NG STAR LOCAL INTELLIGENCE. Boarp ov ALDgnwgy.—The Board beld its regular meeting last night. A commu! ion was received from the Mayor enolosing « statement of the Corpora- tion account with the Bank of Washington, which was ordered to be published with the proceedings. : Mr. Evans, from finance committee, reported @ bill for the relief of V. Ellis and others, ap- propriating $1,257 58 to pay balance due them on bill for advertising tax eales. Mr. Miller asked that the bill lay on the table until he had an opportunity to offer some resolutions and obtain facts to guide the Board in its action in the matter. He argued that the Collector had not carried out the require- ments of the law in several respects. It was capable of — that in many instances the property of individuals had been advertised when the owners had receipts for the payment of the taxes in their pockets. The resolutions presented by Mr. Miller re- uest the Mayor to furnish an abstract from the full statement of the aceounts of the Col- lector of Taxes, rendered by the Collector to the Register on or before the 15th of July, 1355, showing in said abstract the regate amount of taxes and fees collected during the year then last passed, the amount deposited in bank within said time, and the amount un- collected ; also, a similar abstract from the statement of the Collector of Taxes whicn should have been rendered to the Register on or before the 15th of Jaly, 1856, gp ee in each of said abstracts the amounts char; by the Collector for tees on costs of advertisin lots for taxes for the respective years; a algo that the Mayor be requested to inform the Board whether in the last advertisement for sale of lots for taxes due and unpaid there- on, lots were advertised on which the taxes had been paid previous to said advertisement, and if any were so advertised the number of liaes used therefor and cost of advertising the same. These resolutions were temporarily with- drawn by Mr. Miller, but afterwards presented and passed with amendments offered by Mr. Busey, requesting the Mayor to give the same information in regard to any previous adver- tisement of tax sales, and also the dates cn which similar abstracts were rendered by the previous Collecto: d the amount of fees charged by the same for fees on costs of ad- vertising lots for taxes for the years durin which he discharged the duties of Collector c axes Mr. Busey objected to postponing the bill. The debt was justly due and should be paid. The Corporation made acontract at 7() cents per line with the petitioners—a less amount than had heretofore been paid for the same Printing. The Collector heretofore had paid the eutire bill as soon as the sale was com- leted, whether the property advertised had en all sold or not, which the present Colice- tor declines to do The contractors had per- formed their part in good faith, andshould nut be made to wait for their money. Mr. Miller replied that he did not object to the charge, nor wish to criminats any indi- vidual, but he wished for an opportunity to t information to enable the Board to act un- Sicstanding’y. He wanted the bill paid, but at the same time wished to know the manner in which the contract had been made. Mr. Busey had no objection to the resolu- tions, but they had no reference to the bil! before the Board. If any mistakes had been made in the tax list it was no: the fault of tue contractors for the advertising. Mr. Smith objested to the resolutions that they carried a retlection upon the parties claiming this money He went on to explain bow it might happen that the tax-list would contain names of property holders who had paid their taxes; it was ‘rule and figure work,’* the most tedious that can go into a printing office—the printing might occupy weeks, and during this time hundreds of property holders might pay their taxes, and their names yet appear in the advertisemext, since it would cost less to strike off the list as set up than to “over run”’ the forms and take the namesout. The resolutions, he thought, east a reflection upon Mr. Ellis. Mr. Dove thougbt the gentlemen were voting blind; did they know whether the con- ditions of the contract had Leen complied witb’ Mr Houston answered that he was cognizant of the facte connected with the contract and its fulfilment. Of bis own personal knowledgs he could say that the claim was a just one. Mr. Bayly said that he never know the in- stance to Lave happened befure when the courtesy hud been lenied of alluwing a bill involving the payment of such an amount of money to lay over to afford an oppurtunity for inquiry. Ln reply to the statement that the cost of advertising bad been less per liae in the Organ than in the Intelligencer, (seventy cents in the former and one dollar and five cents in the latter.) he demonstrated that the tines of the Intelligencer were longer thanthoso of the Organ, and that the rates amounted to the same in the two paners. Mr. Miller contendea thut property-holders could not be advertised as delinquents until the sixty days’ notice, required by law, had been given them by the Collector. The mis takes in the last tax list, he aszerted, hal been so numerous as to prevent persons from bid- ding for the property advertised. r. Busey gave some facts from his own experience in the priuting of the tax list to show that it was utterly impossible to take ont the names of all who had paid their taxes af- ter the list had been set up. After further debate the bill was passed Mr. Emery, from improvements committeo, reported a bill for openiog New York avenue to the New Bladensbur,s road; passed. Mr. Pearaon, from claims committee, re- ported adversely on bill for the relief of G.G. Coleman ; and the bill was rejected. BSiil waking appropriation for building a house forthe American Hook and Ladder Com- pany was