That the corporation is authorized and directéd to purchase for cash, at the guar- anteed price provided in section 9, wheat which is of a grade fixed by the United States of- fical grain standards and which ‘s produced in the United States during the years 1928, 1924, and 1925, upon delivery therof at terminal warehouses in Portland (Oregon), Seattle, Minneapolis, Duluth, Chicago, Buffalo, Gal- veston, New Orleans, New York, and at such other terminals as may be specified by the corpora- tion. Sec. 9. (a) That the guar- anteed price for number. one northern spring wheat shall be $1.75 per bushel; and the guar- anteed prices for *the other grades fixed by the United States official grain standards shall be fixed by the corporation , upon the basis of the guaranteed price for number one northern spring wheat. (b) The corporation shall not purchase any wheat at any mar- ket if the price at which such | wheat is offered for sale at such |} markets exceeds the guaranteed price for such wheat, as deter- mined under this section. Sec. 10. (a) That every warehouse or elevator receiving |or storing wheat purchased by or intended for sale to the cor- poration shall be required to take out and hold a license un- der such rules and regulations as the corporation shall prescribe. (b) Whenever the corporation shall find that any storage charge, commission, profit, or practice, of any licensee, with re- | spect to such wheat is unjust or unreasonable it shall order the licensee to discontinue the same and shall fix the just and reason- able storage charge commission, profit, or practice. (c) The corporation may re- voke the license of any licensee who knowingly fails or refuses to discontinue any unjust or un- reasonable storage charge, com- mission, profit, or practice, in accordance with an order under this section. Sec. 11 That the corporation shall retain or dispose of wheat so purchased by it at such pric:s and on such terms as_ it may deem best for the public welfare at an advance on the purchase price sufficient to cover the cost to the corporation of the handl- ing, transportation, insurance, storage, and other charges with respect to the wheat. Sec. 12. That after the pas- sage of this Act and until July 1, 1926, no wheat or wheat flour shall be imported into the United States; except that (1) wheat to be used for seed purposes may be imported under such rules and regulations (including penalties) as the Secretary of the Treasury shall prescribe; (2) wheat and wheat flour for transportation in bond throurh the United States may be im- ported in compliance- with the Tariff Act of 1922; and (8) wheat to be used for manufact- uring flour and _ by-products which are to he exported from the United States may be im- ported in compliance with the Tariff Act of 1922. See. 18. That the net earnings of the corporation shall from time to time be covered into the treasury of the corporation to be used as a revolving fund for the purposes of this Act. Sec. 14. That a report of its activities shall be furnished by the corporation to Congress at the opening of each regular ses- sion. Sec. 15. That beginning July 1, 1926, the corporation shall as quickly as is reasonably pos- sible discharge all of its remain- ing obligations, wind up its busi- ness and affairs, and liquidate || all its remaining property held in pursuance of authority exerci- sed by it as a governmental agency under this Act. Upon such winding up and liquidation the corporation shall dissolve in accordance with the laws gov- erning the dissolution of corpor- ations in the District of Colum- bia so far as such laws are met plicable, and all assets and perty of the corporation shall ihe converted into cash and covered into the Treasury of the United States as miscellaneous receipts.
