Even the boasted “school for seamen,’’ the fisheries. have, by the often repeated declara- ton ef her politicians, been dependent for their very existence upon the bounties of the Federal Government. ‘Inthe megatime, what haa been the ¢ dition of the great industrial interests which have suppcerted the Government of the coun- try’ Tho tobacco, cotton and rice from the South have been, for haif a century, the great articles of our export, and, by consequence, the great sources of public revenue. They here received no protection, because, even when a nominal duty was levied upon corres- ponding articles, there was nothing to com- pete with them inthe markets of the world, and in pure shame, under the Tariff of 1846, these nominal dvties were removed. They huve lived by their own vitality, and have d3- pended, for their supremacy, upon the inte!li gence and systematic labor of the Southern people.