passed. The Board, on motion, of Mr. Smith, i sisted on its amendment to the appropriation bill which had been non-concurred in by the lower Board. Council bill for the relief of John W Fitz- bugh was referred toimprovements committee : bill for the relief of Mirtia Bosse was referred to claims committee. A resolution offered by Mr. Smith reque=i- ing the Mayor to cause the work on the sea wail on the Potomac to be suspended until it can be seen if it is being executed in a work- man-like manner, was adopted A bill for the relief of W. M.C. Fairfax sad John Costigan was passed. We learn that in this affair about twenty of the “ Piug ios’’ were engaged No arrests were made; but the Baltimore arties were pointed out, and will be observed = the proper officers who wish to know w’ ealls them to Washington Several persone were burt in this riot but not seriously Disuisseo —The caso of Adam Kessier was taken up for trial, on the charge of larceny, yesterday, before Justice Walters, and after an examination uf the facts it was dismissed. The Jastice was of opinion that it was not a case for court, and could be settled without causing a lasting enmity between the parties, whe are brothers, and kindly undertook the task of settling the dispute for them. 1. 0. 0. Hodgson was elected Kepresentative to the Grand Lodge of the United States, Fras Riot —At the fire in the Seventh Ward last night an attempt was made by some row- dies to take of the hose and reel of bes Company, and they succeeded es , but the apparatue was soon reta hea ky the Franklin Pistols sticks and stones were used freely by the combatants, and several persons were struck. Watchman Jos. S. Norwood arrested a young man named War- ner who appeared to be prominent.in the riot, and a desperate attempt was made to resoue him. The watchman was knocked down, beat- en with elubs and stones, and kicked by the rioters. Officer Watson went to his assistance and found bim still clinging to his prisoner, and a desperate fight onsued until a few more Police officers and guards arrived, when they succeeded in secu! several of the parties and conveying them to the guard-house. Watch- man Norwood appearing to be dangerously in- jured, Dr. Garnett was sent for, who dressed his wounds at the Central Guerd House, after which Norwood was sent home in a hack. Mr.R &. Doyle, President of the Franklin Fire Company, seeing @ person in the act of drawing a pistol, threw the collar of his cloak over his head to sereen himself, and at the same moment a pistol was fired behind him, the ball from which passed through the collar without doing other damage. Officer Watson arrested Robt Cross near the guard homse, who offered resistance, but the officer by dint of applying a moderate degree of legal sua- sion managed to march his charge to the guard house, from where he was dismissed on promise of future non-interference with the officers in the prosecution of their duty. The other prisoners were retained for a hearing this morning. Tae Bavt Season is now approaching its height, as is evidenced by the number of fine entertainments on the tapis. To-night the Boone Ciub give their fifth cotillon n party at Pioneer Hall, corner of Twen- ty Fou and K streets. The Boone Club bas a well-earned reputation for pleasant affaire of this sort. The Genevieve Club party at the Anacostia Hall, Navy Yard, to- night. This is a newly organized and fluur- ishing Club and and will no doubt give a most agreeable party Prof. J. F. Gazynski, the successful teacher of dancing, gives his first soiree at Temper- ance Hall to night. Peruam's Operatic Trours.—The per- formances at Carusi’s Saloon laat ae gave great satisfaction to the visitors. This is one of the most extensive and best organised Ethio- pian troupes now performing in the United States, and its success has been commensurate with ite merit from the start The programme for to-night affords a pleasing variety, which is sure to suit the various tastes of the au- dience. More Rowpyisu.—The rowdy gangs infest- ing the city seem to have spread themselves last night in the most approved ‘‘ plug ugly” style. While the police and guards were en- gaged in quieting disturbances in the Second, Fourth; nd Seventh Wards, another gang on Sixth and Seventh streets. who were beating quiet citizens, and breaking windows and doors, escaped entirely. Recovering —Mr. Richard Adamson, who was attacked and so badly beaten a few day: since, has recovered sufficiently to attend to his business in the centre market. He will probably carry with him through life the evi- dence of his narrow escape. The persons en- gaged io this affair have not been arrested. in tuk Canat —A drunken man was taken from the canal last night into which he had fallen while in his beastly state of intoxica- tion. Every public-spirited citizen in oureity will doubtless be pleased to learn that our Councils have en‘ered upon the duty of providing ways and means for lighting our streets with gas, with a determination that the matter shall not again fail, fag or falter until we are relieved from the Egyptian darkness which has hung over us at nigbt like a pall from time imme- morial. The ordinance now before the Coun- cils proposes to lay a front foot tax of four cents on all the property along the streets now traversed by the gas mains, for the pur- pose of erecting lamp-posts and lamps; and an additional tax of seven cents on each $100 worth of property in the towy to meet the ex- pense of furnishing the same with a supply of gas The front foot tax of four cents will yield an amount sufficient to erect in the be- ginning one hundred lamp posts and lamps; and the general tax of seven cents the amount necessary to furnish to each of these a bril- liant gas light 1,900 hours per annum, or an average of ten hours per night for 190 nights.
