The Committee on Resolutions reported, and the report was be- ing read az we left the Chamber. Tex Hersert Trtsc—Tue Case oF THE Nersercaxps Minister, Mr. DoBois.—A message was received by the President of the Senate yesterday, from the President of the United States, transmitting a report from the Secretary of State, in compliance with a res- olution of the 2d instant, calling for copies of the cor: jence between the Governments of the United States and the Netherlands rela- tive to the refusal of that Government to allow ita diplomatic agents to testify ia the criminal courts of the United States. It appears that onthe 9th of May Mr. Marcy addressed a note to Mr. DuBois, saying that if the jatter had no objection to further the ends of justice by testifying in the examina- tion of hr. Herbert, who was ebar, with the killing of Thomas Keating, Mr. Key, the United States district attorney, would call on him with a carriage to conduct him to the e. To this note Mr. DuBois replied that, after consulting with ministers from other countries be had conciuded not to appear for the purpose stated, and remarked that his re- fusa; was grounded co international law, and also on the Constitution of the United States, and on a special law cf ourorn enactment. He referred t> an anonymous threatening let- ter whiek had been written to him, and al- ludes to the faet that Mr. Everett. while Uxi- ted States Minister in Londor, refused to give testimony under ome Mr. DuBois, in the courge of the correspond. euce between Mr. Marcy and himself, states that he was the *‘ only impartiar witness’’ of the proceedings at Willard’s Hotel whick re- sulted in the death of Keating, and that he would not object to appearing as a witness if his position 33 the represen‘ztive of his sove- u did not prevent him from eppearing in but while it was against his wish to decline the iavitation to appear az a witness, he expressed big willingness bas! 2s to the State Department and give to Mr. arey the details, leaving the latter te bave present all such persons as Le might deem gepful and necessary Mr. Marey instructed Mr Belma, ovr Minister to the Hague, upon the subject, and Mr Belmont acquainted the Government of the Netherlands with all the facts. The King approved of the conduct of Mr Du Bois in cuusenting t give testimony under oath at the State Department, but not befura a court of justice, where be would be subject to cross- exaniuation. To sceede to the latter wouid, the Netherlands Government urged, be in- compatible with the dignity of a representa- tive, aa well as with the duties of bis office ais the testimony proposed to be given in the manner stated by Mr. Dubcis and bis Govergment would not be competent to the ends of justice, the subject was dismissed. Tee Manxer —The : upply in the Centre Market was meagre ind this morning Deeiers were very few, and purcbasers being a@pxious tu remain as shat @ time as possible in a place so cold and unecmfortable, pur- chased lightly Prices advanced somewhat, the dealers urging with some justice that they must have seme recompense for undergoing the hard-hip of doing besiness on such & morn- ing in such a wretched old shell as the Centre Market building Saitgsosram Isstitcrion.—Notwithetand- ing the many attractions now presented in Washington in the shape of amusements, the tecture rovin was well filled last night. Dr Morris gave the second lecture of his course upon the habits and instincts of insecte—his subject being “‘ The Locust.”’ The Doctor is an agreeable as well as instructive lecturer, having a large share of ready humor at com- mand Tus George Hawkins who was committed > rpg on charge of passing a broken bank ill, is not George Hawkins, steward on the steamer Columbia, plying between this city aud Baltimore. Nationa Tagatre.—The house was finely filled again last night, and the performances of the Revels were received as on the previous night, with wondering delight. Tae [waucuration Ceremonigs.—The fol- lowing is the Committee appointed at the meeting (of citizens) at Temperence Hall, on Tuesday night last, to make the necessary preparations for the Inauguration Ball, vis: Dr. Cornelius Boyle, T. Tas Wearaer, clear and cold, is more sev to-day in exposed situations than we have experienced itfor years past. On noocca- sion, in passing the Long Bridge in the course of the last seven years have we felt the cold so sensibly; in all which time we have been accustomed tocrossit very often at this season. The height and force of the keen north wind this morning was terrific on the exposed por tions ef the bridge, frost biting all who were compelled to face it there without extra pre- cautions against the effect of the cold. Wasuixeron Circus. —Quite » respectable audience assembled last night at this place of amusement, notwithstanding the extreme cold weather, and we were surprised to find the house so warm and comfortable. The graceful riding of Madame Tourniaire, the famous ac- robatiec exploits of the Ferranti children, and the merry jokes of the clowns made the welkin ring with shouts of joy. A splendid bill is offered to-night, replete with new scenes and novelties. Seppen Dgata.—This morning, Mr. James W. Dorsett, a citizen of the Firat Ward of this city, aged about 30 years, a son of Feilder Dorsett, watchman in the War Department, fell dead on G street, as is supposed from a disease of the heart. A coroner's jury set upon the ease. Wecould not learn what their verdict was ere wo went to press. The de- coased, who was @ respectable and worthy man, leaves a widow and four children. Firz.—Last night, about seven o’clock, an alarm of fire was caused by some clothing, placed near a stove, in a house on Seventh, near G street, taking fire The fire companies were out promptly, but the fire was extin guished by the neighbors without much diffi- culty, before the apparatus arrived at the house.
