Report or tae Secretary or THe Inte- nion.—We again invite the attention of our city readers to this most admirable paper, in which they will find the following recommen- dations of local interest : 1. For the early erection of a departmental building. Three fronts of the Patent Office building are nearly completed, and work has been commenced on the fourth. It is pro- posed to finish this also as soon as practicable. and an appropriation of $200,000 has been asked for that p ©. But as the entire structure will probably be needed by the Pat- ent Office, by the time it is completed, the Secretary urges the propriety of making im- mediate arrangements for the erection of a building for the sccommodation of the De- partment. This is a wise recommendation, and, we confidently believe it will be favora- bly responded to by Congress unless our citi- zens should be so imprudent as to create difficulties by dissensions among themselves respecting the neighborhood tobe particularly benefitted by the improvement. To obviate all this, we respectfully suggest that no site be desigaated in the law for the building, but that it be erected upon such spot as may be selected for it by the President of the United Stetes or Secretary of the Interior. 2. For the new ji For this, plans and estimates have been submitted to Congress, as required by the act of the 18th August last. Grave objections, however, are said to exist to the site indicated by that act, which are enti-. tled to and will receive careful consideration from the committees in charge of the subject. 3. For accommodations for the Criminal Court Every one at all familiar with the condition of our courts has long been painfully aware of the great inconveniences under which they have labored. But one of the court rooms having az yet been completed, the Crim- inal Court has frequently been compelled to hold its sessions in the Common Council Cham- ber of the city, and we believe it is now in session in that room. This ought not so to be, and we therefore heartily rejsice that a suit- able addition to the court-house has been rec- ommended 4 For the improvement of the public grounds. Under tois head we quote from the report: “The public grounds in the city of Washington have been extensively improved and beautified; but still, as much has not been done as is required. Within a few years past Congress bas, in this regard, been more than usually liberal, but far from lavish. The comfort, bealth and convenience, not merely of the citizens, but of the members themselver, and all the functionaries of the Government, and every visitor to this city, demand that much larger expenditures should be made. When the money is judiciously expended, no one can object to its application. The whole nation is interested in the national metropolis, and the people will sanction anything relating to its improvement which is necessary and constitational. One thing is certain—these improvements will eventually be made by the <iovernment, and, being merely a question of time, an overflowing treasury suggests this as the proper peried.”’ The condition of the public grounds has at- tracted no little attention since the days of the late lamented Downing, by whom plans for their improvement were so tastefully pre- pared, and much has been done for their adornment. Much more, however, remains to he done, and the following liberal appropria- tions have been asked for to enable the De- partment to continue the improvements during the next ensuing year. For repairs of Pennsy!vania avenue, $3,000. For public reservation No. 2, and Lafayette square, 33.000. For taking care of the grounds south of the President s house. coutinuing the improve- ment of the same, and keeping them in order, $3.000 Fer preservation and improvement of the cirele at the intersection of Pennsylvania and New Hampehire avenues, and K and Twenty- third streets, $1,500. For continuing the improvement of Judi- ciary squere, repairing fences, and completing the pavement around the same, $6,000. For icompleting the improvement of the grounds of the botanic garden, $1,000. For continuing the grading and planting with trees the unimproved portion of the mall, $10,000. For enclosing with a wooden fence and im- proving triangular space formed by the inter- section of New York and Massachusetts ave- nues and Tenth and Twelfth streets, £1,500. For enclosing with an iron railing and im- proving triangular spaces on Pennsylvania avenue, between Eighteenth and Nineteenth streets, and the space on the south side of Pennsyivanis avenue, between Twentieth and Twenty-first etrects, $16,229.01. We have said that these are matters of great local interest. They are so because, in making the improvements, employment is given to so large a number of worthy, industrious citi- zens, and, when made, they add 20 much to the beauty of the national metropolis. But not on these accounts should the improvements be regarded as being made for the benefit of the city. Such is not the case; the benefit it receives is incidental merely, and nothing more. The departmental building proposed to be erected is indispensible for the proper trans- action of the public business, as well as for the protection of the public archives. Already the Government has, doubtless, lost far more in the burning of its buildings than would have sufficed to provide ample fire-proof ac- commodations for sll its various departments, and yet the State, the War, the Navy and the Law Departments to this day remaie in build- ings daily exposed to destruction by fire, to say nothing of the half score offices in rented buildings equally insecure. Under these cir- cumstances we submit that it is but an act of commen pradence, and in fact economy, for the Government to provide suitable buildings for its own accommodation, and that it would be entirely inexcusable in longer delaying to do so. Such are our views on this point, and as respects the publie grounds we think their improvement should, at least, keep pace with Private improvements in their immediate vi- cinity. Gov. McClelland appears from his report to enterta 'mé Opinion, for we find on carefully ansiyzing his recommendations and estimates, that he has carefully excluded from them ail objects of improvement which it is notclearly the duty of the Government to make. For this he is entitled to the thanks of the public, especially when it is remembered that legitimate wbjects of improvement,bave here- re been sumetimes defeated by being con- ted with others of doubtful propriety. The defendant was Mr. J. T. Marr, and yudg- ment was given against him; and from the decision of the Justice an appeal is to be taken to the Circuit Court. The law requires that for ‘‘ each and every alley’’ a license shall be obtained, for which twenty dollars per annum shal! be paid. The question to be decided is, whether the hcense is for the saloon or for cach and every board or alley on which the games are played. Bapiy Beaten.—Yesterday, Vfficers Deggos and May, of the first police district, went to Georgetown in quest of information in rela- tion to Mr. H. 0. Rose, who, as already stated inthe Star, has been missing for some time past. A hat had been found, which was supposed to belong to Rose. In the search yesterday the officers discovered that a colored man named Johnson had been attacked and very severely beaten by a party of men, and that the hat belonged to him. Circuit Covrt.—The case of the United States vs. J. H. Lathrop, late navy agent, and his sureties, was taken up to-day; Mr. Key, District Attorney, and S Chilton, Esq., for the plaintiffs, Messrs. Bradley and Wylie for defendants. This is a suit to recover a large amount of money retained by Mr. La- throp, as commissioner, and to which the Gov- ernment contends he is not entitled. The case is likely to occupy several days. Grace Cuurcn Fair continues to prosper handsomely.
