EVENING STAR. WASHINGTON OITY: WEDNESDAY AFTERNOON.......Jane 13. M. x Borys, Crawford street, Ports- mouth, Va., is the Star’s agent for that place and Norfolk City. oo SPIRIT OF THE MORSING PREss. The Unién argues that Massachusetts is a3 practically cut of the Union through her late constitution—repudiating legislation, as North Carolina and Rhode Island were shortiy after the ratification of the constitution by their sister States—they refusing for some time to do likewice. We find also in the Union anable and in- teresting letter from Howell Cobb, of Ga., apen the political topics of the day, wherein that distinguished s*stesman exposes the hidcous- ness of Know Nothingism. Upon the’senseless Villifications of Jno. W. Forney which now sad then fills the columns of the Richmond Examiner, the Union (in Mr. F.’s absence) says: “& man who is morally depraved bimseif, and therefore prone to attribute moral depray. ity to others, especially others to whom he is hostile. would be apt to see iz this letter the evidence of a wicked conspiracy between Mr. Sorrest and Colonel Forney to extract from Mr. Jamieson fsi-c admissions to be used in effect- ing the object which Mr. Forrest had so much at heart, Such a ore would hardly be con- ‘ous of the naturo of the offence involved in attempt to pervert the true meaving of a letter by the free use of itelies.. Butio the view of an yxprejadiced mind, looking at the circumstances as they existed, no such cone!n- sion i= ifiadlo The wost that could be properly ssid cf Colonel Ferney’s act would be that it was indisereet in him to undoriakze sucn an agency. Those who know the warm-hearted impulses which control Colonel Forney, the open handed generosity with which he serves his friends, and the unbounded confidence which bh reposes in those he loves, will at ouce see thathe yieided to the suy Mr, forrest under the fullest conws be was an injared husband, and that sor had robbed him of hi+ domestic happiness He supposed that Roberts could procure from bim the proof of his guilt, which would ena- ble Forrest to obtain a separation from hie wife. Viewed in this light—and we are sure it is the view of the caso—the agency of Col. Forney indieates no immorality of pur- pose or depravity ef heart, bat an il!-judged and indiscreet act of friendship in woder- taking w devslvp the trath through the means Tesorted to. ‘That this is the conole-ion ar- tived a: by honorable and impartial minds we have the strongest procf in the fact thet Col. Forney was elected Clerk of the House of Rep- resealatives. although his enemies spared no efforts to the Forrest letter subservient to his dofeat To the vituperation of the Examiner we have no reply to make; it is but tue second-hand abuse with which the New York Herald has ofien teemed. and it now fiods a wortby place in the colamus of the Examiner It was harmlessin the columns of the former ; it is not less so in the latter.” The Intelligencer, discussing the “Federal Union’ —i. ¢., its dissoiution—says: “This isa subject of such solemn import that the very idea of its becoming necessary at any time or under any circumstances to say s word about it fills n¢withrepugnance. The dippancy vith which the poszibili:y of the dissolution ef the Union has come to be spo- ken of in many quurters is enough to be the bones of the dead fathers of cur G ment ‘-burst their cerements.”’ To us it appalling that we dare hardly tra:t ourselves tecontemplate ii. And yet to retsain altc- gether silent while the dire event is menaced in leading journala of the country, and held to be not only , but desirable, would be, we fear. to gard our duty as anxions defender: of cur Constitution. “We have no vain hope that our feeble voice can do much to arrest the progress of that balefel spirit which bas become so rife—a epirit which had its birth in ambition, was nourished by the Mexican war, end putenits toga virilis at the pass.go of the Nebraskabill. Gratuitous and Unfounded Abuse —It seems to us thatone half the capital on which More or less papers trade, is abuso of the Post Office Department. A break down in their press-rooms, a complaint of a subscriber, or the lozs of a dollar cllegrd to bave been nmiled to them, is enough to start them on this favorite key, according to their philosophy. The department is at least everybody’s dog, to the extent of being obliged not only to serve everybody at very low rates indeed, but also to the point of perpetually standing ready to be kicked when anything imaginable disturbs the equanimity of anybody. Had it been the Post Office Department whose arrangements between this and New Orleans proved so slow az to have been, say seven days, in bringing the account of the refusal of the grand jury at the latter city to bring in bills of indictment against Messrs. Blair and Whitman, as noticed by us a day or two since, instead of the tele- graph line, kaif the newspapers of the country would have republished the fact as evidence of the atier inefficiency of our present postal arrangements between the scat of Government and the southern commercial emporium. Folks have a fuolish habit of comparing the apparent working of the English postal systom end ours; taking the former—operating over ssmail territory, thickly populated, whore labor is cheap, with the latter operating over an immense surfeco of space, covered with a very sparce population, where labor is much dearer. Now, if they would but like sensible souls, form their comparison of the services rendered for the monoy paid for those rorvi- ces, upon the number of miles actually traveled, tho weight of mail matter carried, and the difference in the means of mail trans- portation incident to the real condition of the traveling facilities in a1 parts of the two countries, they would have sound and reliable data on which to arrive at sensible business- like conclusions with reference to the manner in which the Post Office Department’s affairs are conducted in this country. It may startle folks who do not closely sean all the elements of the rapid industral pro- gress of our country, to loarn that the busines: of our Post Office Department is at this ms ment immensely larger—by perhaps a third— than on the 4th of Mereh, 1353. In no other point has American progress ever so devoloped itself. ay in the demande on the capabilities of the postal branch of thie Government ia the last thirty mouths. Never before (owing to the extraordinary great cost of living now raling throughout the country) were the em- ployees of the Department, necesearily, so meagerly cowpensated, or any thing like eo hard worked. Its mails may make five thous. and trips to echedule time, but if the nex, be an hour behind time, through fire, flood, or boiler-bursting some where on a line a thous- and miles Jong, half the newspapers note the fact as evidence of the inefliciency of tho De- partment.
