The Inton says of the recent speec of Mr. Clingman, after paying it high general cum- plimenta: «The remarks of Mr. Clingmsn on the coolie trade are worthy of special attention. His ex- posure cf the sickly, hy ‘al sentimental!- ty which sheds tears over the condition of the southern slaves, whilst it sees nothing repul- sive to humanity and Christianity in prosecu- ting-the slave trade in white men, is most powerfully exposed We hope he will carry out purpose of introducing a resolation condemnatory of the coolie traffic, and we ope that it will be az promptly and as gene:- ally approved as was that of Mr. Orrin con- demnation of the revival of the African slave le. Whoever reads Mr. Cliogman’s speech will find that there are blows to give as well as to receive in regard tothe slave trade. and tWEt the judgment of the civilized world may yet be pronounced against the white slavery of British policy with even more unanimity than against the African slave trade.’ The Intelligencer say: of the new ocinage bill - e “ There seems to have been an unnecessary panic amongst the people in regard to the effect of the new coi: bill before Congresr, and specalators will find a pause in their pro- gress if the House shou!d concur, ac doubtless it will, in the amendment ad-pted by the Ser- ate on Thureday. That amendaent provides that for the space of two years it shall be law- ful to pay out at the Mint the new cents au- thorized to be ccined for the fractional parts of the dollar at thelr nominal ralue cf twenty - five cents, twelve-and-a-half, &c, It has been ascertained that the Spanizh coins which are mot defaced or clipped are in reality worth | scmething more than the American. The cb- ject seems to be to drive out of circulation the smooth iight pieces co common in small deal ings; but it is wisely concluded that in doing this there is no necessity for a sudden wove- ment, which can only enure to the benefit cf ulators. Business before Congress —Less than feur weeks of life is left for the present Congress | should be Yet the macs of the business of the session re- mains undisposed cf. That is, of the business that cannot be left undone without greatly emberrassing the operations of the Govern- ment. Yet we do not really perceive a dispo- sition on the part of the House to “buckle right down” to the work. However, the evil of procrastination ia their chamber, growing cut of polities for the most part, is no new ac- quaintance of ours, for we bare witnessed its il-sffects for years ond years and years. 02. ten, too, have we suggested the remedies. Viz: remove all desks from the bedy of the halls prohibit the reading of newspapers there, or the delivery of speeches not germain to the subject legitimately before the body. Place desks bebind the Speaker's chair to which members may retire who desire to write, ard still be within instant call when a yote is about to be cast. Pennsylvanians —Gen. Wm. F. Packer, of Pennsylvania, is at the National, in this city. During the late national canvass he was upon the stamp almost daily, and exerted an irflu- ence over the popular mind second to that of no other in the Union. When in Penny!va- nia during the canvass, though it was mt our goed fortune to hear him, we were forcibly struck with the moral furce of his oratory, as manifested in the impress it left on his fellow- citizens wherever he was heard. All seemed to remember his points and to respect his ad- Vice, as though it was the testimony of a man in whom all confided, given from the witness stand. Indeed, as the Fourth of Mareh approaches, thoee—and their nams is legion—who seem ambitious to relieve Mr Buchanan of thie delicate, responsible and ar- ducus task, seem willing to redouble their labors in thie matter. Wehare seen so many Cabinets made, or rather essayed to bs made, by outsiders for so many in-coming Presidents of both parties, as that over-anxiety on their parton the subject only serves to amuse us; and we therefore look upon such acenes as now mee, our eyes at every tura with imperturbable in- difference, though not alway: able to control ourrisibilities. The Island Ometepe, in the lake, fifteen miles from Rivas, and the coast of Chontales opposite, some fifty miles distant, have supplied him with provisions; but now, with his boats end schooner lost, the strong north-east gales which prevail on the lake at the close of the rainy season and render its navigation impracticable to bungos, will ab- sofutely confine him to Rivas. He can no longer procure food to supply the men whom fever and the enemy have still lefthim We see no alternative for bim but to capitulate or starve.” A Naval General Court of Inquiry.—sev- eral petitions having been filed at the Navy Department asking for a Court of Inquiry, under the recent act of Congress, the Secre- tary of the Navy, with a view to granting» hearing at the earliest practicable day, has appointed a Court, to meet in Washington on the 20th instant. This Court is composed of Commodore F. A. F. Lavalette, Commodore S. H. Stringham, and Ceptain W. J. McCluney. Tho Attorney General is of opinion, as we understand, that, under the law there may be a plurality of Courts in session at the same time. Mr. Dobbin, however, as we learn, does not deem it necessary to appoint more than one at this time. The Fair.