Squatter Sovereignty. — We cannot per- ceive that the current Congressional diseus- sion of “ Squatter Sovercignty”’ is lik sly to expedite a proper disposition of the legitimate business before the Chambers. Nevertheices; St is by no means injuring the cause of sound yeadings of law and constitution. The design with which it was initiated was doubtless to seatter a hand grenade, as it were, into the Democratic Congressional ranks The rpeech of the Hon. Mr. H. Marshall, delivered yester- day, reemed no less directed to that end than those of Messrs Campbell and Sherman of Ohio, and Washburne of Me , who preceded Mr. M. on his side of the debate. All of them tended tostrengthen the conviction that sound Feadings of the constitutional law in this par- ticular are growing hourly more in favor among Northern Democratic public men, very few of whom, indeed, now fail to accept as correct, the doctrine that the «quatters or set- tlers in a United States Territory, in making needful laws for their own government, may mot trench on the rights of any of the citizens of the sovereign States which have confided to the General Govetnment the tem- porary keeping of their territorial property. We do not know a dozen Democratic mem- bers of Congress who stand by the right of settlers or squatters in United States Terri- tories to make laws interfering in any way with the right of the citizens of any State in the Union to the usufruct ef the Territories. Nor do we know of a single Democratic Sena- toror member who does not hold that such wettlers have the right to regulate for them- elves all matters appertaining solely to their own condition, safety and interests. If we ‘understand Mr Marshall correctly, he holds with the mass of the Democratic party so far @s its position first stated above is concerned, and with the Republican Party in the matter of the last mentioned position. This is indeed @ very strange attitude for a gentieman of his Proverbial astutencss to be found occupying. It is doubtiess the result of the fact that he is now cruising under a roving (politi- cal) commission, being unconnected with any Jiving party He is thus imitating the never- to-be forgotten “« two-horse act” of our gentle, talented, amiable and courteous neighbor, Yately defuvct. His cause in hand could not have been intrusted to any other so worthy and able to defend it By the by, as will be perceived in our Con- gressional columns, his comments on the policy of the present Administration refute the late persistent intimations of Republican Wash- ington correspondents and editore, that, in its recent assaults on the policy and acts of the Adminstration, the Detroit frec Press has ex- pressed the views of Veneral Cass. The news- paper opponents of the Democracy have, of late, aimed to make capital by professing to hold General Cass responsible for the positions of the l’ree Press. 1n this speech he has con- clusively repudiated any such responsibility, without once mentioning the name or state- ments of that journal. Declined —We hear that Mr. Matteson, of N.Y., bas declined the chairmanship of the District of Columbia Vommittee, to which he was named a day or two since by the Speaker, on account of his other official business, which will not permit him to doa full measure of justice to the heavy interests involved in the post in question, of so vital importance to the citizens of the Distriet of Columbia. Tho refusal of Mr. M to undertake the dis- charge of such additional duties, when under the impression that he cannot command the time to which they would be properly enti- tled, is worthy of all commendation. Tennessee, Arkansas and Louisiana, orer which the free soil press ia now gi vating in delight, turns out to be next tu nothing at all Infiamed by appeals from secret abolition emisearies, some of them in the guise of chris- tian teachers, here and there in the States named above, rquads of negroes have been Jed to plot murder and arson, and to believe that through euch means they may overturn the order of society there. As always has been and as always will be the case in the Southern United States, their plots have been discovered before they were ripe for execu- tion. Most of their Northern seducers have so far escaped due punishment by fleeing, and a few of them together with some twenty or thirty of the guilty negroes, have been proper- ly dealt with by the people it was their pur- pese to murder and rob. Such things are of constant occurrence, since it has been held at the North to be a virtuous end praiseworthy act to set their legal obligations on the subject of slavery at naught. The non-slaveholding States contain hundreds of thousands who maintain the righteousness and propriety of the abolishment of slavery by insurrection or any otber possible means. and, we fear, a larger number ready ut all times to palliate, if not te justify, euch acts. It is not wonder- ful, therefore, that the craziest of them on that topic risk going secretly to work at times in the Southorn States to bring abcut the change they aim to compass, by persuading the ne- Court of Ciaims.—Yesterday, Mr. Kock- well opened the argument in the caseof Felix Argenti, claiming payment of a draft of $7,000 drawn 4 Adam Johnson in favor of John Charles Fremont, for part payment of the sum of $49,000, the price Py 1,200 head of cattle and 1,000 half sacks of flour, furnished on the Little Mariposa river, for the use of the Indians in the valley of the San Joaquin. Said draft was negotiated by J.C. Fremont to the claimant, Argenti. Mr McPherson, Dep- uty Solicitor, argued the case for the Govern ment. Mr. Rockwell replied, and the case was submitted. Adjourned. Wheat remains unchanged. 8 ro CONGRESSIONAL PROCEEDINGS in tHe Senate, yesterday, after we went to press, the debate on the resolution to print extra copies of tho Me:sage and accompany- ing documents was continued by Mr. Cass. Briefly defending the true meaning of “ pop- ular severeignty’’ as he tinderstood it, he proceeded to express his regret at the tono which the present discussion had assumei—a discussion which he regarded at not only prof itless, but positively mischievous. He con- demned the censures which had been cast on the President, and expressed his concurrence with the general policy of the outgoing Ad- ministration, which, unless some unforeseen catastrophe should occur, would leave the whole country prosperous and happy, with but a single source of excitation remaining— the incessant itation of slavery, the respon- sibility of which he threw on the fanatics of the North, who, by sedulously inflaming the popular mind and pressing into their service every possible ally which could add fuel to the flames, were destined, he feared, unless Providence should interfere, to destroy the fair fablic of our civil liberty. He feared that the policy originated by tho Republican party would lead, in its resuits, to a dissolution of the Union, and therefore ho had greatly deprecated the election of Mr. Fremont. He alluded to the sacredness of tho Union, with the formation of which, underour present Constitution, he had been contempo rary, and could well remember the burst of joy which ran throygh the country when New Hompsbire, by her adoption of the Constitu- tion, (bei: it,) 4c., designed for their work have been dis- covered, introduced by being boxed in ready- made efiine. They come from the North, of course; as importations of ready-made coffins into the South ere all from that quarter of the confederacy. . The New York Evcuing Post and Tribune of course attributed this affair tothe peculiar- ities of the institution of domestic slavery in the South, keeping out of sight, as far ag pos- sible, the fact that it is the resuit of the tenor of Republican party speeches in Congress and on the stump end Republican party newspa per arguments, cperating on Northern fanatic, to the point of inducing them to tamper with elavee in the South. We, of this vicinity, were indebted to Dray- top and Sears, two cf the class rendered so in- sane by abolition preaching and teaching, for the effort to run cff the 127 slaves that were caught some years sivee in a schooner on the Potomac river.
