- lumbia and for other purposes ; which motion was agreed to; when— Mr. Pearce wished the bill postponed for a few days, as be desired to offer an amendinent; and it was postponed accordingly. the learned roc-eded to account for what he termed deluges of water Tae Weeiey Cuaret Coxcxrt came off last night, giving great satisfaction to a large audi- ence.
