LOCAL INTELLIGENCE. Lectcre at TRE Sutrrsontan.—A Very large audience was in attendance at the Smithsonian Yast evening to bear the tecture of Rev. PL. Here, also, said he, is Westminster Abbey, where, in the unawakening sleep of death, le the mighty dead of Engtand. Men whose names and the record of whose deeds fill a large space in her history, ant the recollection of whom still exerts @ silent but powerful intluence on her national character. The speaker then proceeded to notice vari statues contained in the avennes of the Parlia- ament House, and particularly mentioned those of Mansfield, Chatham, John Hampden, &c. The assembling of Parliament was the next —— noticed, and in this connection the most celebrated characters in both houses were rapidly sketched. The speaker, however, considers the American Congress a more imposing legislative y, and regards the new hall of the House of sentatives ax superior in both esthetics and zcoustics to either the House of Commons or Lords. Of the manners of the members of the lower house he spoke in no very complimentar, terms. When a member is speaking, he said, many of the others would be reading. talking &c., and those who desired to listen and applaud would frequently interrupt the proceedings by calling out in rapid utterance hear! hear! hear! They are seated on long benches, instead of being Provided with separate seats and desks, as arc the members of the American Congress Among the members of the lower House pho- tographed by the lecturer were Lord Palmerston, Sir Johu Graham, Mr Roebuck, Lord John Rus- sell, D'Israeli, and Mr. Jobn Bright. Inallud- ing to the House of Lords, pictures were drawn of Lord Shaftesbury, the Duke of Argyle, Lord Brougham, and others. Leaving the legislative body, the speaker next Proceeded to sketch somw striking peculiarities of the city, its public buildings, and inhabitants. The area of the city was stated to be 120 square miles; the cost ef lighting it £2,000,000; the length of gas pipe used‘2,0 0 miles. The num- ber of convicts, 6,000; of professional thieves, 3,600; of bawds, 40,000; of rofessional begyars, 35,000; of drinking bouses, 10,000. Mr.C stated that 22,000,000 gallons of liquor and 43,000,000 xallons beer are consumed annually in London. The sewing women of London were spoken of. Of these, there are in London 9,000. In his al- lusion to this class, ax well as to that of the abandoned, the speaker's remarks were secur impressive, and the audience was considera ly affected by his eloquent rehearsals of Hood's “* Bridge of Sighs,”’ and the ‘ Song of the Shirt.” The speaker glanced next at the religious por- tion of the community, and noticed particularly the Youn, Men's Christian Association, and that Prodizy o pulpit eloquence, Rev. Mr. Spurgeon le next proceeded to West End and described Hyde Park and other localities in the vicinity of the palace. Prince Albert and Queen Victoria were pleasantly daguerreotyped as they appear in public, and to the Jatter a high compliment ‘was paid on account of her womanly qualities. Florence Nightingale was described as a modest and unostentatious lady, whose noble conduct in the Crimea entitled her, in the lecturer’s opinion, to the << Praise which he had at command. Several other notable charatters and various historical incidents were mentioned in rapid suc- cession, and the speaker concluded with a most eloquent metaphorical allusion to the great town- clock of London. C_, urging the removai of the Long Bridge over the Potomac river at W ashing- fon, and the construction of a bridge above Georgetown. Also, from the trustees of the public schools of the city of Washington, asking that pu land may be granted, or a donation from the t ted States Treasury, to aid in the support of the public schools of said city. The memorials were appropriateiy referred. Criminal Court.—To-day the Court met pur- suant to adjournment. The first case taken up was that of the United States rs. Thomas Mc- Nany, in which the defendant stood charged with an assanit upon one Joseph Harris, in Sep- tember, 1557. The jury returned a verdict of guilty as indicted. The next case taken mp was that of the United States es. Thomas Hanson, free negro, charging the prisoner with larceny of three coats, valued at $15, from the clothing store of Me«sts. Hillery, with intent to kill, and sentenced to the oltentiary for the term of five years, was to- an pardoned by his Excellency, the President of the United States Sct airy bom Lite and Prorgety 1x Cross- ike vie Oceix.—The suggestions in the sub- joinefl communication are worthy ef considera- tion as coming froma gentleman who isthe au- thor of various mechanical inventions of merit : Mr. Editor: The frequent and tremendous loss of life and property hax called forth the follow- ing suggestions on some plan for insuring greater safety in crossing the nie seas. We daily read accounts of the destruction of some yessel either on the ocean or on our larger rivers, caused. fire, storm, or some untoward circumstance. The only means of Sone from a burning er sinking vessel are a lim number of small open boats, or metalli¢ life boats or life preservers. Fxxperi- ence has proved these to be very ine nt. Men are frequently found frozen te death with their life preservers about their bodies, or only escape from the wreck to meet starvation in the yaw!