—The Mechanics’ Institute Fair, to be opened in this city to visitors on the 2d proximo, is to be the greatest exhibition of the kind ever seen in this immediate region. The preparations made are on the grandest and most elaborate scale, and the concourse of strangers who are expected to attend the in- auguration will attract hither, as exhibitors, men of scientific and mechanical eminence from all sections of the Union. The Burning of the Theatrs-—We are very sure that our fellow citizens aympathize deeply with Messrs Kunkel, Floyd & For’, the young and enterprising managers of our late Natio: a’ Theatre, in their misfortune, by which they were deprived of a considerble portion of the earnings of their many years of hard labor No otber theatrical managers have eo secured the confidence and good will of this community, who havo known them long—first as the managers of their former musical troupe, the Kunkel Serenaders. Their loss is nearly fifteen thousand dollars, on which, we hear, they had no insurance ‘the readers will find in the Star's local columns full particulars of the catastrophe. The Weather.—The epring weather thet bas been upon us for forty-eight hours, though promotive of a flood of slosh in most of the thoroughfares of Washington, is mos: delight- fal over bead. All the gay people in the city were out in full feather yesterday afternoon, giving Pennsylvania avenue a ravishing ap- pearance truly We question whether Broad- wey looks mere brilliant on such an cecasion, the proportion of hcliday-attired people here being much larger than any where else in this country, owing to the fact that Washing- ton is in winter to the ccuntry at large, what Saratoga, Newport, Cape May and the White Salpbur are in summer. The Politicians.—Tke departure of Mr. Buchanan has served as the signal for the de- parture of hundreds of the noted politicians from a distance who some how or other acci- dentally happened to visit Washington imme- diately after it was known over the country that he had wended his way hither. We no- tice now, on our daily rounds, that the mass of them eppear to have disapreared ca sud. denly and as mysteriously as they certainly arrived among us. Now Englanders —Amorg the strangers of note now here, we notice Messrs B. F. Butler and Fisker Ames Hildreth, of Lowel!, Mass., leading Democra’ nd also the merry face of Paul R George, Esq’, of New Hampshire: all of whom are well krown to the politicians of the country They come, we take it for grant- ed, to see how the land lies in the matter of the new administration. From Nebraska — Omana. N.T., Jan. 20, 1857. The Country. — The roads leading into Washington from all directions are just now in worse condition than we ever before saw them. The immensity of the snow banks, the rapidi- ty of the thaw, and the sudden exit of the frost from the ground, together make them almost everywhere impagcable. Dismissed —Lieut. Charies E. Fleming, U. S.N, late the firet lieutenant of the biig-of- war Bainbridge (on the Brazil station) has been dismissed from the service in pursuance of the sentence in his case of the naval court martial recently in session at Philadelphia. The Remains of Preston S. Brooks —The committee from South Carolina, appointed to take charge of the remains of Hon. Preston S. Brooks and accompany them home, have arrived in this city, and ars at Browns’ Hotel. The question being on the pending motion to reconsider the vote by which. the said bili had been amended, it was debated at length by Messrs. Bigler, Brodhead, Adams, Benja- min, Bell, of New Hampshire, Hale, Toombs, Pugh, Nourse, Stuart, Weller, Butler and others; when The question was taken by yeas and nays on striking out the amendments, and decided y large majorities on each. Note.—In the course of the morning hour, Mr. Brown presented a memorial, very numer- ously signed by resident citizens, merchants, and others of Wasbington, setting forth that the paved carriage-way of Pennsylvania ave- nue, from the Capitol tothe Treasury build- ing, is greatly out of repair, and that now and annaally heroofter a large expenditure of money will be necessary to keep it in tolera- ble condition They cay there is a radical de- fect in the plan of the pavement, which the experience of our own principal cities and those of Europe has long sinse condemned from ranitary as well as peonniary considera- tions and sak Congress for an appropriation for the repavement of the same upon the plan known as the ‘small block’? or ‘ Belgian pavement,’’ which, they say, has heen fully proved to be geod, permanont, economical, end cleanly. . Mr. Pearce presented a petition from farm- ers, gardeners, and other property holders residing in Montgomery county, Maryland, setting forth that in approaching the metropo- lis with their produce they are compelled to use the Washington plank road for a distance of five miles from the Maryland line to the said city, eubjected to the payment of heavy tolla within the District limite, in addition to the tolls and taxes thoy have to pay for the support of roads within their own State, and aek that Congress will therefore afford them the same facilities they have extended to resi- dents of Prince George’scounty by making the District plank road free. is tae Houses, a large number of private bills were duly passed.
