EVENING STAR. - LOCAL INTELLIGENCE. Tux Sscoxp Warp Asszssor-Questiox.— We were compelled, owing to a pressure on our columns yesterday, to defer much of the Board of Aldermen’ szproceedings on the even ing before that referred to the question of the eligibility of Mr. Clampitt to be elected as Assessor of the Second Ward of Washington. Ls seems to us that the true issue involved is, whether Mr. C ’s father ever made a declara- tion of inteution to become naturalized; such action only, on his part, being necessary to entitle his (at the time) young children to tke rights of citizenship themselves, without being naturalized. We are informed that the courts hold that, in a case like that of Mr. Clampitt, the burden of proof is on those who dispute his eligibility to hold an office and to exercise the franchise here, after having so long discha: the duties and sapaet the ue of full citizenship in this District. Tho following are the proceedings of the Board of Aldermen on the subject above referred to: Mr. John L. Smith, from the committse to whom was referred the report of the committees on the eligibility of Assessors, and the resolution calling for the evidence on which the committee made their report, on Monday evening last, said that they had ex- amined into the matter, and caused the ap- arance of Mr. Clampitt, the Assessor elect to that Ward, before them, when the follow- ing questions were propounded to him, by-him- aelf, (Mr. Smith :) Question. Did you or not vote at the election in June last? Answer I didnot. I was in Virginia at the time. I should have voted if I had been here. Ihad an engagement with a gentleman that day at 12 m. t went to the polls in the morr- ing a3 usual, to vote; but fiuding thut I could net doso and comply with my engagement, owing to the crowd around the polis, I left for the purpose of fulfilling my engagement. I have voted since 1852, up to the last election. During my apprexticeship I resided in George- town Q. Have you at any time since the last elec- tion stated you were born in a foreign country? A. Ihavo not. My earliest recollection is associated with the Seeond Ward. Q. Have you or not heard your mother or father say you were born in a foreign country? A. I decline to answer this question, by the advice of my counsel. Q. Have you or not stated that your mother said you were born in a foreign country? A. I decline to answer this question. Q. Have you or rot said you thought your father was naturalized, and that consequently Jou wero a naturalized citizen. A. [never did say a0. Q. Have youor mt searched for your father’s naturalization papers sinee your election, for the purpose of proving that you were eligible 5 the office of assessor! A. I did go te find out whether my father ‘was naturalized or not; but not for the purpose intimated in your question; but having the firm conviction that I was'a citizen of the United States. Q. Do you or not know, by report, that your father was born in a foreign country? A. Lhave no knowledge about it; I have heard that he was. Mr. C. Cammack,introduecd —Examined by Mr. Wm. J. Store, Jr., counsel for Wm. H. Ciampitt Q. State the apparent age and size of Wm. . Clampitt when you first knew him, and where did you first see him. A. I first formed an acquaintance with Wm. H. Clampitt’s mother wheh she was a widow, about the year 1822, or 1823, to the best of my recollection. William then was a very small boy; I suppose he was three or four years old; the next youngest child was aninfant in the arms; this was in the second ward in the city of Washington; from that period to the present, with the intermission of one or two years, he has been a resident of the Distriet of Columbia The report then closes with an argument based upon the answers given by Mr. Clam- pitt in which Mr. Smith says that the only stion for him to examine into is, whether - Clampitt was born in a foreign country or not. He then contends that the only evidence that he can get is the inforence that may be drawn from the refusal of Mr. Clampitt to an- Swer questions three and four. He then con- tends that direct testimony cannot be obtained on a matter of that kind; that Mr. Clampitt, if bornin a foreign country, must have been brought to this country at a very early age, and his mother or father would be the ouly a who could give direct testimony in re« tion to the same. Tue Bart Last Nient.—A joyous company of young folks greeed the second annual ball of the Western Hose at the Assembly Roows, lastevening. The attendance was large, and the spirit evinced was most commendable. The entertainment opened at 9 p. m., and was continued without intermission until near day break. Wenever saw the young ladies aud men of Washington more enthusiastically ben! on enjoying themseives, or more gratified wit the way in which everything wentoff. As Axaronrax Batrir.—Yosterday after- noon two girls of the town got into a fight on Pennsylvania avenue, at the corner of Twelfth street, and clawed and pummelled each other most unmercifully, (as though well match- ed indeed,) the length of the block, up to E street. A crowd of hundreds of idlers speedily collected around them, and seemed to be highly amused with the way in which the; made the feathers and finery fly from aaa other’s heads and backs. A police officer, however, intercepted them at the corner of E street, and after allowing one of them to de- posite a child,with which she was encumbered during the fray, in a questionable house hard by, marched the twain(off to the office of a jus- tice of the peace. The officer in gallanting them along the street, had apparently, very hard work all the way, to force them to re- feain from clawing each other again. The ex- hibition was exceedingly disgraceful and re volting. The names of the females are Cath- arine Gallaher and Sarah E. Hunt, and that of the officer who arrested them R. B. Hughes.
