EVENING STAR. Cooncit Procezpines.—Board of Alder- men.—The Board was called to order at the usual hour; President Clarke in the chair. ‘The reading of the proceedings were dispensed with. A communication was received from the Mayor, transmitting a letter from Gustavus Ober, executor of the estate of Stephen J. Ober, communicating information that by the will of the deceased the sum of five hundred dollars has been donated for the use and ben- efit ofthe poor of Washington; but the be- uest itso indefinite that the executor is in loubt how the funds can be appropriated le- ally; but being anxious to comply with the Toa est, he offers to invest the amount per- manently, the income to be appropriated an- nually, in the purchase of wood for the poor, provided he can be secured against loss, by the city. The Mayor recommends that authority be iven to receive the uest, and that puwer conferred to secure the executor inst Joss in its payment to the corporation, that the money be invested according to the prope- al of the executor; referred to the finance committee, and ordered to be printed. Mr. Pearson re a bill for the relief of L. F. Skidmore, fined for occupying a stand in the market without a license ; passed. Mr. Dove presented a petition from William Cook ; referred. Mr. Pearson, from the committee on claims, to whom was referred the petition of Mary ‘Carrol for gemission of fine, asked to be dis- charged from its further consideration; dis- charged. Mr. Busey, from the police committee, pre- sented an adverse report upon the claim for the reward offered by Mayor Maury for the detection and conviction of incendiaries on the 31st of May, 1853, and asked to be dis charged from es further consideration, and that the report may be printed with the pro- ceedings. The committee was discharged, and the report ordered to be printed. On motion of Mr. Busey the affidavits and accompanying documents were ordered to be returned to the IMayor. Mr. Busey, from the committee upon police, reported a substitute in place of the bill re- ferred to them, to prevent tapping of sewers with drains from privies, and the bill substi- tuted was 3 Mr. Evans called the attention of the Board to the Corporation law making it unlawfal “for apy person or persons to ride or drive any horse, mare, or gelding, in or on any street, avenue, or alley of this city at a pace faster than a moderate ti>t or gallop, or to make any attempt or trial of speed between two or more horses, mares, or geldings, or other animals of the horse kind, in oron any such street, avenue, or alley, under a penalty of not less than five dollars for each and every such offence.”” He had boen informed that our great thor oughfares had been used lately as race grounds; that several gentlemen had been arrested and fined, but that according to the decision of the Corporation attorney the fines could not be enforced, because there was no maximum sum fixed by the luw. He under- stood now, however, that the Corporation attorney thought that he had given an er- roneous opinion, and had now decided that @ fine of five dollars could be collected. He (Mr. E.) did not feel himself sufficiently skilled in parliamentary usages to draw up abil to remedy the defect in the existing law but he a some action would be taken in the matter by the Board, since men occupy- ing high positions in society were violating the laws and setting themselves up in defiance of them. Mr. Dove could not see what the gentleman was driving at If the Corporation Attorney has reconsidered his opinion, and decides that the law is a good law, and can be enforeed, why there is an end of the matter. Mr. Houston said other laws were violated, which inflicted as great evils upon the com- munity as did fast driving upon the streets; the law requiring snow and ice to be cleared from the sidewalks was continually set at de- fiance. If all that was wanted was to insert a maximum fire in the bill, that could be done in fifteen minutes! He thought Mr. E. could draw up what was required in two or three minutes Mr. Smith thought the Mayor had done his duty in the premises; he had seen him on the Avenue doing all in his power against racing That day he (the Mayor) had arrested a man for racing and fighting, and seizing him by the collar, bad taken him to the watch-house ‘The second opinion of Mr. Bradley he thought was correct; he thought the parties could be fined $5 each. For himeelf, he must admit that he liked sleighing. There was only one objection he had to it, and that was that a team with a mouse-colored horse had run completely around him between the United States Hotel and the Capitol; he didn’t like thai! Mr. Evans ——— to this mode of treating the matter. thought it should not be trifled with Mr. Pepper thought they should not come here with rumors. He expected that there would have been some recommendation from the Mayor in regard to this matter. This very law had beeu in operation for two or three years, and under it one or two thousand dollars had been levied from carte 3, dray- men, tc. How is it that the magistrates now find out for the first time that the law is defec- tive, and ask the opinion of the Corporation Attorney? He had expected, from theclamor raised, that some communication would have been sent them: but he guessed it would all end insmoke. He would guarantee, that if a common carter had been the guilty party he would been fined instanter. Mr. Magruder moved an adjournment, and declined to withdraw his motion. He wanted time to have an amendment perfected to keep boys out of the streets when there was snow upon the ground He thought more damage and evil resulted from the unrestrained license ——— to the boys than by riding after a ‘ast horse. Messrs. Clark and Busey explained that the reason why the Mayor had not sent a commu- nication was, that he had sent one to the lower Board some time ago. The Board then adjourned. Nationa Taeatrg.