Lockwood, sued Henry J Raymond, as editor of the Times, for libel, for reflections on him as the Manager of the Sirg Sing Prison. Lockwood proposed to put in aetienes the ‘‘New York Daily Timer,” to prove the publication, but the complaint a}- leging that the article appeared in the “New York Times,’ the plaintiff was compelled to pay the costs of the term, and the suit goes overtoafutureday. Seward, and two other young men— Jobs and Philip Ten Eyck. WASHINGTON NEWS AND GOSSIP. The Cabinet and Virginia.—The extent to which the stories concerning the alleged re- cent action of the Electoral College of Vir- ginia, (in assuming to recommend appoint- ments to the President elect,) have damaged the reputation of their State, is beginning to manifest itself in the comments of outside newspapers. We have seen the subject alluded to in perhaps fifty journals already, wherein it has been the topic of derogatory remarks. We regret its occurrence, more especially be- cause it has afforded many who have no kind feeling for the Old Dominion, her honored hi:- tory and her honored sons, to cast elurs upon them all. Doubtless, the acts of the electors in this connection wero the result simply of a generous sentiment of good fellowship, with- out thought of their effect upon the popular seuse of propricty; and wo are satisfied from what we kuow of thoso gentlemen (the Vir- ginia electore,) that were the thing to be done over again, they would ono and all bo clear of engaging in any such work. While we are upon this subject we may not inappropriately allude to the current misrep- resentations in Northern journals concerning alleged bickerings of the Virginians at home and in thiscity, with reference to the persun- nel and policy of the incoming administration Though individual Democratic citizens of the Oid Dominion, of course entertain preferences for different gentlemen as Cabinet Ministers, the idea of any concerted action among thew, in order to effect the cast of Mr. Buchanan's council, without an invitation from him to that ond, is simply absurd. Yet to believe the New York Herald et al., will be to believe that all Virginia is doing little else just now but cahoodling, as explained above. The distant public may put in its pipe and smoke all the Hera/d’s wonderiul stories of this sort There is not the least foundation for them— not the slightest. Whea her real public men may be asked by the President elect fur ad- vice with reterence to the complexion of his Government, they will doubtless respond; as, otherwise, responsibility for its failure to equare with their ideas of what may be ber for the public interest (if it should so turn out) in its formation, might rest with them. «Until then, as gentlemen in their positions should do, they will refrain from thrusting advice, unasked, which could amount to nought but petitions, on the President elect, whom it is no part of their policy te embarrass after any such fashion. if in the selection of his evnstitutional ad- visers he shall deem it to be vise to ask any such counsel, the reader may rly on it that it will be given only after due consultation, not only among themselves, but with the lead- ing Democratic public men of other Southern States, as keenly alive as themgelves to what they deem to be the necessity for keeping the Ship of State, while under Democratic com- mand, true to the old land-marks of the faith as administered by her own sons in the Presi- dency, and as ceutended for by every genera- tion of them to the present hour. We stato these facts that strict constructionists at a dis- tance may comprehend that nothing wil! be done in the name of Virginia in any euch matter, by these who may be fairly eupposed to have aright te ect furmally in her name b a point, likely to jeopard the cause of 5 rights, strict construction and rigid econ-my, which has been the shibboleth of the Southern Democracy since the existence of the Demecratic party. The Panama Railroad.—Tho disclosures of the Postmaster General's report concerning tho difficulties his Department has had tv contend with in relation to the mail cervice performed by this railroad company, are open- ing the eyes of the public to the necessity for some cther means for the transportation of the mails between the Atlantic and the Pacific portions of the Confederasy; while the troubles on beth the Panema isthmus and the Ni ragua isthmus occurring in the last year de- monstrate the folly of leaving the intercourse Lelween our East and West at the mercy of Central American contingencies. We trust thatthe public attention, now happily fixed on this subject, will be tuiaed to the impor- tance of the proposed military (wagon) road over the continent, on which to transport an overland express mail, a: was originally urged by Senator Gwin. From the moment the subject was broached in Congress we have advocated it as one of State necessity—axticipating that this Gov- ernment and the American people depending on reutes of intercommu n with our Pa- cific country, would sooner or later pay the penalty of the fully of Congress in failing promptly to cause a fair reute to be opened ever the Kocky Mountains. As st cow, up to this time, though t cut of such a means of communication, its quent small settlements of Amer- ontiermen evory thirty or forty miles along the line, would be the cheapest and most feasible protection tu the emigration to the far West, it has apparently found less favor with the public than the mammoth Pacific Ra scheme, which must require years and williona for its construction, where that (the proposed military road) will require months and thousands. ica lishm wit ie: ‘Lhe Pacific Railroad —The Abingdon (Va ) Democrat last received in Washington con. tains an article in favor of the Pacific railroad project. Av it is publisbed ia the town in which Ex-tiovernor Floyd resides, and has long been regarded as possessing his immediate confidence, his name has of course been con- nected with the articie in question. Its posi- tions on the subject are so foreign to what have heretofore been the received, if not unques- tioned views of the Demccracy of the State, (without a single exception that we know of rs chat we feel warranted in scouting the idea that Ea-Goy. I. either counselled or knew of the publication. It will turn out like tho electoral recommendation, a thing done with. out his knowledge or approbation, we fancy. Nevertheless, it (the article) is a Jor bouche for the wonder-mongers around us, who do not comprehend the fixed principles by whieh Vir- ginia stateemen must be governed to acquire real influence out of the circle of their imme- diate personel associations. They (the won- der-mongers) are to-day drawing all sorts of (to us) quizzical conclusions from the Abing- don Democrat's publication, none of which, in our estimation at least, are worth a pinch of snuff. The Mediterranean fquadron.—A store ship for the Mediterranean squadron will sail from New York on or about the 10th of Jan- uary next. This presents a good opportunity to send packages to the officers and crews of the frigate Congress, steamer Susquebanra and razee Constellation, which ships compore | the present Mediterranean squadron. a a ie = : z ous z Alexandria Custom House and Post Offics. The contract for the iron work for this build- ing has been awarded by the Secretary of the Treasury to Messrs. Hayward, Bartlett & Co., of Baltimore, for the sum of $15,936.33. Court of Claims.—Yesterday, William D. Merrick, Esq., of Maryland, was admitted an attorney of the Court, and John F. Ennis, o¢ the District of Columbia, was appointed a com- missionor to take testimony. The case of John T. Ferguson was argued on the facts by Mr. Rockwell forthe claimants, and by the Solicitor, for the (ioverument, and submitted. Adjourned. Supreme Court.—Yesterday, William HU, Crabbe, Esq , of Pennsylvania, was admitied an attorney and counsellor of this Court. The argument in the cause of Wm. H. Soy- mour, et al., plaintiffs in error, vs Cyrus H. McCormick, (No. 15,) was continued by Messrs. Dickerson and R. Jobnson for the defendant in error, and concluded by Mr. Edwin M. Stanton for ‘the plaintiffs in error; and then the Court adjourned.
