By a voice vote, the Senate last night passed a measure carrying $17,192,000,000 for expansion of Am- erica’s military power and the arm- ing of her Allies. The action sent the bill to a Sen- ate-House conference committee for resolution of differences between that measure and the $16,771,000,- 000 bill the House passed Aug. 26. The conferees hoped to reach agreement in the time for ratifica- tion by both branches of Congress by nightfall. After that the leg- islation will go to the White House. Before approving its bill the Sen- ate wrote in an amendment which would shut off American financial and economic aid to any nation which sold militarily useful ‘arms or goods to Russia or its satellites..
