LOCAL INTELLIGENCE. , Tax New Eecxsrer’s Brt.—The follow- ing is the new act to regulate buckstering, &c., a8 amended and reported by the Committee on Police in the Board of Aldermen, and is ex pected to be considered on Monday evening next by that body : Be tt enacted, &c. That. from and after the passage of this act, it shall be the duty of the clerks of the several markets to have number- ed eaeh and every stall or stand occupied by any person or persons, whether resident or non-resident. engaged in the trading or busi- ness of huckstering, or selling. poultry. eggs, butter, wild game vegetables, fruits, and other market stuff, family provisions, horse feed, or cornmeal, and of vending or retailing any other such article, except every description of fresh fizh. The numbers to commence with the figure one, and continue in regular nu merical succession; the figures to be one inch and ahalfin length, and conspicuously io- cated upon the stall or stand. ‘That it shall not be lawful for any huckster ~-to purchase or promise to purchase, or to pro- eure any other person to purchase or promise to purchase, for his or her use, at any time after sunset on the day before till the close of the hours fixed by law for holding the several markets, respectively, for the purpose of sell- ing again, in either of said markets, any arti- ele of provisions which hucksters are licensed to deal in. That no part of the pavement on Pennsyl- Vania avenue, nor more than half of the en- tire length of the pavements upon any streets on the sides of any square, space, or lot occu- pied by either of the markets, nor any part of said avenue or streets within fifteen feet of the curb lines of such pavement, shail be Tented, used. or occupied by any huckster or dealer in family provisions, horse feed, or corn meal : Provided, That no huckster or dealer afers- said, now lawfully holding or occupying any stall or stand upon the pavements specified in this section, shall be dispossessed or deprived ef the same until the expiration of the period for which he or they may have rented it: Avid provided further, That the clerks of the sev: eral markets, respectively, shall divide a:l the spaces inside of said pavements, not now 80 divided nor specially reserved from such use, into stands of uniform size, as nearly «gs * may be, and rent the same, in conformity with the provisions of the 9th section of the act of the 24th May, 1853, ‘to regulate markets,” so far as the same are not inconsistent with this act. That no person or co partnership of persons who follow the business of huckstering shall be permitted to occupy, hire, or rent more than two stalls or stands, which shall be con- tiguous, in or about any of the market houses or connected therewith in this city. Be it enacted, that from anafter the passage of this act, the license of Hucksters, or per- » Sons dealing or trading in the articles enumer- ated in section first of this act, and who oceu- py; hire, or rent any stall orstand in or about any of the markets in this city, shall be at the ra.e of twenty dollars per annum. That the clerks of the several markets shall, whenever they deem it expedient or proper, ~ designate a particular locality, in or about their respective markets, where all melous shall be exposed for sale. That ior the first offense against any of the Provisions of this act, the person or persons so offending shall forfeit and pay the sum of five dollars; for the second offence the sum of tea dollars; and for the third or subsequent ot- fences the sum of twenty dollars; one balf in all cases to the informer; said fines to be col- led and applied as other fines are by the laws of this Corporation, The last section repeals all inconsistent provisions. — Buavtirct IuproveMent.—Mr. E Wheeler, merchant, has just had erected a fine dwelling on Missouri avenue, between 3d and 4} streets. itis three stories high, and combines all the modern improvements for heating, cooking, and the carrying off of wastes, for which water-pipes have been admirably arranged A fine ornamental garden has been measured and laid off by Mr. H. C. Cassidy, an accom- phshed gardener, and, indeed, everything done to make the house elegant, as well as comfortable. Mr. Thomas Entwisle was the contractor; Mr. Thomas Langiey, the brick layer; Messrs. Brown & Soussey, plasterers, and Mesers. Parker & Spaiding, painters. Lhe name of the plumber we did not learn. Escort vor tHe HighuaNpEeRs.—The new and elegantly uniformed military eompany of the Highlanders, commanded by Capt. John Reese, is to have for their escort, on their first parade, the new American Rifles, Capt. J. L. Smith, and altogether they will make a rich military appearance. Prosperi’s full cornet brass band has been secured for the occasion. The Riflemen with their complete American costume, and the Highianders in fuil Scottish dress, will make beautiful features of the Washington regiment on their next grand parade. ———— New Locomotive.—A new and firet class engine bas just been finished at the Baltimore and Ohio Kailroad Company’s works, Mount Clare, and is now making her first efforts ou the Washingtontrain she runs finely, and is expected fo be the crack “iron-horse” of the road. This engixe is the 248th of the number, if we rewember right, now built by the com- pany, showing very significantly the capacity of this great work for transportation purposes, Tree Prantine To tax Navy Yarp.—On Monday next, the workmen who have been transplanting trees from Kuck Creek to the Capitol, wil commence the continuation of their work down Garrison street (the main avenue) tothe Navy Yard Trees will orua ment both sides of the street, aud, in time, make a fine shade fur pedestrians. ‘Ihe pub- lic squares have all been arranged, we under- stand, and when all is done, this will be the “City of Trees,’ undcubtedly—John Ran doiph’s name of the «City of Magnificent Dis- tances’’ to the contrary, notwithstanding Last Nigut or rae Juuiens.