- boat. 1 have conceived the idea of making the cabin of a vessel subservient to the preservation of the crew and ening ig in time of disaster, ‘The cabins at present are built partly above and partly below deck. It is poaniole that such a cabin could be built entirely distinct and sepa- rate from the vessel, and made to fit into a por- tion of the bull of the ship, prepared to receive it. The bottom of such a cabin should be com- pleted in the manner of a yawl-boat. This cabin conld be seeured to the hull of a ship by hooks and eye-bolts, or by any other method that would insave dispatch in detaching it. In case the ves- sel be in a sinking condition the cabin could ea- sily be detached from the vessel and, from its construction, it would remain floating on the surface of the water. In ail cases, however, it would be necessary to bave jackserews for the purpose of throwing the cabin overboard when the ship would no longer be seaworthy. The advantage of this over the present mode of ex- cape ts, that the cabin would contain more than all the other conveniences of the ship together, and would | see them effectually from famine, and the inclemency of the weather, as the pas- sengers would be almost as well provided for ax inthe ship. Sach cabins could be constructed on our common river steamboats with flat bot- toms resting on a railway, so that, in case of fire, they could be launched overboard with a mo- ments notice. Considering the conditions of the Arctic and Central America at the time of their destruction, we cannot but believe that, had they been provi- ded with such an arrangement. a much greater number of people would have been saved. a! w.w. Garner, John Shekell. and Hugh Atwell were ar- rested by the city police on a charge of assaulting and beating Otto Sherman and Timothy McCar- thy, marines. They took them to some houses of ill-fame in the Seventh Ward and got drunk, a quarrel ensued, and one of them struck Sherman on the head with a brick, wounding him so that his recovery is very doubtful. Sherman was taken tothe Infirmary, and the parties accused were sent to jail for Court by Justice Donn. Cincutt Covrt.—The appeal docket occupied this Court to-day up to the time our report closed, only two or three cases remaining undispoxed of. The remainder of this week is to be devoted to Chancery cases, and the trial docket will be taken up next Monday, when the jury for this term will be called. ae . Groxerrown, Jan. 21, 1858 Doubtless one of the most diabolical and in- human murders that ever stained the annals of our city’s history, was perpetrated yesterday. af- ternoon, es individual by the name of Ben — A few minutes after fonr o'clock, the pils of the school near Trinity Church were dis- missed for the afternoon, and as they passed down First street —they were playing as they weat along—one of them threw a stone which struck against the front porch of Ogle’s house, where- upon he came to the door, musket in hand, took aim ata boy by the name of John Webb, about ten years of age, fred upon him, and killed him on the sme jthe charge, a fourth-ounce ball; taking effect In the back part of the head, pass- ing through the brain and lodging against the frontal bone. Oyle was immediately arrested in his own house by officer Trunneil, taken before Justice Reaver, who committed him to jail to await the action of the Criminal Court. Coroner Woodward summoned a jury, com- dof the following gentlemen. and held an inquest in view of the body: H. Reaver, John Paxton, J. L.. Kidwell, H. Howes, H.M Hurdle, James Hurdte, W. R. Hurdle, Alfred Hurdle, Edward Mankin, Jesse W. Kitchen, W. A. King and W. W. Charlton. Some eight or ten witnesses weresworn, nearly all of whom testified to the facts as we have viven them above. Officer Trunnel testified that he found in the house of Ogle, at the time he made the arrest, a mosh whith appeare!l to have been recently red olf, Dr, Snyder was called in at the request of the jury, and performed a post mortem examination, which resulted in the finding of the ball at the point before mentioned, and enabling him to xive itas his opinion, that the death of the boy was caused by it. The house of Ogle was also searched by the Coroner and officer Kitchen, and another ball found corresponding in size with the one taken from the head of the murdered boy. After hearing all the testimony and witnessing the autopsy, and hearing the opinion of Dr Snyder, the jury rendered the following verdict : ‘+ ‘Phat the said John Webb, while on his way from school down First street, and when near the corner of Frederick and said First street. was shot by one Benjamin Ogle with a musket loaded witb balls, and that one of said balls, which was a leaden ball, penetrated the head of said John Webb, in the back part, passing entirely throngh the brain and lodging against the frontal bone, which caused his instantaneous death; and the Jury Delieve from the evidence that the said de- ceased gave no provocation to the said Ogle; and the jury furtber say that the parents of said de- ceased are in indigent circumstances.’ After the inquest the remains of the boy were taken to the home of his afflicted parents, on Jef- ferson street The bloody tragedy caused such an excitement among a large mass of our people that we incline to the belief that had not the offender been hur- ried off to prison as soon as be was he would have suffered violence at the hands of the excited and apparently exasperated crowds that gathered about the scene of the bloody deed Ogle is a painter by trade, and is said to have been somewhat intoxicated al the time he com- mitted the deed. Mary Adeline, Jenkins, with 110 cords wood to Bozue & Donnelly, and the Pioneer, from Philadelphia, with a cargo of coal to Barron & Stover.
