Notice is hereby given to holders of stocks of the United States that this Department wili pur- chase to the amount of 21,500 000 of sald stocks at any time when the sx me may be offered prior to the Ist day of ¥une next, and will pay therefor the following prices, to wit: For stock of the loan of Is42, a premium of ten Per cent.; for stock of the loans of 1547 and 1848, & premium of sixteen per cent.; for stock issued under the act of 1550, commonly called Texas-in- demnity stock, a premium of six per cent; and for stock of the loan of 1545, redeemable on the Tach November, M46, 1f recelved at the Treasury prior to the Ist day of January next, a premium of 4% percent ; if received between the Ist Jan- uary and the Jist of March next, a premium of 2 per cent ; and If received after the 31st of March and prior to said Ist of June next, a premium of 1 per cent. Interest will also be allowed on sald stocks at tue rates specified tu the certificates, from the Ist July last, if assigned with the principal of the certificates received prior to the lst of January next. ORDNANCE OFFICE, Wasaineron, April 23, 1956. ROPOSALS ARE INVITED FROM THE Powder Manufacturers of the country for fur nisbing Five Thousand Barre s of Gunpowder or any portion of that quantity not !ees than one thousand barrels. Four-fifths of the Powder to be furnished must be Cannon Powder, and one- fifth Musket Powder; and the whole amount that may be ordered must be delivered at the harbor of New York by the Ist of August, 1856, and not sooner than the 20th July, 1856. Contracts will be estered into only with those who can give sat- tsfactory assurance of their ability to manufacture Powder of the quality required for Government use. The proportions of the ingredients cf Powder for the wilitary service are 75 parts of nitre, 15 parts of charcoal, and 10 parts of sulphur. ‘The Ingredients to be used iu the manufacture must be of the highest d of purity; the nitre must not contala more than 1-3000th part of chlorides; the charcoal must be obtained from sonnd willow or poplur wood, ef not mor2 than three or four years’ growth; and the sulphur of such purity thatin barning 100 grains ina glasa vessel the residuum 5! ng exceed a small fraction of a grain.
