Bowen and Dr Henry Haw. he board took up the bill re- cently adopted by Congress to provide for the instruction of youth in primary schools throughout the county of Washington in the District of Columbia, providing that the coun- ty be laid out in seven districts, two west of Rook Creek; three between Rock Creek and the Eastern Branch; and two east and south of the branch. The following resolution was adopted : “ Resolved, That the following named per- sons be snd they are hereby appointed com- wissioners of Public Schools, for the county of Washington, to hold their offices until the second Monday of May, 1857, and until others are appointed in their places : . ‘* From between Rock Creok and the East ern Branch—Messrs. Allen Dodge, Dr John C. Fairfax, and George MeCeney ; from west ef Rock Creek—William D.C. Mardcck ard Jas. Nourse ; from east and south of the East- ern Branch—Geo. M Young and J. R. Liv- ingston, jr.”” The following resolution, offered by George W. Riggs, was then unanimously adopted : Resolved, That in compliance with the thirteenth section of the act entitled “ An act to provide for the public instruction of youth,’” &e., there be, and hereby is, levied a school tax of one-eighth of one per cent. on all the assessable property of all white male citizens of this county, for the support of primary s*hools, suthorized in the county in the said act—which tax shall be collected by the coun- ty collector in the same manner and under the same regulations as other taxes, and as pro- vided fur in the act above mentioned. Tue Crry Counciis.—At the usual hour for meeting, 4 o'clock, there were but three Al- dermen in attendanco, and after waiting afew minutes they adjourned, there being no quo- rum present. About ten minutes later a suffi- cient number of members of the Board were at the City Hall to have formed a quorum ; bui the Board having adjourned, they also left. In the Common Council the istration bill was under consideration umerous amendments were proposed, and} among them one by Mr James A, Kennedy, designed to prevent colonizing. It declares that the Reg- ister shall transferno names from tie lists within thirty days of an election; and persona moving frors one Ward to another within that time, must vote in the Ward from whence they came. This amendment was adopted, and the bill passed. The communication from the Mayor relative to the public school in the Northern Liberties engine house was read and ordered to be published with the proceedings. The Meyor also announced his approval of recent ects of the Councils. Cextrm Market —The experience of sell- ers and buyers is, that the Corporation of Washington should not longer delay providing better aud more extensive accommodations for the important trade. Years ago the subject of a new market house was agitated and a plan for 2 structure prepared by Mr. Ranlett ; and a furmer Maycr said it could be built Without drawing a dollar from the city’s cof fers. Yet we hear of no movements calcu- lated te gratify the public hope and demand ia this respect This morning there was a remarkably full attendance at the market-house and in its vi- cinity. Wagons extended westward several Squares along the line of curbstones. The trip will occupy from Friday afternoon until Monday morning; the “round” ticket being only two dollars and a half. Really, we have never heard of a more attractive entertain- ment. GzorGEtown, September 9, 1856. Business along our canal wharves this morn- ing presents an unusually lively appesrance. The number of boats receiving and discharg- ing cargoes is quite large, Every thing con- nected with this great business thoroughfare seems to indicate an unusually prosperous fall trade. We would advise those young men who had to beat such a hasty retreat from the College grounds, on Sunday last to escape the vigi- lance of an officer, to find some other place than the,College vineyard for their Sabbath amusements. They might get caught, and have to undergo the mortification of a public trial. We hope that the parties who are in the habit of congregating about the corner of High and Third streets will also pay attention te the above, as wecan assure them if they are caught there again every one of them wiil have cause to regret it. Probably there is no class of borrowers in in any community more annoying than news paper borrowers, and to such an extent is the practice carried by some in our city, that some of our subscribers informed us yesterday that they found it impossible sometimes to get a chance to read their paper (the Star) until the day after its issue Most of these bor- rowers when asked why they don't subscribe, take high dudgeon and declare that their re- ligion or politics are of too pure a character to permit them to do such a thing; and when asked why they love co well to read, their neighbor’s reply, ‘‘ Why, I only wish to see what’sinit.’”” We presume that’s all sub s ribers wish to do; and we hope hereafter they will be allowed the privilege of doing so first. We have been requested by some of the sufferers to call the attention of the proper au- thorities to the pond of stagnant water in that portion of our city knownas Bryantown. Coroner Woodward held an inquest on Sun- day morning over the body of a very worthy and industrious man named Hamilton Lewis, who, it is supposed, fell from the bark Wm. Chase, where he was generally emplozed when she is in port. It is supposed hé was fishing at the time the pa es occurred, (Wednesday night last,) and went to sleep, and while in that condition fell into the dock and waz drowned.