—This even. ing, the Julien buriesque opera troupe close their brief, but brilliant season, and will leave for Philadelphia to cpen a permanent estab- lishment there. Euch night of their perfurm- ance, they have gained in the favor of their audiences, and this evening they offer a change of pertormauce more interesting than any of their previous ones. Lem. Towers and the other efficient members of the Executive Commitige are busily preparing, and it is expected wi!l have a terpsichorean, military, and social en- terteinment that will cap the climux. Carusi’s fine saloon has been seiecied for the /ete, ex- cellent music provided, and ali things done, or being done, to give ec/az to the occasion. The gallant Greys say they will not be out- done, and what tuey say they can perform. Tae Parrow ‘xoupgz.—After performing in Georgetown this evening, the Parrow troupe return to Wasbington, aud open at Odd Fel lows’ Hall on Monday night. They have shown their quality heretciure in this city, and their werits have been acknowledged. Hernandez, Kendall. Moore, and Dun Bowers, are names weil known to fame—the latter being regarded as one of the best baliad singer in the country, and with the combined talent of the other members, make the troupe a to any of those popular winstrel bands. Prepare for something rich next week. Fire attur Poromac Horen.—Yesterday morning, «tan early hour, the Potomac House, on Pennsylvania avenue, near 44 street, came near being destroyed by fire. A lacge hole was burnt in the floor of one of the chambers; but the timely application of water arrested the threatened dauger. Catamity ro 4m Artist.—We unite with the Union, in which all ate of pe fue arts will join, in regretti ear that the establishinent of Mr. Clark Mills, the distin. guished artist, has been visited with a calami- ty by which he suffers severe pecuniary loss, and which will ok the completion of the great works which he had commenced—the equestrian statues of Washington and Jack- son. Yesterday afternoon, whilst hi: furnace was in full blast, the -oof, from some unex- pleined cause, took fire, and, notwithstanding great efforts were made to save the model of the statue of Gen. Jackson and the building, they were, in an incredibly short time. de- stroyed by the flames. Several castirgs of the statue had been taken and placed outside of the foundery, and were saved. The loss sus. tained by this fire is estimated at six to ten thousand dollars, and the destruction of the model for the statue is particularly to be re- gretted, as it cannot be reproduced but with great labor and heavy expense. There was no insurance on the property. We give place to this intelligence with sin- cere regret; but, knowing the indomitable energy of Mr. Mills as we do, wedo not en- tertain a doubt that he will arise like ths fabled bird of antiquity, and pursue his busi- ness with renewed energy and success. He has been tried in the furnace of affliction, but ultimately he will come out unscathed Mr. Mills assures us that he will immedi- ately resume his labors. He will goon with the great works he has to execute with re- newed energy. GanBLine.—Yesterday, Officers Allen, Han dy and Martin made a descent upon a party of colored individuals who were busily engaged in gambling in a room back of a colored bar- ber’s shop on the avenue, opposite the National Hotel. They were taken before Justice Grubb, who heard the evidence and ordered Lewis Butler, Wm. McCoy, Thos. Minor, Sidney Eas- ton, and Henry Johnson, each, to pay $5 fine and $1 50 cents. We are told that these are church members. If so, the fine was very moderate. Church members should never “tarn jack from the bottom.” Tue Footways —Our citizens generally are always willing to stand a {ttle inconveni ence for the public good; but when that in- convenience can be remedied, and the public good advanced, they would rather have it done. We would gall the attention of the au- thorities to the footways where new sewers are being constructed—especially 3th and D streets, where four persons fell 3 mud during last evening. Proranity.— Yesterday, D. Stewart and Ellen Haslep wegp made to pay $2.17 each, by Justice Morsell, for using profane and inde cent language in the streets. Swearing is » bad practice, and should not be indulged in, especially by women. Tae Werner Case.—The appeal caso of Charles Werner, charged with selling Jiquor contrary to law, expested to be tried befo:e the Circuit Court to-day, was not taken up. It is e: ted to be heard and the question de- cided next week. Marget.—The market this morning was well sapplied, notwithstanding the very iene showers last night and this morning. Custo- mers were very numerous, and prices about the same as during the week. Wartca Returns.—Samuel Stark, of Ohio. drunk and disorderly; dismissed. Several lodgers, but all dismissed. Quite a heavy rain commenced falling last evening, and has continued without intermis- sion up to the present time. In consequence of it all kinds of out-door business this mora- ing is suspended. There has been for some time a considerable stringency inthe money market. Although our banks continue to afford every faciliry, our merchats feel it pretty severely. We have heard intimations from some of leading business men, that our city afferds induce- ments for the establishment of another bank, with a capita! of $200,000, or better, $800,000. It may seem strange, but it is neverthelocs a fact, that the amount of banking capital ex- ceeded the present amount some $600,000, twenty-seven years ago. As an evidence of the high price of slaves, I will mention that at the sale, yesterday, of Barnard & Buckey of the personal effecte of the late Michuel Miller, two small boys, @ne seven and the other six years old, sold oue for $405 and the other $305. The canal steamer Congress was offered at pe sale a few day: since, and withdraws: at 00. ‘the quarterly meeting at the Methodist church commences to-morrow. Kev. The offerings of beef cattle at Drovers’ Rest, for the week, have amounted to 800 head ; 100 were taken by District butchers at $2 294 $2 75 on the hoof, equal to $4 50 a $7 50 net. The remainder was driven on to Baltimore. Sheep $2 a $4 per head. Hogs. $4 a $5 75. On the flour and grain market the last ‘or- eign news has had no effect.
