What does it mean ’ What bas given rise to it?’ What it means is, that the British Gorern- ment intends to monopolrz* the ocean mail business, and pursues a policy which must, unless met by a vigorous effort on the part of the United States Government, make her ef- forts successful. Prior to this new postal ar- rangement there was a difference of 6 cents in favor of letters between France and the United Statez, carried by the Cunard line The postage was 5 cents to the nited States Government for inland postages. and 13 pence or 26 cents for the British ocean and inland pos- tage, and the delivery in any part of France. By the Collins line letters for France psy the United States Government 21 cents, and the British and French postage eight pence or s'x- teen cents, thus making the postage 27 cents by Collins line and 31 cents by Cunard line. The new postal treaty reduces the postage by the Cunard line to 21 cents, including 5 cents United States inland and 8d. or 16 cents British and French postage, whereas the post- age by the Collins line is 4 conts United States inlard and ccean postage, and 51 cr 10 cents British and French postage: thus making a letter by the Collins line to France 21 cents, but by the Cunard line only 21 ceata. The effect of this arrangement will Le to draw all the French letters tothe Cunard lice The postage on a letter to Franca by the United States line direct to Havre is 20 cents, United States inland and ocean postage, and the French Goverument coliect 12 cents on all letters of j-ounce ard 24 cents for all letters of # ounce, eo that the postage on a letter of t-ounce by the United States line to Havre is 44 cents Let us recapitulate: The postage by the Cunard line is 2t cents to any part of France: by the Collins ji SL ceuts; by the Havre line, 44 cents You ask what has given rive to this state of affaire? Tho reason is obvious. The British fov- ernment aro determined to sustain the Cunard line of steamers in order to run off the ocean the Collins line--the only line that has suc- cessfully competed with them—and thu: mo- nopolize not only the mails, but the passer- gers and freight between the United States and Europe, wad build up an ocean steam ma- tine by the came means, that must becesearily drive American steamships from the ocean. The remedy is in the lends of our (overn- ment Sieam lines to Europe must bo estab- lished by our Government with sufficient com- pensation to enablo them to compete ruccess- fully with the tines sustained by the British government. This being accomplished, a law should at onee be enacted requiring of our Government promptly to reduce the price of poetage in American steamers to the price eharged in the Cunard fine. That is, let no body undereell or underbid us; and this being done. then demand of England and France a postal treaty which shall place the thres na tions on a footing of perfect equality A FREQUENT CORRESPONDENT witha HAVRE Carr.
