Not a man TAR. and attempting, by contriving and carrying on a made up euit in his own court, to validate in the samc over twelve bundred fraudulent land certificates, claimed by himself and his ‘ com- peers,” and ef a class—in all the enormous amount of 24,331,764 acres—of fraudulent certificates, thereby attempting to deprive his cocntry of a vast donursin, besides causing the State the cost of additiona counsel in defend- ing herself »gainst such enormous precon certed spoliations ; and | _ Whereas, on discovery of his interest in said | class of certificates being made, said judge | transferred said suit for determination to the | U.S. Court in another State, after shaping the case and influencing that court in such | manner as to obtain his desired judgment; and | Whereas, said Judge, since his appointment, | has interested himself in a class of eleven | league land claims, which class of claims cover millions of acres of the best lands of the State, generally regarded as invalid. and his | vast interest in sustaining said class of claims and means of accomplishing his purpose, owing | to his station and influences with the officials | and juries of his court, render him ebnoxious and dangerous to the general welfare of the | people; and Whereas, it is bolioved by very many good citizens that said Watrous, in connection with j one Thomas League and other “ compesrs,”' are directly or indirectly interested in most of the important suits brought in his court ; and Whereas, it is believed that said Watrous is | now in Mexico, engaged in procuring more of that class of land claims, in order to enrich himself and his ‘‘compeers’’ at the expense of his country ; and Whereas, the interests and feelings of said Watrous are wholly antagonistic to the inter- ests and feelings of the people over whom ho so disgracefully presides; and Whereus, the period of his administration hes been marke by 2 series of acts of par tislities, oppressiona, speculations and frauds, which render him odious and abhorred in the sight of all good citizens ; therefore, Bett rented. The insurrection had been suppressed. The leader, Bentiventa, had been taken prisoner. The police of Messina had seized on a quan- tity of muskets loaded for the insurgents. Count Loratelli, an eminent liberalist, had been assassinated at Ravenna. RUSSIA. The text of a note addressed by Russia in October to the allied powers has been pub- lished, accompanied by a circular demanding the re-assembling of the congress at Paris It contains an expose of the steps taken by the Russian cabinet to insure the fulfilment of articles 20 and 21 of the treaty, and defends the Russian policy with regard to the Isle of Serpents and Belgrade.