—The lovers of the le- gitimate, as well as those who delight in no- veity, will have an intellectual feast spread on the boards of the National on Wednesday evening. A young gentleman named Booth- royd Fairclough, has, within the last few weeks succeeded in creating a furore, in both literary and dramatic circles, in the principal cities of the east, by his delineations of Shak. speare characters. The New York Herald, who, though often severe, satirical, and cut- ting, is never prone to bestow laudations where undeserved, commends his perform- ances highly. Jarrett has engaged him to sform Othello, in which he will be sustained y Messrs. Howe, Adams, Jefferson, Miss Dey- lin, Mrs. Bellamy, and others. The Jaugha- ble drama of Robert Macaire will also be per- formed, in which Mr. Jefferson will appear as Jaques Strop. Taz Arrroacuine Graxp Batts —We un- derstand that on Monday night next the Messrs. Brown design giving their annual grand ball of the season, and that on th ceeding night the Mesers. Willard their splendid rooms their grand carn en- tertainment of the season. The similar balls given at these hotels last year were among the most magnificent entertainments that have marked the fashionable progress of this coun- wy, and from current conversation in fashiou- able circles, those approaching are expected even to surpass the TBorts of the respective empressaries last year. Great erness is being manifested to obtain tickets for them, and the fortunate thousands will be busy throughout the rest of this week, in preparing for the grand displays Mas. George W. Manypenny was unanimously called to fill the same. The following resolutions were unanimously 1. Resolved, That a committee, consisting of Messts W. F. Bailey, William Pettibone, William H. Nally, John McClelland, and Alexander Rutherford be appointed to call upon the residente of the Second Ward to so- licit such subscriptions and donations as they may feel dis; to contribute for the relief of the suffering and destitute of the ward; and that the names of the committee be pub- lished, so that it may be known who are au- thorized to make calls upon them. 2. Even the proprietor of the Star is a sufferer, as the compositors in his employ are forced to prolong their nocturnal labors, for want of good eat light. Now what is the cause ot this? Has the Gas Com- pany, in attempting todeclare large dividends, undertaken te supply more burners than it can manufacture gas for during the day? Is this proven by the known capacity of the large metre? And notwithstanding the deficient sapply, the poor quality of the gas, are the bills as high, or higher, than when agood clear light was furnished? Let every one who has to pay for gas demand answers to these ques- tions from the Company, and then—if the: are not satisfied—unite in some plan by whic these alleged wrongs can be remedied. We want more light! Tas Corporation Race Covrss Stitu Oren.—It will be seen by the last night’s Proceedings of the Board of Aldermen that no action was taken amendatory of the act to paren racing, so the drivers of fast nags ave full liberty to go it subject only to the little drawback of # five dollar fine, which the Corporation Attorney now thinks can be collected under the old law. As many of these gentlemen racers will no doubt consider a “five spot’’ acheap equivalent for such an undeniable good thing as a glorious sleigh- ride, we may expect a repetition of the /ast scenes lately exhibited upon the avenue any time up to a general thaw, or until Mr. Evans has perfected his amendment. Talent youth, and beauty mingled in the dance, and many beautiful fair ones were admired by the A Serge We feel obliged, however, to notice the ill manners of a party uf overgrown boys, who crowded themselves into the sets, and made themselves, genorally, disagreoable. Managers of future balls should guard against the intrusion of these half-fledged rowdies, who mar the festivities of the evening “Two rorty.”—Mr. Editor: “Give us fair play,”’ is all we want. Your local repor- ter, a day or so since, in his notice of sleigh- ing on the avenue, does not give us who were on the avenue during the evening a fair shake. He says the “fast crab’’ of the evening was driven by a gentieman from Alexandria, and of course he meant the horse named Tobe. Now. this is gross injustice. We want some credit: for he never bung a horse that was a er who did not beat him; Moscow, Mr. Teal, id Snaffle, Poor Old Paddy, the Marcus Mare, and others heading himout He passed some, but none who pretended togo. Recollect, our lawyer, Harry Birch, who pleaded our case before Justice Jno. 8. Holingshead, when we were up for racing, was on hand, with a dou- ble team; and hard to beat at that. A Horer Hop.— Better late than never.” We have neglected to notice earlier, the de- lightful entertainment which took place at the United States Hotel on Tuesday evening. In spite of snow and grim Winter’s frowns, one brilliant party has crowded on the foot- stepe of another, and the butterflies of fashion fly to each gay place of amusement sipping a sweet here and there. Parties, balls, soirees and hops are nightly attended, and each hotel seems to vie with the other as to which shall furnish the most elegant entertainment to its guests. At the United States hotel came off one of the most brilliant hops of the season. Rarely do we seo such a number of bright, happy faces as promenaded the dancing room, to the music of Fleet’s delightful band. About 9 o'clock the mazy dance commenced and eyes of beaux and belles grew brighter as thoy tripped lightly through its graceful measures. We will not linger to discuss either dance or dancers: suffice to say, beauties with laugh- ing eyes and cheeks like opening blossoms caused many a young bachelor’s heart to beat a wild tattoo, an many an old one to wish he were younger that he too might join in the inspiring ‘ladies to the right,” while his feet involuntarily moved to the music of “Bobbing around.’? Grave Senators were there and threw aside their business cares, and joined in dance and jest. Young law givers forgot the strife of party and the strug- gle for Speaker, in the endeavor to catch a sunbeam from the eye of some lovely girl. Young and old seensed merry and brighr.
