BERLIN, Feb. 15—In a com- munication Thursday night, Ger- many told France and England that the Reich would be glad to discuss with them the matter of the proposed air pact for West- ern Europe. At the same time Ger- many showed very little interest in the suggestions emenating from London that she return to the League of Nations, join the French sponsored Eastern security agree- ment and adhere to the proposed Central European noninterference pact.
